1.      Organizational Context

  

a. Organizational Setting

 

The position is located in the Hague IS Division (HISD), Brands and Designs Sector.  HISD is responsible for providing logistical, operational and Information and Communications Technology (ICT) development and support services enabling the administration of the Hague IP registration system.

  

b. Purpose Statement

 

The main role of the incumbent is to support and coordinate the provision of information technology services to Hague Registry internal and external users. In addition, to analyze, propose and manage internally and externally resourced projects designed to implement IT solutions to meet high-level strategies and identified business needs, within agreed parameters of cost, timescale and quality.

 

c. Reporting Lines

 

The incumbent works under the supervision of the Director, HISD.

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.   Support efficient and effective IT operations and service provision to Hague internal and external users, ensuring the views of all parties are considered and validated, with associated prioritization applied to requests, so that expectations are clearly communicated and managed.

 

b.   Lead problem, incident and change control procedures (including follow up and documentation) for requested and emergency changes.

 

c.   Work with technical team leads to ensure that best practices are followed, in accordance with HISD software development and deployment processes. File periodic reports on performance, issues, and provide suggestions on how to improve on service delivery.

 

d.   Guide the definition, documentation and successful completion of Hague IT projects, liaising with project team members, and advising clients/users as necessary on all phases; ensure that project, quality, and risk plans are prepared and maintained; monitor and report on project metrics.  This includes project milestones, deliverables, dependencies, risks, issues and changes, escalating to management as necessary.

 

e.   Ensure that projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned are captured and appropriate action taken; and produce appropriate documentation of both a technical and a descriptive nature.

 

f.    Represent HISD in PTD vendor reviews, RFPs or other formal oversight and reviews of supplier contractual activities.

 

g.   Perform other related duties as required.

   

3.      Requirements

    

Education (Essential)

First-level university degree. 
Certification in service or project management (e.g. Prince2 or ITIL 4).

 

Experience (Essential)

At least six years of relevant professional experience, including support for business users and involvement in IT projects with direct business impact using industry standard methodologies, tools and control techniques.  An advanced university degree in information technology, computer science or related field may be accepted in lieu of two years of experience.

 

Experience (Desirable)

Experience in software development.
Experience in international industrial property registration system support or projects.

 

Language (Essential)

Excellent written and spoken knowledge of English.

Annual salary:

 

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the November 2020 rate of 88.0%.

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
