The International Water Management Institute (IWMI) is advertising for a highly qualified and experienced Chief of Party (COP) for the anticipated USAID - Sri Lanka & Maldives Climate Change Adaptation Project. The proposed five-year program will support climate change adaptation in Sri Lanka and Maldives through enhanced resilience of the Maldivian and Sri Lankan governments, private sector, and local environmental actors to adapt to the vulnerabilities of climate change. The proposed position will be based full in Colombo, Sri Lanka with frequent travel to the Maldives.

Through partnership, IWMI combines research on the sustainable use of water and land resources, knowledge services and products with capacity strengthening, dialogue and policy analysis to support implementation of climate change and water management solutions for agriculture, ecosystems, and inclusive economic growth. IWMI is a CGIAR Research Center and leads the CGIAR Research Program on Water, Land and Ecosystems (WLE) and a collaborating Center for the CGIAR Research Program on Climate Change, Agriculture and Food Secured (CCAFS).

The Chief of Party (COP) will:

  • Provide overall leadership of the project and oversight of project activities aligned with the goal and objectives of the project.
  • Be the primary contact point for all liaison with USAID Sri Lanka Mission
  • Engage closely with government agencies and other project stakeholders
  • Oversee all financial and operational management aspects, compliance and requirements including project and financial reporting
  • Develop annual workplans and budgets for USAID approval and lead implementation
  • Lead the development and monitoring of project indicators and results framework
  • Ensure project implementation is aligned with best practices related to gender and social inclusion including CGIAR approaches to Gender and Social Inclusion.
  • Lead and supervise a team of long and short term experts (in both Sri Lanka and the Maldives) and local subcontract partners

It is expected that the project office will be based within IWMI’s existing facilities in Sri Lanka and the COP will be supported by IWMI’s experienced finance, operations and technical advisory teams.

Requirements

  • At least 10 years’ experience leading donor-funded activities related to climate change adaptation, natural resource management and working with key sector stakeholders to reduce impacts of climate change;
  • Significant technical experience in a field related to this project, such as climate change adaptation, climate finance, sustainable tourism, private sector engagement, natural / water resources management, or disaster risk reduction, with an understanding of public policy, institutional development, and economics related to these sectors.
  • Project leadership experience in South Asia, preferable Sri Lanka and/ or Maldives.
  • Proven experience motivating and leading high performing teams on similar donor funded projects.
  • Demonstrated understanding of the evolving climate finance and insurance sectors.
  • Proven experience design and implementing institutional capacity strengthening programs across complex inter-ministerial/ government arrangements.
  • Proven experience designing and facilitating multi-stakeholder mechanisms including public-private partnerships.
  • Knowledge of USAID policies, procedures, regulations and reporting requirements with at least one year as COP or equivalent Program Manager function.
  • Knowledge of development context and political economy of the South Asia region.
  • Highly effective communication skills (writing, oral, presentation) in English.
