In response to the need to strengthen resilience, stability, and sustainable development in Armenia’s southern regions, the Government of the Republic of Armenia has initiated the implementation of the Resilient Syunik Programme (RESYP), financed through a sovereign framework loan provided by the European Investment Bank (EIB). The Programme represents a targeted investment effort to reinforce the resilience and functionality of critical infrastructure in Syunik, with a focus on healthcare, education, water supply, and energy efficiency. It is implemented in a complex and sensitive context shaped by the aftermath of recent conflicts and the influx of displaced populations, which have placed significant pressure on infrastructure systems and public service delivery, particularly in rural communities.
To address these challenges and ensure full alignment with EIB requirements, UNDP is implementing the “Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing the EIB Resilient Syunik Programme (PHOENIX-RESYP)” - a technical assistance initiative (hereafter Project), funded by the European Union. The PHOENIX-RESYP Project is positioned to strengthen the institutional backbone of the RESYP (hereafter Programme) by enhancing coordination, reinforcing implementation capacities, and ensuring that investments financed under the loan are delivered in a structured, compliant, and results-oriented manner. The Project is anchored in three strategic pillars:
- strengthened capacities of sector institutions and public operators to manage investments in a gender-responsive and inclusive manner;
- establishment and effective functioning of institutional coordination mechanisms among the PIU and relevant state authorities; and
- strengthened participatory engagement and accountability mechanisms.
UNDP requires Syunik Resident Field Coordinator who will act as the primary focal point in Syunik region for overseeing and coordinating PHOENIX-RESYP Project activities, ensuring alignment with the Project goal, objectives and UNDP, EU and EIB standards. The Syunik Resident Field Coordinator will be based in the Syunik region, with frequent travel to Yerevan.
Duties and Responsibilities
management, operational oversight, quality assurance, coordination, reporting, visibility, and stakeholder engagement in Syunik region, required to ensure effective delivery of all Project outputs. The Field Coordinator manages the Project team, supervises experts and consultants, oversees financial performance, ensures compliance with UNDP, EU and EIB rules, and maintains productive engagement with national and local partners.
The Syunik Resident Field Coordinator will perform the following functions:
Coordinate effective project planning and implementation:
- Coordinate the day-to-day implementation of the PHOENIX-RESYP Project in the Syunik region, ensuring effective planning, optimal use of resources, and timely achievement of Project objectives.
- Provide strategic direction, guidance, and direct supervision to the UNDP Syunik Resident Office support staff, ensuring full alignment with the Project’s goals, objectives, and implementation priorities.
- Support the Project Manager in the development and refinement of Project implementation plans for the Syunik region, ensuring alignment with Project objectives and operational priorities
- Act as the primary focal point for PHOENIX-RESYP in the Syunik region, facilitating effective coordination and collaboration between UNDP, the Syunik Governor’s Office, municipalities, the Armenian Territorial Development Fund (ATDF), and relevant national and local stakeholders across the health, education, and water sectors.
- Ensure effective operational oversight of Project activities in the region, including the efficient management of human, technical, and financial resources of the UNDP Syunik Resident Office.
- Oversee and coordinate procurement and administrative processes for Syunik Resident Office in line with UNDP rules and procedures, including preparation of Terms of Reference, contracting, and recruitment of consultants and experts, ensuring timely and compliant delivery of goods and services.
- Coordinate Project logistics in the Syunik region, including team mobilization, office setup and operations, ensuring alignment with Project timelines and budget.
- Ensure that all Project activities are implemented in full compliance with UNDP policies and programme management procedures, and that gender equality considerations are systematically integrated into Project interventions in line with the local context.
- Collect, analyze, and consolidate relevant information, documentation, and reports, and prepare background materials to support informed decision-making and effective Project implementation in the Syunik region.
Establish partnerships and open channels of communication:
- Establish and maintain strong working relationships and strategic linkages with Syunik Governor’s office, local authorities, municipalities, CSO-s and community representatives to support Project’s objectives and ensure inclusive implementation of the PHOENIX- RESYP Project in the Syunik region.
- Develop and maintain stakeholder mapping and analysis at the local level to identify needs, strengthen engagement, and recommend opportunities for collaboration, scale-up, and synergies.
- Serve as the key liaison with implementing partners and local stakeholders, ensuring effective communication, coordination, and provision of technical support as required.
- Facilitate and coordinate stakeholder consultations and engagement activities, ensuring that community feedback is systematically captured and reflected in Project implementation.
- Support the implementation of the Stakeholder Engagement Plan (SEP) and Social Management Plan (SMP), ensuring alignment with local needs and priorities.
- Prepare regular briefings and updates for UNDP, EIB, and Government counterparts on Project activities and developments in the Syunik region.
- Strengthen local partnerships and networks to enhance Project sustainability and long-term impact.
Monitor and report on progress in implementing Project activities and achieving the targets set:
- Monitor and report on the progress of Project activities and achievement of established targets, ensuring compliance with UNDP and EIB rules, regulations, and quality standards. Identify, assess, and proactively manage risks and issues related to Project implementation, ensuring timely mitigation measures and smooth Project delivery.
- Support the Project Manager in refining and updating the Project results framework, including indicators, baselines, and targets, and in establishing effective systems for data collection, verification, reporting, and information sharing.
- Conduct regular field visits to verify implementation progress, adherence to work plans, and compliance with established standards, and provide timely feedback to the Project Manager.
- Collaborate with the Monitoring, Evaluation, and Reporting Analyst and Project Manager to prepare high-quality corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements.
- Work closely with technical specialists (engineering, environmental and social safeguards, procurement, and contract management) to monitor compliance with EIB procurement procedures and environmental and social standards and report any deviations or risks.
- Provide regular updates to the Project Manager on implementation progress, key milestones, and emerging challenges.
- Support the Project Manager and Project team in ensuring proper operational and financial closure of Project components in line with UNDP and donor requirements.
Facilitate knowledge and capacity building, knowledge sharing, and advocacy relevant to the assigned thematic areas:
- Identify, document, and synthesize best practices and lessons learned to inform continuous improvement of Project implementation.
- Support the development and implementation of knowledge management approaches and tools, including knowledge platforms, products, and innovative dissemination mechanisms, to effectively share Project insights with partners and stakeholders.
- Collect and analyze local concerns and community feedback, ensuring their effective integration into Project activities to maintain alignment with local needs and priorities.
- Facilitate and coordinate capacity-building initiatives, including training sessions, workshops, mentorship programmes for municipal staff, and site visits, to strengthen the capacities of local authorities and institutions in infrastructure planning and management.
- Promote knowledge sharing and collaboration among stakeholders, fostering learning, replication, and scaling of good practices.
- Support advocacy and visibility efforts of the Project in the Syunik region, in coordination with relevant UNDP specialists, ensuring effective communication of Project achievements and results.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangements
The Syunik Resident Field Coordinator works under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO Programme and Operations team, as appropriate.
The incumbent provides effective and efficient implementation of Project activities with major focus on ensuring EIB standards, policies and procedures under all pillars of the Project.
The Syunik Resident Field Coordinator will be given access to relevant information necessary for the implementation of the tasks under this assignment.
Materials provided to the Syunik Resident Field Coordinator and all proceedings shall be regarded as confidential both during and after the contract term. Violation of confidentiality requirements may result in an immediate termination of contract.
The Syunik Resident Field Coordinator will be based in Kapan, Syunik region with frequent travel to Yerevan. S/he will work closely with:

- Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required, or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects.
