Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

1- Office/Unit/Project Description

The United Nations Development Programme (UNDP) actively supports Jordan in achieving sustainable development, leading to transformative change and tangible improvements in people's lives. This is achieved through the design and implementation of policies and programs that address the country's development challenges. UNDP emphasizes considerations such as Gender Equality, Private Sector Engagement, Environmental Sustainability, and Innovation, aligning local development solutions with the 2030 Agenda.

The Governance and Social Cohesion Pillar at UNDP Jordan Country Office leads the design and implementation of integrated programmes that support inclusive governance, social cohesion, rule of law, and peacebuilding. The Pillar focuses on strengthening institutional effectiveness, promoting civic engagement, enhancing accountability and transparency, and supporting national efforts in preventing violent extremism (PVE), human rights, and inclusive political participation.

Collaborating with the European Union, UNDP aims to enhance the social and economic resilience of host communities and refugees in Jordan, particularly in the northern governorates. The “Improving Local Development to Increase the Resilience of Host Communities and Refugees in North Jordan (LED Programme)” builds on previous decentralisation and local development initiatives and addresses critical gaps in local economic development, including limited municipal financing, weak implementation of development plans, and insufficient private sector engagement. 

The Programme focuses on strengthening local governance systems, promoting inclusive economic opportunities, and supporting municipalities in implementing inter-municipal capital investment projects. It also supports Micro, Small and Medium Enterprises (MSMEs), fosters public-private partnerships (PPPs), and enhances service delivery to improve living conditions and social cohesion among host communities and refugees.

The objective will be achieved through: (1) Supporting municipalities and governorates in identifying, prioritizing, and implementing capital investment projects that stimulate local economic growth; (2) Strengthening institutional capacities for local development planning, financing, and implementation; (3) Promoting inclusive and sustainable economic opportunities through value chain development, MSME support, and community-based initiatives.

Additionally, the Programme will strengthen governance structures, enhance coordination among stakeholders, and promote innovation, green economy approaches, and participatory development processes.

The project will develop mechanisms for monitoring, evaluation, and reporting of results. The trajectory of the Programme is envisaged to strengthen local economic systems, enhance accountability and transparency, and ensure sustainable and inclusive development outcomes.

2-Scope of Work

The Project Analyst will support the overall implementation, coordination, and monitoring of the LED Programme, ensuring alignment with EU requirements, UNDP standards, and national priorities.

Key tasks include: 

2.1 Strategic Project Management & Coordination

  • Support planning and implementation of LED programme activities across Irbid/Ajloun. 
  • Ensure alignment with programme objectives, results framework, and EU contractual obligations. 
  • Coordinate with key stakeholders (MoI, MoLA, MoPIC, municipalities, EU Delegation). 
  • Support operationalization of governance structures (OWG, LDUs, Project Support Unit). 

2.2 Programme & Results-Based Management (RBM)

  • Support development and monitoring of Annual Work Plans and Results Framework. 
  • Track outputs related to: 
    • Capital investment projects 
    • MSME/value chain development 
    • Community-based initiatives 
  • Ensure integration of gender equality, youth engagement, and inclusion (PWDs, refugees). 
  • Contribute to monitoring, evaluation, and reporting processes. 

2.3 Local Economic Development & Technical Support

  • Support identification, appraisal, and prioritization of capital investment projects. 
  • Contribute to pre-feasibility and feasibility analysis (economic, social, environmental). 
  • Support development of value chains and clusters in priority sectors (agriculture, tourism, ICT, industry). 
  • Facilitate engagement with MSMEs, private sector, and business associations. 

2.4 Municipal & Institutional Capacity Building

  • Support strengthening of Local Development Units (LDUs) and Local Development Directorate. 
  • Assist in development of: 
    • Planning methodologies 
    • Project appraisal tools 
    • SOPs and workflows 
  • Support establishment of Project Support Unit (PSU). 

2.5 Public-Private Partnerships & Financing

  • Support development of PPP models and governance structures. 
  • Assist municipalities in identifying financing opportunities (CVDB, donors, private sector). 
  • Contribute to analysis of local development financing mechanisms, including potential Local Development Fund. 

2.6 Service Delivery & Local Governance

  • Support assessment and improvement of municipal service delivery. 
  • Contribute to pilot initiatives for: 
    • Outsourcing / co-production 
    • Inter-municipal service provision 
  • Support transparency and accountability mechanisms. 

2.7 Community Engagement & Social Cohesion

  • Support establishment and mobilization of Local Development Groups (LDGs). 
  • Facilitate participatory planning processes involving: 
    • Youth 
    • Women 
    • Refugees  
    • Vulnerable groups 
  • Support community-based initiatives and local innovation. 

2.8 Innovation, Green Economy & Digital Solutions

  • Support integration of: 
    • Climate-smart and green economy approaches 
    • Smart cities and ICT solutions 
  • Assist in organizing innovation challenges, competitions, and knowledge exchanges. 
  • Promote collaboration with universities and research centers. 

2.9 Operations, Financial & Risk Support

  • Support budget monitoring, delivery tracking, and financial reporting. 
  • Assist procurement and contract management processes. 
  • Support risk identification and mitigation measures. 
  • Ensure compliance with UNDP POPP and EU requirements. 

2.10 Knowledge Management & Reporting

  • Contribute to preparation of: 
    • Progress reports 
    • Donor reports 
    • Knowledge products and lessons learned 
  • Support documentation of best practices and success stories. 
  • Ensure EU visibility and communication compliance. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

3- Institutional Arrangement

The Project Analyst will work under the guidance and report to the Governance and social Cohesion Progamme Analyst  at UNDP Jordan, and will work closely with the Project’s Team at UNDP and works in close coordination with the designated counterparts from the Ministry of Interior, Ministry of Local Adminstration, MoPIC and Municipalities and local stakeholders.

Minimum Qualifications of the Successful Applicant

Min. academic education

Advanced University degree (master’s degree or equivalent) in Economics, Strategic Planning, Business Administration and Management, Public Administration, Social Science/ Management, Project Management, Monitoring and Evaluation, or other related fields is required or 

A first Level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Min. years of relevant work experience Minimum of two (2)  years (with Master’s degree) or four (4) years (with Bachelor’s degree) in relevant professional work experience in  project management, preferably in the field of development or humanitarian projects and development and humanitarian funding is required.
Required skills 
  • Experience in using M&E tools and software.
  • Experience in report writing
  • Experience in the field of LED, MSMEs, or municipal governance 
  • Experience in working with standard office computer software and basic database software (Access, Excel, etc.) suitable for Project management.
Desired additional skills
  • Experience in developing training in Project Management, M&E development and implementation and/or facilitating learning-oriented analysis sessions of Project Management with multiple stakeholders.
  • Experience with EU-funded programmes.
  • Experience in the field of  Community engagement approaches. 
  •  Experience in PPPs, MSMEs, or value chain development.
  • Experience in stakeholder coordination and community engagement.
  • Experience in training and capacity development.
