In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Office/Unit/Project Description 

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. UNV works with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is active in around 130 countries every year. With field presences in over 60 countries, UNV is represented worldwide. UNV is administered by the United Nations Development Programme (UNDP).

The Human Resources Section (HRS) provides a full range of HR services to the organization and its workforce. As part of the Human Resources Section, the Capacity Development Team (CDT) designs capacity development and learning programmes for UN Volunteers. The team supports the implementation of the UNV Learning Portfolio which consists of five comprehensive learning experiences; onboarding, skills surge, empowerment for change, connect and learn, and career craft.

Scope of Work

Support learning and training programmes for UN Volunteers  

  • Provide logistical and administrative support in the planning, preparation and delivery of assigned learning portfolio in line with the approved learning calendar and annual workplan. 
  • Support the preparation of briefing and guidance notes for participants, guest speakers, and trainers; 
  • Support the recruitment of guest speakers, external trainers and facilitators to support the delivery of scheduled learning activities; 
  • Assist in the design and production of workshop and training materials and handouts; 
  • Research and gather content for training, learning activities and exercises, ensuring alignment with established learning objectives and volunteer learning needs; 
  • Assist in the delivery of logistics aspects, including event coordination and scheduling, outreach and communication, participant enrollment, and travel arrangements, where applicable.; 
  • Draft workshop and training invitations, logistical notes and related materials. 
  • Co-facilitate learning activities and provide delivery support to facilitators, guest speakers and resource persons

Support online capacity development and learning programmes for UN Volunteers

  • Communicate with UN Volunteers on access to UNV learning programmes and platforms, respond to queries through UNV Customer-Relationship-Management (CRM) service desk, and escalate cases as required; 
  • Support regular enrollment process of UN Volunteers to online learning programmes and platforms; 
  • Provide coordination and logistical support in the delivery of live online learning events; 
  • Support the design, production and dissemination of communication materials, flyers and other information resources to promote the usage of online learning programmes and platforms; 
  • Perform user support functions for online learning programmes and liaise with external service providers for troubleshooting; 
  • Assist in system administration, maintenance, monitoring and reporting on usage of online learning programmes and platforms, including update of course webpages on UNV Learning Management System; Capture lessons learnt, prepare and present recommendations for improvements; 
  • Support design and implementation of evaluation surveys, including data collection and analysis, and compile volunteers’ testimonial for use in social media and annual reports.
  • Support the use of approved digital learning technologies and tools to improve learning operations and delivery

Administrative Support

  • Support annual budget planning and forecasting of learning activities, monitor related expenditures, review and process supporting documents for payment, and compile data for reporting.
  • Support procurement of services and purchase of licenses for online tools, assessments, resources and materials; 
  • Process travel requests for payment of travel entitlements for UN Volunteers attending HQ approved learning activities; 
  • Maintain accurate and up-to-date records related to procurement, finance and administrative processes.
  • Provide logistical support in recruitment processes, including organization of interviews, compilation of documentation, and note-taking on panels, as required. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Institutional Arrangement

Under the overall guidance of the Team Lead, Capacity Development and Learning, and the direct supervision of the Learning Analyst, the Capacity Development Assistant supports the delivery of learning programmes, onsite trainings, learning solutions and services for UN Volunteers globally.  

S/he works in close collaboration with staff members across UNV assisting, in delivering onsite and online learning programmes and courses. S/he promotes a client-oriented service environment as well as innovative approaches to achieving results.

Required Skills and Experience            
 
Education:
  • Completion of secondary education'
  • Specialized training/course in learning, capacity development or related fields
  • University degree is desirable, but not a requirement.
Required Experience
  • A minimum of three (5) years (with high school diploma) or 2 years (with bachelor's degree) of practical and relevant work experience at national or international level in learning, capacity development, event planning/support, administrative support or related fields.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, web-based management systems, and learning management systems.
  • Experience in providing administrative and logistical support for learning and development programmes.
  • Experience supporting the delivery of online workshops and webinars through Zoom & MS Teams.

Desired Skills:

  • Experience in working with online or cloud-based learning solutions or collaboration tools, such as Articulate Rise, is an asset.
  • Previous experience with international or development organizations is considered an asset.
  • Experience working with Canva or other digital tools

Language Requirements:

  • Fluency in English and French
  • Knowledge of another official UN Language is an asset.
