In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

The Indonesian Environment Fund (IEF/BPDLH), established in 2019 under the Ministry of Finance, is Indonesia’s main national vehicle for environmental financing. Mandated to mobilize and manage public and private funds for climate action, biodiversity conservation, and sustainable development, the IEF plays a key role in achieving the FOLU Net Sink 2030 target. This effort is reinforced by Results-Based Contributions from the Government of Norway to support forest and land rehabilitation nationwide.
To ensure strong governance and fiduciary standards in managing these funds, UNDP, with support from the Royal Norwegian Embassy, is implementing the INSIGHT (Institutional Strengthening for Indonesian Environment Fund Governance and Oversight) project. Through Direct Implementation Modality, INSIGHT provides high-level technical assistance to strengthen the IEF’s governance, oversight, regulatory frameworks, and data-driven decision-making, while supporting initiatives that contribute to FOLU Net Sink 2030.
The project delivers four core outputs covering institutional gap analysis, strengthened governance and financing frameworks, enhanced management information systems and transparency tools, and improved institutional positioning and stakeholder engagement. Collectively, these efforts aim to build trust, enable the IEF to manage larger and more complex funding portfolios, and support Indonesia’s transition toward a green and sustainable economy
Under the supervision of the National Project Manager, the Project Associate will provide administration, logistics and finance support to the project team. This person will keep the required records and will prepare the financial and operational information required by the Project Management Unit (PMU) of INSIGHT in Jakarta.
Duties and Responsibilities
The Project Associate will ensure the relevant operational support activities delivered and done in order to support the projects implementation. Under the supervision of National Project Manager INSIGHT Project., he/she will do following scope of works:
1. Support the project teams to ensure effective project work planning and implementation focusing on achievement of the following results:
• Coordination project planning and preparation work for, typically, a medium-size and complex component of the project initiatives.
• Analysis, research, summary and presentation of basic information/data on specific project and related topics.
• Preparation for project documents and submission to relevant parties for approval by relevant parties
• Implement project standard operating procedures in line with the government and UNDP’s regulations.
2. Support to the effective reporting on progress of project implementation
• Preparation of results-oriented progress reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner.
• Preparation of data for monitoring of projects; categorization, updating, tracking and analyzing data related to projects, e.g. outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews
• Identification of operational issues in particular procurement and admin and initiates follow-up actions
• Provision of administrative support for annual and quarterly work plans as well as project board meetings, audit, operational and financial closure of a project
3. Provides administrative support to the Project Management Units focusing on achievement of the following results:
• Supporting the team and serves as focal point for administrative issues related to coordination, monitoring and expedition of project implementation activities
• Preparation of draft standard terms of reference against project objectives, obtained necessary clearances, process and follow-up on administrative actions and provision of solutions to the issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
• As focal point for responding to simple information requests and inquiries; review and establishment of filling management system; organization of meetings, workshops; monitoring of implementation of various routine administrative tasks.
• Preparation of draft correspondence on project budget-related issues, periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
• Supervision of project support assistant, driver and other clerical level personnel.
4. Support strategic partnerships, communication, and support the implementation of resource mobilization
• Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project.
• Establishment of filing management for internal databases; updated statistical tables, graphic content, and other background materials/notes to facilitate audit and other reviews.
• Supporting communication team in publication of multiple languages report as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project,
• in coordination with supervisor, communication, monitoring and reporting personnel and other relevant counterpart communications department drafts project summaries, coordinates with editor, translation services, etc. on
• Preparation of draft correspondence of all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares project’s contributions for a variety of periodic reports
5. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
• Participation in the trainings for the operations/ projects staff.
• Documentation of lessons learned and best practices in project support management function.
• Contributions to knowledge networks and communities of practice.

Institutional Arrangement
The Project Associate will work under supervision of UNDP’s National Project Manager.. He/she will work full-time, office based in UNDP Jakarta to carry out his/her responsibilities.

Minimum Qualifications of the Successful NPSA
Min. Academic Education Secondary Education is required. OR
University degree (Bachelor’s Degree) in Accounting, Finance, Business Management, Public Administration, Economics, Political Sciences, Social Sciences, Management or relevant related fields will be given due consideration, but is not a requirement.
Min. years of relevant Work experience
• Minimum 6 years (with Secondary Education) or 3 years (with Bachelor Degree) of relevant experience in project admin and management is required.
Required skills

• Relevant experience in administrative/procurement for development project
