Background

This position is located in the Office for the Coordination of Humanitarian Affairs (UNOCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response’s efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national, international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

Under the overall guidance and direct supervision of the Humanitarian Affairs Officer, the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds, keeping high standard of behavior and confidentiality.

The Driver provides driving services to UNOCHA staff, Consultants and Experts and UN staff on mission and attend support services in support of operations as required. Upon request of the Senior Officer, the Driver can also be required to provide basic administrative and other support to the staff as required.

 

Duties and Responsibilities

Summary of key functions
  • Provision of reliable and secure driving services;
  • Day-to-day maintenance of the assigned vehicle;
  • Proper use of vehicle;
  • Availability of documents/ supplies;
  • Takes immediate action in response to accidents.
  1. Provision of reliable and secure driving services by focusing on achievement of the following results:

    • Driving office vehicles safely for the transport of authorised personnel and, where needed, for the transport of general cargo goods;
    • Meets official personnel at the airport and facilitates security, protocol and customs formalities as required;
    • Deals effectively and tactfully with officials and visitors; and
    • Understanding of route planning and security measures.
  2. Day-to-day maintenance of the assigned vehicle though focusing on achievement of the following results:

    • Takes care of the day-to-day maintenance of the assigned vehicles, check oil, water, battery, brakes, tries, etc.; perform minor repairs and arrange for other repairs and ensures that the vehicle is kept clean; and
    • Logs official trips, daily mileage, gas consumption, oil changes, greasing, etc. 
  3. Proper use of vehicle focusing on achievement of the following results:

    • Ensures that the steps required by rules and regulations are taken in case of involvement in an accident;
    • Makes regular deliveries of parcels, documents, etc., between the UN office and other offices and institutions, e.g. Line Ministries, International Organizations, Special Missions, etc; and
    • Applies good judgment in the context of assignments given.
  4. Perform other duties as assigned focusing on achievement of the following results:

    • Makes minor purchases and collect urgent purchases from local suppliers as requested.  Collect goods from the customs with due regard to customs regulations and formalities; and
    • May make or collect payment for goods.

Required Skills and Experience

Education:
  • Secondary Education.
  • Valid Driver’s license required.
Experience:
  • 3 years’ work experience as a driver with UN or International Organizations; Good knowledge of driving rules and regulations; Good skills in minor vehicles repair; Experience in driving various types of vehicles; Good familiarity of Manila and other major cities in the country.
  • Experience as a driver working in Mindanao and with a safe driving record.
  • Experience in driving a variety of makes and models of vehicles, including vans and other kinds of motorized vehicles.
Language Requirements:
  • Proficiency in English.
  • Working knowledge of Mindanao local languages an added advantage.
Other/s:
  • Non-Smoking environment.
