ORGANIZATIONAL CONTEXT
The United Nations World Food Programme (WFP) is well known for its ability to deliver food assistance rapidly to people in need. To continue responding effectively to challenging contexts while contributing to longer-term efforts to end hunger, WFP is in the process of its support to strengthen national safety nets and social protection systems, to support the Government of Iraq.
JOB PURPOSE
To provide support to policy and programme activities for the WFP's support to the GoI's School Feeding Programme.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct guidance and supervision of the Head of School Feeding and in cooperation with all programme managers and supporting functions, the Programme Policy Officer will be responsible to support the implementation and handover of the National School Feeding Programme in line with the WFP Iraq Country Strategic Plan (2020-2024) through the below tasks:
- Provide technical and project management support and assist in the handover of the National School Feeding Programme, ensuring alignment with wider programme policies and the SF Policy and Handover Strategy;
- Closely liaise with the Minister of Education and Health to ensure coordination, positive and strategic dialogue for a smooth handover and capacity building process;
- Prepare timely reports on programmes and activities that enable informed decision making and consistency of information from various sources and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
- Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Responsible for corporate performance management and reporting;
- Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities;
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery;
- Support the identification, development and management of potential partnerships to collaborative working leading to improved school health and nutrition for primary and secondary children with a focus on girls;
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to school health and nutrition, e.g. through providing inputs into training materials;
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials;
- Coordinate WFP’s inputs and ensure these are properly reported through the UN based cluster and working group mechanisms;
- Any other task assigned by the management
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Development, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English Arabic. Kurdish labguage skills, an advantage.
Experience: For holders of an advanced degree, 3 years of relevant work experience and 5 years for holders of a first level university degree, of progressively responsible experience in either humanitarian project management or implementation

TERMS AND CONDITIONS
Position Title: National Programme Policy Officer
Grade: National Officer - Level (NOB)
Contract: Fixed-Term (FT) - One-year renewable
Duty Station/travel: Baghdad with travel inside Iraq and occasionally abroad
Salary: Starting at USD 47,102 net per annum
Medical Plan: International valid medical plan for the staff member, spouse and dependents children under 18 years
Annual leave: 30 working days per annum
