Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
The United Nations Development Programme (UNDP) is the UN’s global development network, working in more than 170 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic, and social reforms and promote development. In the programmatic period 2026-2030, UNDP BiH supports the following programme priorities: (a) inclusive green growth; (b) development of human capital and (c) accountable institutions and social cohesion. This is also in line with cross‑cutting enablers (applied across all priorities): innovation, digitalization, development financing, SDG localization, and integrated solutions/portfolio approach to accelerate results and inclusivity.
The main objective of the project Scaling up climate resilient flood risk management in Bosnia and Herzegovina (hereinafter referred to as the project) is to address increasing vulnerability of BiH communities and livelihoods to intensified climate-induced flood-related disasters. The project will establish an integrated and innovative gender-responsive climate-resilient flood risk management (FRM) approach, strengthen institutional, technical and financial capacity to implement long-term FRM strategies, including a combination of structural and non-structural measures and ecosystem-based approaches. The project will strengthen the use of climate information, flood forecasting, early warning and emergency response systems to enhance adaptive capacity and resilience of at-risk communities. The project is aligned with the new UN multi-partner initiative “Early Warnings for All (EW4All)” announced by the UN Secretary-General in March 2022 with the aim to promote universal coverage of the early warning, and will contribute to the implementation of EWS4All Executive Action Plan developed in March 2023.
The project has two Outcomes, and three Outputs as follows:
- Outcome 1: Climate informed gender-responsive impact-based FFEWS and increased generation and use of climate data reduce vulnerability to flood related disasters.
- Output 1: Fully integrated impact-based Flood Forecasting and EWS facilitates timely preparation and response.
- Outcome 2: Vulnerable communities in B&H including women, children, disabled and elderly are better protected from and less exposed to climate induced flood risks through a combination of structural and non-structural flood risk reduction solutions.
- Output 2: Non-structural flood risk reduction measures and nature-based solutions mainstreamed in sectoral policies and plans and effectively contribute to protection of people and livelihoods from climate-induced flood risk.
- Output 3: Climate-proof flood protection measures scaled-up through new and improved national and local investment frameworks increasing resilience of the most vulnerable groups to climate induced flooding.
The Project is financed by Green Climate Fund and is directly implemented by UNDP Bosnia and Herzegovina Country Office.
Duties and Responsibilities
Under the direct supervision of the Project Manager, the Project Analyst will be responsible for the following functions:
Provide inputs to implementation of project’s activities
- In consultation with Project Manager, drafts a detailed project workplan, supervises and ensures the timely implementation of the relevant project activities within the area of responsibility;
- In consultation with Project Manager, develops the terms of references and other procurement documentation required to identify and facilitate engagement of experts and consultants;
- Oversees implementation of Social and Environmental Screening Procedure (SESP) and Environment and Social Management Plan (ESMP);
- Supports the effective implementation of environmental and social risk assessment and management measures as defined in the SESP, ESMP, and any applicable Environmental and Social Management Framework (ESMF);
- Supports preparation and review of site-specific environmental and social instruments (e.g., Environmental and Social Impact Assessments (ESIAs), ESMPs, or other relevant assessments), as required;
- Ensures integration of environmental and social requirements into procurement processes, contracts, and agreements with contractors and service providers;
- Identifies training needs and supports the organization and delivery of trainings and workshops;
- Liaises with the relevant ministries, local and international research institutes, NGOs, and other relevant institutions in order to involve their staff in project activities, and to gather and disseminate information relevant to the Project;
- Supports stakeholder engagement, including consultations and disclosure of relevant documentation related to environmental and social risks Collaborates with all relevant stakeholders and the Project Board and other partners to ensure their involvement in the project’s activities.
Provide inputs to the Project Manager on project activities related to the safeguarding, quality control, from formulation to implementation
- Takes part in development of technical and non-technical guidance documents for all studies and assessment undertaken as part of the project;
- Supports definition and implementation of social and environmental risk management measures and ensuring compliance with the UNDP environmental and social standards and applicable ;
- Supports additional environmental and social screening/rescreening of project activities when there are changes in scope, context, or emerging risks;
- Identifies potential operational, financial, and environmental risks and recommends mitigation strategies, including measures to avoid, minimize, mitigate, or offset environmental and social risks;
- Ensures compliance with quality control standards, national regulations, and donor guidelines;
- Conducts regular risk analysis to anticipate and address project implementation challenges
- Supports field-based monitoring and supervision to verify compliance with environmental and social standards during implementation;
- Ensures proper documentation and tracking of environmental and social compliance measures;
Monitoring, evaluation and reporting of the overall project deliverables
- In consultation with the Project Manager, prepares periodic progress reports, ensuring close tracking of project indicators and timely submission of technical and financial reports to relevant stakeholders and donors.
- Summarizes and synthesizes project results, providing regular updates to key stakeholders in line with the communication plan.
- Monitors environmental and social performance, identifying gaps, risks, or non-compliance issues and recommending corrective actions;
- Conducts financial and substantive monitoring of project activities, identifying operational and financial risks and developing mitigation solutions;
- Ensures timely reporting of any incidents, accidents, or grievances related to environmental and social compliance to the Project Manager;
- Supports establishment and functioning of grievance redress mechanisms related to project activities;
- Prepares inputs for reporting on environmental and social safeguards to donors and Project Board;
- Monitors project implementation, ensuring risk assessment and timely adjustments as needed.
- Supports the organization and implementation of external evaluations and contributes to the assessment of the project's impact.
- Ensures regular follow-up and monitoring of project activities, including reporting on risks and mitigation measures.
Facilitate knowledge management and gender equality
- Coordinate wide dissemination and visibility of project achievements;
- Coordinate dissemination of information and knowledge management within the team for effective project implementation;
- Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries;
- Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail;
- Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The incumbent will work under direct supervision of the GCF CRFM Project Manager and in close cooperation with other Project Analysts within the Project as well and with the Project Board.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in Environmental Science, Water Resource Engineering or related studies is required OR;
- A first-level university degree (Bachelor’s degree) in combination with additional two years of experience will be given due consideration in lieu of advanced university degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project implementation at the national or international level;
Desired skills:
- Familiarity with UNDP Social and Environmental Standards (SES) or similar international standards (e.g., IFIs, UN agencies, NGOs).
- Experience in environmental regulations and laws in Bosnia and Herzegovina.
- Experience and knowledge of BiH regulations and requirements on procurement, tendering and contracting.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, advance knowledge of automated procurement systems, experience in handling of web-based management systems.
- At least two years of proven experience in applying environmental and social risk assessment and management tools.
- Demonstrated experience in support to managing complex projects or in managing projects component.
- Experience in monitoring project activities, tracking deliverables, and preparing progress reports.
- Proven experience with a strong understanding of environmental challenges and policies in Bosnia and Herzegovina, particularly in the water management sector.
- Proven experience and strong understanding of structural and non-structural interventions in environmental and flood risk management.
- Proven experience with a strong understanding of environmental and social screening procedures (SESP) and Environmental and Social Management Plans (ESMP).
- Experience in co-operating with all local stakeholders including government officials, health care institutions, NGOs, and private sector.
- Experience and ability to identify discrimination, address it, and maintain an enabling working environment based on fairness, respect and freedom from any forms of harassment and abuse.
- Experience/understanding the language associated with gender, equity, inclusion, and diversity and strategically and effectively communicate results from the gender lens.
- Previous experience working with UN or other international organizations.
- Proven experience with a strong understanding of BiH regulations and requirements on procurement, tendering and contracting.
Languages:
- Fluency in English is required
- Fluency in any of the languages of people of BiH (Bosnian, Croatian or Serbian) is required.
