Overview :

The GHSA Liaison Coordinator will support activities of the US-CDC funded project “Enhancing Global .

Health Security: Expanding Efforts to Protect and Improve Public Health Globally” that serves the Global Health Security Agenda (GHSA) and other related initiatives. The project supports select governments and their relevant ministries to implement complementary strategies and activities, building on previously made investments, to achieve the desired International Health Regulations (IHR) and GHSA capacities using a One Health (OH) approach to strengthen in-country diagnostics and surveillance systems. In addition, the project will help to strengthen the country capacity to detect priority infectious diseases and improve its JEE scores.
General Description :

The GHSA Liaison Coordinator primary role is to support project efforts in India to achieve core capacities for routine public health functions and effective public health responses at designated POE with a focus on airports required under the IHR, and to prevent and control cross-border disease transmission. S/He will collaborate with CDC India’s Emergency Preparedness and Response Division, Voluntary Health Services (VHS), Ministry of Health and Family Welfare (MOHFW), International Health Division, Directorate General of Health Services (DGHS) and key stakeholders to develop standardized screening protocols for early detection and isolation, triaging, contact investigation, and quarantine measures adapted to airport points of entry and emergency preparedness at critical transit hubs.

Responsibilities include to:

• Strengthen coordination and robust emergency preparedness and response capacities
• Improve capacity to detect and control infectious disease outbreaks, PHEICs, or other health threats
• Improve interconnected global network that can respond rapidly and effectively to biological threats of international concern

The position will be based in New Delhi, India.

Specific responsibilities may include but are not limited to:

• Support the sharing of POE training materials and other tools and resources collected from across the region with the VHS and other stakeholders and support adaptation of these to the India context.
• Support the development SOPs for early detection and isolation, triaging, contact investigation, and quarantine measures at airports in India.
• Review regional POE materials collated by the project and identify suitable protocols and tools for standardized screening, triaging, disinfection, and contact investigation protocols developed for airports.
• Provide technical assistance to the VHS to adapt these as needed for the India airport context. If the required documents do not already exist, then support will be provided to the VHS to develop these.
• Share adapted or develop POE materials with the regional repository developed and curated by the project.
• Support VHS in establishing an international training center for airport officials in the region to receive training in standardized POE procedures adapted for airports.
• Provide technical assistance to prepare the needed training materials.
• Support the VHS to establish a virtual training platform.
• Provide logistical support for trainings.

Applied Knowledge & Skills:

• In-depth knowledge of the mechanisms and strategies that are being deployed under the Global Health Security Agenda and other similar mechanisms to combat emerging infectious threats especially relating to POEs and cross border spread of infectious diseases.
• Good understanding of the external environment and its effects on disease detection and surveillance in general, including political, legal, financial and social influences.
• Good understanding of laboratory systems and disease surveillance efforts.
• Strong technical assistance and capacity building skills.
• Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and externally.
• Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.

Experience and Qualifications:

• Master’s degree or its’ international equivalent in laboratory sciences with a specialty in microbiology, epidemiology and other related disciplines;
• At least eight years of experience in clinical laboratory medicine, outbreak investigation, disease surveillance in developing countries with at least five years’ experience in a management role
• Direct experience in India is required;
• Legally authorized to work in India;
• Proven knowledge and experience in emerging infectious diseases
• A demonstrated ability to work in complex collaborative projects with multiple partners.
• Familiarity with international biosafety regulations;
• A demonstrated ability to create and maintain effective working relations with host country governments and international organizations operating in country; and
• Experience to manage projects, set realistic priorities, and plan for the successful implementation of activities.

Travel Requirements: At least 35% travel in country

Compensation:

Compensation levels at FHI 360 are equivalent to market rates within the development sector.
