ORGANIZATIONAL CONTEXT

 

As the only intergovernmental organization exclusively devoted to promoting the rule of law, the International Development Law Organization (IDLO) works to enable governments, empower people and strengthen institutions to realize justice, peace, and sustainable development. In Rwanda, IDLO is currently implementing the project “Strengthening the Rwandan Judicial Institutions in International Criminal Law”. The purpose of this Dutch-funded project (currently at its second phase) is to ensure that the adjudications of genocide suspects by local courts are transparent and aligned with the principle of a fair trial.

 

Between 2017 and 2018, a total of 75 practitioners from the Rwanda Bar Association (RBA) benefitted from IDLO training on International Criminal Law. Building on the results of these training and given the increase in the volume of Transfer cases, the significant changes introduced through the Transfer Law, the issuance of the Practice Direction of investigation, and the ever-changing nature of international criminal law, IDLO and RBA are planning to deliver a refresher training to selected RBA practitioners in early 2021. The training will consist of a 10-hour “refresher” online self-paced course to consolidate and further build participants' knowledge, with a specific focus on legal research, legal drafting, and practical advocacy exercises. From the original 75 RBA members who attended the initial face-to-face training, approximately 25 lawyers will be selected, in consultation with the RBA, and with an emphasis on those appearing on behalf of the accused in Transfer cases or appeals.

THE ASSIGNMENT

Under the supervision of IDLO Africa Regional Manager, and in close collaboration with IDLO’s Capacity Development Unit, the E-Learning Instructional Designer (ID) will be responsible for the creation of the E-learning course titled “Advanced Training on International Criminal Procedures and Transfer Law in Rwanda” through Articulate Storyline 360 to be delivered through IDLO’s institutional Learning Management System (e-Front).

 In particular, the ID shall perform the following duties:

§  Prior to the commencement of the assignment, the ID should familiarize himself/herself with IDLO’s Training methodology, including the completion of IDLO’s online Training of Trainers course;§  Instructionally design self-paced and interactive learning modules based on existing curriculum content as well as on discussion with the substantive expert(s) and guidance by IDLO managing team;

§  Develop a storyboard for each learning module in line with the discussions taken with the subject matter experts and the IDLO managing team.

Upon IDLO’s approval of the storyboards, design and develop a functional prototype of the online learning module 1 for IDLO review and validation, as follows:

o   The prototype should contain 5 screens including narration;

o   It should include the basic interface, the on-screen elements, and an audio guide track;

o   It should be shared with IDLO in a clickable link together with the script for the narration;

o   Screen numbers should be visible in the prototypes for reference and comments on screens regarding any changes.

§  Produce the course narration in the relevant language by:

o   producing the narration script;

o   identifying and liaising with the narrator to ensure quality narration of the entire course. The pace and level of enunciation will be agreed upon in advance through a mini demo file;

§  Upon IDLO’s approval of the prototype, complete the development of all course modules by integrating the feedback provided by IDLO. Each learning module will have to be reviewed and validated by IDLO;

§  Test and debug the e-learning course;

§  Send to IDLO the final course modules containing narration in the format of SCORM 1.2 files;

§  Send to IDLO the Source file from Articulate Storyline 360 IDLO upon completion and sign off of each module.

§  Be available during the first phase of the course if any revisions or assistance is needed.

 

IDEAL CANDIDATE PROFILE:

 The ID should have the following skills, qualifications, and experience:

 

Education

§  Graduate degree or related studies in instructional design, educational technology is required. A postgraduate degree in a related field is highly desirable.

 

Work experience

§  Have at least five (5) years of professional experience in digital learning and instructional design.

 

Languages

§  Fluent oral and writing skills in French and English

 

Specific Technical & Behavioral Competencies

§  Knowledge of, and practical experience in:

ü  Instructional design models and learning theories, including adult learning tools and approaches;

ü  Content, lesson and curriculum development;

ü  Digital learning tools, including mobile learning;

ü  Utilization of authoring tools and storyboarding. Proficiency is required in the use of Articulate 360 Storyline;

ü  Visual design (Dreamweaver, Photoshop, Illustrator);

ü  Production and editing of instructional videos and content;

ü  Basic HTML and Flash programming;

§  Ability to work independently and flexibly to deliver the agreed outputs and respond to feedback in a timely and professional manner.

§  Ability to work under pressure, dealing with multiple priorities and within short deadlines.

§  Excellent interpersonal and communication skills.

§  Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

TERMS

The Services will be performed Home-Based for the period from 26 February to 26 April 2021. Payments will be made in accordance with the schedule outlined above.

The results from this recruitment process could be used in mid-2021 to recruit an ID for a similar assignment, specifically the creation of a 10-hour self-paced E-learning course titled “Foundation Training on International Criminal Procedures and Transfer Law in Rwanda” to be delivered in the third quarter of 2021.
