BACKGROUND
IDLO, with the support of the Government of the Netherlands, is currently implementing a program that aims to advance Agenda 2030, focusing on the Rule of Law and Access to Justice (SDG 16). Within this Program, in Sierra Leone IDLO is implementing pilot activities on Access to Justice that seeks to increase awareness of rights for justice-seekers through programmatic interventions, including engagement with customary and informal justice systems, applying people-centered approaches, in coordination with the Justice Sector Coordination Office (JSCO). The Sierra Leone Justice Sector Reform Strategy and Investment Plan IV (JSRSIP IV 2019-2023) recognizes the strategic need to strengthen communication and information management systems across the Justice Sector to both develop a positive image of the sector, as well as a proactive culture of public relations management. It is within this framework that IDLO is providing support to the JSCO to develop a JSCO web portal to promote the advancement of access to justice for all. The portal will serve as an information and education platform for all justice sector partners including government agencies dealing with access to justice issues (accelerating SDG 16+), development partners, civil society organizations, and the general public. The web portal will be the main gateway to access information about the justice sector including major strategic documents, policy initiatives, and programmes.
THE ASSIGNMENT
IDLO and JSCO seek to recruit a web designer to develop a web portal for the JSCO of the Office of the Attorney General and Ministry of Justice of the Republic of Sierra Leone. The web designer will work under the supervision of the Coordinator of Justice Sector Coordination Office and the IDLO Regional Program Manager Africa and in coordination with the IDLO Program Coordinator Africa and/or any other reporting line as may be determined by JSCO and IDLO. The web portal will serve as an information and education platform for all justice sector partners, civil society organizations, and the general public. The web portal will aim to (i) act as a repository for information/ content that will provide good/best practices and guide justice delivery services in Sierra Leone; (ii) showcase the work of justice sector actors; (iii) provide an update on trending issues in the justice sector; (iv) collate data on access to justice that will inform policies, monitor progress on access to justice and develop plans to enhance delivery in the sector; and (v) provide accessibility of the justice sector to the general public. The web portal will make information accessible on various activities including engagements on customary and informal justice and alternative dispute resolutions (ADR) mechanisms, impact assessment reports, provide take away training manuals, funding opportunities, specialist guides, best practice research, critical legislation, landmark judgments to justice sector actors.
Within this framework, the consultant will be responsible to undertake the following:
- Liaise with JSCO to understand users’ requirement analysis and identify corresponding user interface requirements, workflows and functionalities and develop and submit a plan of action and site map for the web portal;
- Manage the visuals design of the JSCO web portal and ensure a consistent look and feel across all online sections;
- Create and design concepts hands-on design and artwork, and lead the development and implementation of high-quality, interface design, configuration, and graphic design;
- Conceptualize and design website layout, graphics, logos, and banners inclusive of a content management system with custom made functions and features to accommodate features such as a media gallery.
- Provide a detailed plan with type of content management platform to be used, available modules, features, and capabilities;
- In collaboration with the JSCO develop the relevant content to populate the new website;
- Train JSCO staff on the management of the website including web hosting, uploading and downloading of contents, analysis of visitations, interactive programmes, system maintenance and administration, etc;
- Undertake technical usability pre-testing of the prototype.
Key Deliverables
- Submission of a users requirement analysis, plan of action for the consultancy, and a site map for the JSCO web portal
- Submission of a detailed plan with type of content management platform to be used, available modules, features, and capabilities
- Comprehensive, interactive, easy to use, and navigate website
- Facilitate the technical usability pre-testing of the website prototype
- Facilitation of training of the JSCO staff on the management of the website including web hosting, uploading and downloading of contents, analysis of visitations, interactive programmes, system maintenance, and administration, etc.
IDEAL CANDIDATE PROFILE
Education
A university degree with a major in graphic arts, graphic design, and information systems.
Work Experience
- A minimum of 5 years of experience in web graphic design. Experience working in the humanitarian sector is an asset;
- Proven experience to create innovative and visually appealing website designs;
- Both graphic and web design experience a distinct advantage.
Language
- Fluency in written and spoken English is required.
Specific Technical Competencies
- Extensive experience with Adobe Illustrator, Adobe InDesign;
- Knowledge of DHTML (HTML, CSS, JavaScript, Ajax), XHTML, XML;
- Familiarity with W3C web standards for web design, development, content, and accessibility.
Specific Behavioral Competencies
- Creative thinking and eye for design and high attention to detail;
- Ability to understand users’ needs and to customize services and products accordingly, in order to provide user-friendly solutions that meet user requirements;
- Excellent written and verbal communication skills.

TERMS AND CONDITIONS
For this consultancy, candidates should prove their ability to work and travel in Sierra Leone. The consultant will be Home Based in Freetown. The estimated start date for the assignment is March 1, 2021.
Please note that this is a local consultancy, hence it is open to Sierra Leone nationals only. Applications will be reviewed on a rolling basis.
