Short Term Consultant (STC), Energy and Extractives Global Practice, New Delhi Office
BACKGROUND
The World Bank group, through a multi-pronged program, is supporting the Government of India’s efforts to provide modern electricity solutions to the unserved population. A number of operations, complementary analytic efforts and technical assistance activities are underway with a view to improve access and delivery of modern electricity services. Some of these include support to power transmission and distribution sectors to improve infrastructure and strengthen the state-owned institutions and supporting the deployment of clean and energy efficient technologies.
In this context, the World Bank plans to hire a short-term consultant (STC) to support the energy team based in New Delhi in preparation and implementation of the various analytical and investment projects.
DUTIES AND RESPONSIBILITIES
The candidate, to be located in New Delhi (India), will provide substantive analytical and knowledge management support to the regional energy team on transmission and distribution, solar generation, and energy efficiency projects. Activities will include both preparation and implementation of investment operations as well as analytical and advisory activities. The candidate will be part of a small team working on energy access related issues in South Asia and will be required to build internal and external alliances with stakeholders working on this area in the region.
Specifically, the initial focus will be:
Supporting the project preparation of state/central level transmission and distribution projects to be financed by the World Bank in India. These projects will finance investments intra-state transmission and distribution network across states such as Jharkhand, West Bengal, Andhra Pradesh, North-Eastern States, and the proposed engagement with Government of India on distribution sector reforms and modernization of the sector.
The work will include supporting the team in preparing the concept notes and appraisal documents for various projects as listed above. It may also include travelling to client locations in the project states in India.
SKILLS AND SELECTION CRITERIA
Minimum Qualifications:
- Master’s degree in one of the following disciplines (from a reputable academic institution) – Economics, Business Management/Administration, Engineering or Public Policy;
- Two to seven years of work experience in electricity sector. Exposure to the electricity distribution sector in regulatory or operations domain is desirable
Desired Competencies:
Energy Sector Technologies – Some experience with transmission and distribution, renewable, low carbon strategies, etc. is desirable.
Energy Policy, Strategy and Institutions - Familiarity with energy policies, strategies, institutions, and regulations is desirable
Financial analysis: Familiarity with running financial analysis of projects is desirable.
Knowledge of basic computer programs – Excel, Word, Power-point, etc.
Excellent writing and presentation skills in English – to prepare briefing notes, summary papers, power-point presentations
The appointment will be for a maximum of 150 days in a financial year (July- June).
The candidate would be expected to work out of the Bank office in New Delhi for most of the days [at the moment the World Bank physical offices are closed due to Covid pandemic and are expected to open in July, 2021. Till such time the consultant can work from home]
