In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

BACKGROUND
Present in 166 countries and territories, UNDP supports governments in developing strong policies, institutions and partnerships to achieve the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals. Drawing on UNDP’s country presence and in close collaboration with UNDP’s Global Policy Network and the Development Coordination Office (DCO) in the UN Secretariat, the Effective Development Cooperation Team, located in the Bureau for External Relations and Advocacy (BERA), provides policy and technical support to partner countries and UN Country Teams on development effectiveness, and supports the work of the Global Partnership for Effective Development Co-operation.
Established through the Busan Partnership Agreement in 2011, the Global Partnership for Effective Development Co-operation (Global Partnership or GPEDC) is a multi-stakeholder initiative for driving development effectiveness, to "maximize the effectiveness of all forms of co-operation for development for the shared benefits of people, planet, prosperity and peace." It brings together governments, bilateral and multilateral organizations, civil society, the private sector and representatives from parliaments and trade unions among others, who are committed to strengthening the effectiveness of their partnerships for development. The 2023-2026 Global Partnership Work Programme aims to strengthen the effectiveness of development cooperation to accelerate the implementation of the 2030 Agenda and ensure that no one is left behind. The Work Programme outlines three strategic priorities; generating evidence through the GPEDC monitoring exercise; driving informed policy dialogue and action through country dialogues and strategic partnerships; and fostering political awareness behaviour change and update through targeted outreach and advocacy.
Since its inception, the Global Partnership has benefitted from institutional support from UNDP together with OECD, which together constitute the OECD-UNDP Joint Support Team (JST). Annex 3 of the 2022 Geneva Outcome Document sets out the core functions of the Joint Support Team, which include: a) Management of the GPEDC Monitoring Framework and Process; b) Secretariat services and Advisory Services to Co-Chairs and Steering Committee; and c) Advocacy, Strategic Communications, Learning, and Knowledge Management support.
Among other things, the UNDP side of the JST provides country-level guidance to strengthen capacities for more effective development co-operation management, supports and tracks progress toward development effectiveness commitments through the monitoring exercise, provides substantive support to DCO in their role on the GPEDC Steering Committee as the UN development system representative, as well as facilitates knowledge sharing, communications and advocacy support to anchor development effectiveness and the work of the Global Partnership to spur implementation of the 2030 Agenda.
DUTIES AND RESPONSABILITIES
As an integral part of the UNDP/Joint Support Team (JST) of the GPEDC, the Programme Coordination Analyst will support GPEDC in implementing the final year of its current 2023-2026 Work Programme and planning for the next Work Programme for 2027-2030, as well as support secretariat duties and communication activities more broadly related to the work of the GPEDC. In addition, she/he will support the ongoing promotion of discussions at advocacy events and the maintenance of comprehensive country pages and related country stories of progress in the context of the Global Partnership’s monitoring results.
In particular, the Programme Coordination Analyst will provide:
Substantive support for GPEDC work and events:
- Support the drafting and editing of concept notes, moderation notes, speaker invitations, speaker biographies, communications material and other substantive material for GPEDC work and events, including compiling feedback from diverse stakeholders on draft documents and tracking and suggesting ways to incorporate feedback
- Follow discussions among the team and with external stakeholders, taking meeting minutes and supporting follow-up on action items related to preparations for GPEDC work and events
- Support communications activities related to GPEDC work and events, including updating website content and dissemination of material promotion, drafting press releases and developing social media toolkits
Coordination support for GPEDC advocacy work and events:
- Lead speaker outreach and confirmation under the guidance of the Partnership and Advocacy Specialist
- Prepare planning documents and communications materials related to the preparation of GPEDC advocacy work and events, including for GPEDC High-Level Meetings and Busan Forums
- Ensure event logistics and associated tasks are handled by event sponsors and communicated well to GPEDC stakeholders
Secretariat, communication and outreach support to promote country-level work:
- Help mobilize and drive Steering Committee members to implement the final year of the 2023-2026 Advocacy and Outreach Plan and develop a new Advocacy Plan, in line with the 2027-2030 Work Programme
- Support in preparation of outcomes of the 4rth monitoring round which will wrap up in 2026, including but not limited to, drafting of stories of progress and blogs, short write ups (1-2 pages) that summarise the discussion and outcomes of government-led Action Dialogues on effective development co-operation and related GPEDC activities
- Support updating of 100+ country pages for the GPEDC website based on new monitoring countries announced after the Summit and those engaged in the 2023-2026 monitoring cycle
- Assist with planning and coordinating of key advocacy opportunities around the effectiveness agenda, such as organizing key side events and meetings in the margins of key global and regional fora draft and share key messages/briefs for partners engaged in various country, regional and global events including Financing fpr Development and High-Level Political Forum
- Support the Partnership and Advocacy Specialist with secretariat-related tasks as needed.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization
Institutional Arrangement
- The Programme Coordination Analyst will report to the Partnership and Advocacy Specialist under the overall supervision of the GPEDC Team Lead and work closely with members of UNDP/Joint Support Team.

QUALIFICATIONS
Education:
- Advanced university degree (Master’s degree or equivalent) in public administration, public policy, international relations/affairs/ politics, international development studies, economics, business administration, social sciences or related disciplines is required. OR
- A first-level university degree (Bachelor’s degree) in the above fields in combination with two additional years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience, Knowledge, and Skills:
- Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in Programme Coordination and Management is required.
- Proven knowledge of development cooperation in general and the aid effectiveness and effective development cooperation agenda
- Experience in policy research and analysis and drafting of inputs for policy and knowledge briefs or communication products.
- Experience in administrative, coordinating and organizational tasks, with ability to plan, analyse, organize, implement and report on accomplished tasks.
- Demonstrated experience in communications and outreach.
- Knowledge of and experience supporting multi-stakeholder partnerships.
- Experience supporting the organisation of conferences and workshops, preferably with the United Nations or international organisation.
- Proficiency in the usage of software packages (MSWord, Excel, PowerPoint, Outlook).
- Experience working at the developing country level/in developing country settings;
- Familiarity / knowledge of the Global Partnership for Effective Development Co-operation (GPEDC)
- Commitment to UNDP’s vision, mission, and values. Prior exposure to work of UNDP or other UN organizations
- Strong service and team-work orientation; evident cultural sensitivity and ability to work in a fast-paced multi-national environment
Language Requirements:
- Fluency in English is required
