Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
  • Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
  • Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
  • Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background

UNDP Myanmar delivers area-based socio-economic assistance to vulnerable communities through integrated interventions that support recovery, access to essential services, resilience and community capacity. 

The Social Cohesion Analyst will support the implementation, coordination, quality assurance, and adaptive delivery of community engagement and social cohesion activities across area-based programming. The position will also support the integration of conflict-sensitive, inclusive, and community-responsive approaches

Duties and Responsibilities

Provide technical advisory services to programming

  • Guide and support area-based projects to strengthen and mainstream approaches to community justice, social cohesion, inclusive participation, and collaborative management of community disputes. 
  • Support area-based projects to design and implement activities, such as legal awareness, Housing, Land , Property (HLP) awareness, community-based mental health and psychosocial support services, and collaborative dispute resolution.
  • Support area-based projects to ensure that interventions are context-sensitive and aligned with do-no-harm principles. 
  • Support area-based projects to develop programming approaches that respond to the specific needs of women, older persons, persons with disabilities, displaced populations and other vulnerable groups.
  • Support area-based projects to identify and adopt gender-responsive and inclusion-sensitive approaches across its activities, including through attention to barriers affecting women’s access to services, information, documentation, dispute resolution and recovery support.
  • Develop, adapt and support the integration of standardized tools, guidance, protocols and training materials for relevant technical workstreams. 
  • Support the development and application of common quality assurance, monitoring, and reporting approaches across area-based projects for relevant technical workstreams. 

Support partner implementation and capacity development

  • Provide technical accompaniment to stakeholders, implementing partners and community-based actors to strengthen and mainstream approaches to community justice, social cohesion, inclusive participation, and collaborative management of community disputes. 
  • Support partners to strengthen gender-responsive and inclusion-sensitive approaches across activities
  • Review partner workplans, progress reports and technical deliverables, and provide practical recommendations to improve quality and consistency.
  • Support capacity-development of stakeholders, implementing partners and community-based actors on community justice, social cohesion, inclusive participation, and collaborative management of community disputes. 

Monitoring, quality assurance and risk management

  • Support field monitoring, remote verification and technical quality assurance of related programming activities.
  • Track progress against workplans, indicators and agreed results, ensuring that reporting captures both quantitative reach and qualitative changes.
  • Support area-based project teams to identify operational, inclusion, safeguarding, and community engagement risks, and propose mitigation measures.
  • Support the collection and analysis of sex-, age- and vulnerability-disaggregated data, and contribute to identifying trends and barriers affecting equitable access to services and support.

Capacity-development, knowledge management, reporting and learning

  • Strengthen the capacities of UNDP personnel to integrate HLP, community dispute resolution (CDR), mental health and psychosocial support (MHPSS), and social cohesion approaches across area-based programming and community engagement processes.
  • Strengthen the capacities of UNDP personnel to integrate safe, inclusive, gender-responsive, and context-sensitive approaches across project activities.
  • Support the development of knowledge products, lessons learned, case studies, and analytical inputs related to HLP, CDR, MHPSS, and social cohesion interventions across area-based programming.
  • Prepare technical inputs for donor reports, concept notes, briefing papers, progress updates and learning products.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation

Institutional Arrangement

The Social Cohesion Analyst will work under the direct supervision of the Deputy Resident Representative and in close coordination with area-based project teams, field offices, and programme teams .

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration.

Required Skills and Experience

Education:

  • Advanced university degree (master´s degree or equivalent) in Development Studies, Political Science, Social Sciences or related field is required; or
  • A first-level university degree (bachelor’s degree)in the areas stated above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  • Minimum of 2 years (with a master’s degree), or 4 years (with a bachelor’s degree), of relevant technical experience in one or more of the following areas: HLP, legal awareness, CDR, social cohesion is required. 

Required Skills:

  • Demonstrated experience in gender equality, inclusion and protection considerations in area-based programming is required. 
  • Experience working with CSOs and community-based actors is required. 
  • Computer literacy is required: strong competence with MS Office applications (especially Excel) is required.

Desired Skills:

  • Experience with UNDP or UN programming.
  • Experience in monitoring, reporting, and results-based management
  • Experience mainstreaming gender-responsive and inclusion-sensitive approaches
  • Experience applying context-sensitive programming and do-no-harm approaches 
  • Experience with capacity-development and training approaches.
  • Experience conducting community consultations, stakeholder analysis, and participatory planning processes with diverse community groups.

Required languages: Fluency in English and Myanmar is required
