UNDP’s Support to Marine Plastic Litter Reduction and Waste Management
Marine debris remains a major environmental challenge in Indonesia, affecting marine ecosystems, public health, fisheries, tourism, and the broader economy. To address this issue, the Government of Indonesia issue Presidential Regulation No. 83/2018 on the National Action Plan on Marine Debris (RAN PSL), targeting a 70% reduction in marine debris by 2025 through coordinated actions across 22 ministries and agencies under the National Coordination Team on Marine Debris (TKN PSL).
Building on the progress of the National Action Plan and recognizing the need for stronger waste governance beyond 2025, the Government of Indonesia is currently discussing the revision and potential integration of Presidential Regulation No. 83/2018 on Marine Debris Management and Presidential Regulation No. 97/2017 on the National Policy and Strategy for Household Waste Management (Jakstranas) with the objective of strengthening an integrated framework that addresses waste reduction, collection, treatment, resource recovery, and leakage prevention from source to sea. In parallel, the Government is also advancing the revision of the Minister of Environment Regulation on the Roadmap for Waste Reduction by Producers (Extended Producer Responsibility/EPR), aimed at strengthening producer responsibility and accelerating circular economy implementation through improved packaging waste reduction and recovery systems. These policy reforms are further reinforced by the National Medium-Term Development Plan (RPJMN) 2025–2029, which targets 100% waste management coverage and zero plastic leakage by 2029.
UNDP Indonesia, through the Marine Plastic Litter Reduction Acceleration Secretariat Project, supports the Government of Indonesia in strengthening policy development, institutional coordination, and implementation of national priorities on marine debris reduction and integrated waste management. The project provides technical and coordination support to TKN PSL, facilitates policy development and regulatory reforms, including the implementation of Jakstranas and the revision of the EPR regulation, strengthens monitoring and reporting systems, and promotes evidence-based decision-making.
Recognizing that effective waste management requires collaboration across sectors, UNDP also facilitates multi-stakeholder engagement involving national and sub-national governments, development partners, private sector actors, producer associations, academia, civil society organizations, and local communities. The project further supports stakeholder mapping, strategic partnership development, and resource mobilization to strengthen long-term financing and collaboration for waste management initiatives.
In addition, UNDP promotes innovative river waste management approaches, recognizing that rivers are one of the major pathways through which land-based waste enters the marine environment. Through strengthened data systems, policy support, strategic partnerships, and cross-sector collaboration, the project contributes to accelerating Indonesia's transition toward a more circular, inclusive, and sustainable waste management system while supporting the achievement of national marine plastic reduction targets.
Duties and Responsibilities
3.1. To provide effective support for stakeholder engagement and multi-sector coordination, focusing on the achievement of the following results
• Effective coordination for stakeholder mapping and engagement planning aligned with the National Action Plan (NAP) on Marine Debris Management (RAN PSL) and other national waste management priorities.
• Provision of support for national and cross-sector coordination among ministries and agencies under the National Coordination Team on Marine Debris Management (TKN PSL), national-level NGOs, private sector entities, development partners, and other strategic stakeholders.
• Support multi-stakeholder policy dialogues and coordination forums that strengthen collaboration and alignment of initiatives related to waste management and marine debris reduction.
• Maintain documentation of partnership engagements, coordination platforms, and follow- up actions.
3.2. Support stakeholder mapping, partnership development, and identification of potential funding sources for waste management at national and international levels
• Conduct comprehensive stakeholder mapping for waste management, including government institutions, development partners, NGOs, CSOs, academia, private sector, philanthropic organizations, producer responsibility organizations, and other strategic actors at national and international levels.
• Develop and regularly update stakeholder engagement maps, identifying mandates, roles, interests, influence, and potential collaboration opportunities to support implementation of the National Action Plan on Marine Debris Management (RAN PSL), National Strategy for Waste Management (Jakstranas), and other national waste management priorities.
• Identify and map potential funding and financing sources for waste management, including bilateral and multilateral development agencies, international financial institutions, philanthropic foundations, climate and environmental funds, corporate CSR initiatives, and other innovative financing mechanisms.
• Support preparation of stakeholder profiles, partnership briefs, and donor mapping to facilitate strategic engagement and resource mobilization initiatives.
• Monitor emerging partnership and funding opportunities relevant to waste management, circular economy, marine debris reduction, and environmental sustainability.
3.3. Support design and implementation of Public Awareness and Campaign Initiatives focusing on the achievement of the following results
• Provision of related multi stakeholder outreach strategies supporting marine debris reduction and improved waste management practices.
• Coordination with relevant government institutions and partners to ensure alignment of campaign messaging with national policy priorities.
• Effective contribution to the achievement of project indicators related to public awareness, education, and stakeholder engagement.
3.4. Support development outreach materials and support policy dissemination, focusing on the achievement of the following results
• Development of outreach materials such as policy briefs, fact sheets, and visual content tailored to different stakeholder groups.
• Timely dissemination of policy outputs and strategic initiatives related to marine debris reduction and waste management at national and multi-stakeholder platforms.
• Translation of technical and policy information into accessible formats for broader stakeholder audiences.
• Effective support in organizing the national forums, policy dialogues, and dissemination events.
3.5. Support strategic partnerships and resource mobilization, and knowledge management focusing on the achievement of the following results
• Updated database of strategic partners including government institutions, NGOs, private sector actors, and development partners.
• Effective support for the preparation of partnership briefs, engagement strategies, and collaboration initiatives.
• Effective support for any coordination meetings with strategic partners and donor counterparts as required.
• Accurate and updated documentation of partnership contributions toward project implementation.
• Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to partners

Institutional Arrangement
The Partnership and Outreach Associate on Waste and Marine Debris Management will report directly to the National Project Manager of the Marine Plastic Litter Reduction Acceleration Secretariat and work in close coordination with the Ministry of Environment and the Coordinating Ministry for Food Affairs. The role supports stakeholder engagement, strategic outreach initiatives, and multi-sector coordination to strengthen collaboration in marine debris reduction efforts. This includes working with government counterparts, particularly ministries and agencies under the National Coordination Team on Marine Debris (TKN PSL), as well as national-level NGOs, private sector entities, and development partners to advance partnership development and policy outreach.
The Partnership and Outreach Associate on Waste and Marine Debris Management will also collaborate with the UNDP Country Office programme and operations teams to ensure effective coordination and communication of outreach and partnership initiatives in line with UNDP rules and regulations, while supporting stakeholder engagement and awareness initiatives implemented across the project to ensure consistency of messaging and alignment with national priorities.

Minimum Qualification of the Successful NPSA
Min. Academic Education
•Secondary education is required. Or
•A university degree in Environmental Engineering, Environmental Science, Biology, Marine Biology, Ecology, Natural Resources Management, Waste Management, Environmental Policy, Environmental Management, Communication, International Relations, Public Policy, or other closely related fields will be given due consideration, but it is not a requirement.
•Candidates with educational background in environmental-related disciplines are highly preferred.
Min. years of relevant Minimum 6 years (with secondary education) or 3 years (with bachelor’s degree) of relevant experience in the field of stakeholder engagement, outreach, communication, public campaigns, partnership coordination or
other relevant areas.
Required skills
