Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

UNDP Indonesia supports the realization of Asta Cita, the national vision for a sovereign, just, and prosperous nation, by delivering cross-sectoral solutions that leverage strategic partnerships, policy expertise, and innovative financing. Central to this effort is the Country Office (CO) Programme team, which translates these national priorities into high-quality interventions aligned with the CPD and UNSDCF. By engaging diverse stakeholders across government, the private sector, and civil society, the team ensures effective portfolio management, drives innovation, and mobilizes critical resources to advance inclusive and sustainable development, leaving no one behind.

Building on this foundation, the Financing for Development and Inclusive Growth (FfDIG) Unit is scaling its portfolio to operationalize sustainable finance across the green, circular, and blue economies. It is also bringing in a dedicated effort to establish a strong link to the productive economy, and identify programmatic entry points to position UNDP on issues related to inclusive and equitable growth. In this regard, the Inclusive Growth Analyst will Tstrengthen the unit's analytical capacity to conduct market assessments, develop investment-ready pipelines, and ensure that national development priorities effectively translate into scalable, bankable, and inclusive economic opportunities.

The Inclusive Growth Analyst is a strategic role responsible for driving the design, implementation, and expansion of the FfDIG portfolio. The Analyst will leverage market intelligence and strategic partnerships to position UNDP as a thought leader and strategic partner in advancing Indonesia's inclusive and sustainable economic transformation. This role requires a blend of analytical expertise, strategic foresight, and proactive partnership-building to translate development priorities into a robust pipeline of investable and scalable initiatives. He/She will be responsible for the performance of the following duties and functions:

Duties and Responsibilities

The Inclusive Growth Analyst will be based in the UNDP CO in Indonesia and will report to the team leader of FfDIG. He/She also expected to work closely with the CO programme team as well as with the Bangkok Regional Hub, UNDP HQ, staff from other UN Agencies, and national partners from the Government, civil society, and donors through multilateral and/or bilateral arrangements.

Provide Strategic Analysis, Positioning, and Opportunity Identification

  • Conducts thorough analysis of the political, social, and economic landscape to identify strategic entry points for UNDP's inclusive growth agenda.
  • Proactively identifies and develops a pipeline of new programmatic opportunities, \, to expand the portfolio and advance CPD Outcome 3.
  • Leverages innovative approaches and global/regional knowledge products to design and formulate high-impact development solutions that position UNDP at the forefront of the inclusive growth discourse.
  • Develops compelling concepts and proposals for new areas of cooperation, aligned with UNDP’s strategic
    goals, national needs, and partner priorities.

Strategic Partnership and Resource Mobilization

  • Establishes, maintains, and deepens strategic partnerships with government institutions, the private sector, development partners (IFIs, bilateral/multilateral donors), and civil society.
  • Actively contributes to the CO’s partnership and resource mobilization strategy by identifying funding opportunities and supporting the development of a sustainable and predictable funding base for the portfolio.
  • Participates in external forums to influence policy dialogue, build alliances, and co-design joint initiatives.
  • Coordinates the development of policies and institutions that address national priorities, ensuring strong collaboration between the government and other strategic partners.

Integrated Programme Management and Quality Assurance

  • Ensures the strategic and coherent implementation of the inclusive growth portfolio, translating priorities into impactful interventions with a focus on value chain development and market linkages.
  • Provides strategic oversight of programme planning, budgeting, and implementation, ensuring full compliance with UNDP policies and a focus on demonstrable, high-quality results.
  • Guides team members and partners in adopting a dynamic portfolio management approach, linking outreach with non-conventional actors to innovative, fee-based services and investments.
  • Prepares high-quality analytical outputs, including policy briefs, strategic reports, and background papers, to inform senior management, support advocacy efforts, and meet donor reporting requirements.

Ensure robust internal portfolio/project management, monitoring, and operational oversight

  • Leads the portfolio’ s internal monitoring, evaluation, and project management functions, ensuring that project milestones, indicators, deliverables, financial performance, and resource allocation are effectively tracked, reported, and used to inform strategic decision-making. Coordinates closely with operations, finance, and procurement teams to ensure timely and compliant implementation.
  • Facilitate periodic internal project reviews, spot-checks, and quality-assurance exercises, identifying operational bottlenecks and recommend timely corrective actions to strengthen portfolio delivery and performance.
  • Ensures rigorous application of internal oversight mechanisms, including tracking implementation of audit recommendations, managing portfolio-level risk logs, and executing appropriate mitigation strategies to strengthen compliance and accountability.

Facilitate knowledge and capacity building, knowledge sharing:

  • Organizes training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
  • Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.

Required Skills and Experience

Education:

  • Advance university degree (master’s degree or equivalent) in one of the area of in Economics, Political/Social Science, Social Affairs, Law, International Development, International Relations or related field or related field is required, or
  • A first-level university degree (Bachelor’s degree) in the above-mentioned fields with additional two years of experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of work experience in sustainable and inclusive growth programme/project management in international development organizations or bilateral development agencies or international NGOs or similar organization.
  • Experience in providing oversight and advisory services to multiple complex development projects in the area of sustainable growth programme/project management in international development organizations, bilateral development agencies and/or international NGOs.
  • Proven programmatic implementation experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation).

Desirable skills:

  • Prior experience in UNDP/UN or international development organizations is desirable
  • Proven experience in developing knowledge products on sustainable/ inclusive growth-related issues is considered highly desirable.
  • Experience in preparing progress reports, dashboards, and presentations for stakeholders, or tracking work plans and budgets is desired.
  • Experience working with high-ranking officials is an asset.
  • Strong organizational or coordination skills and experience in preparing high-level events are considered desirable.
  • Experience in facilitating multi-stakeholder dialogues among diverse partners, including government, private sector, or civil society is desired.
  • Experience in translating complex political, social, and economic analysis into actionable programmatic strategies and project pipelines is desired.

Languages:

  • Fluency in English both written and spoken is required. 
  • Fluency in Bahasa is required
