Background

The Partnership for Action on Green Economy (PAGE) seeks to put sustainability at the heart of economic policymaking. The Partnership supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. PAGE is a direct response to the Rio+20 Declaration, The Future We Want, which called upon the United Nations System and the international community to aid interested countries in developing, adopting and implementing green economy policies and strategies. Bringing together the expertise of five UN agencies – UNEP, ILO, UNIDO, UNDP and UNITAR – and working closely with national governments, PAGE offers a comprehensive and coordinated package of technical assistance and capacity building services.

Under the overall guidance and supervision of the UNDP Portfolio Officer and the PAGE coordinating agency, the PAGE coordinator  will be responsible for overall coordination and management of Mongolia PAGE program on a day-to-day basis in close collaboration with UNRC, PAGE team; provide oversight and technical support, direction and leadership for successful implementation of the eco-tourism project on the application of the “Ger and Nature” scheme in Mongolia.  Ensure coordination of PAGE activities with other relevant programmes, including ENSURE project and broader country programme.  

Duties and Responsibilities

Analysis, Advice and Support

  • Identify, analyze potential domestic public and private finance opportunities across different time horizons and advice on how to attract and secure resources from the collective commitment made by developed countries to provide resources to help meet the adaptation and mitigation needs of developing countries
  • Provide strategic and substantive support in resources mobilization and advice to implementing and executing entities in order to promote enhanced investment on building a climate resilient green economy support resource mobilization
  • Initiate and organize periodic PAGE partners meetings related with fund allocations and follow up implementation of decisions passed by the PAGE partners meeting in coordination with UN RCO;
  • Make sure that the concerned proponents are provided with a clear explanation on the decision of the PAGE partners meeting and is posted on the PAGE website, regular up-dates for the PAGE website/content for PAGE newsletter, drafting articles about the economic recovery in Mongolia overall, referring to both the tourism and energy sector.
  • Identify challenges, opportunities, priorities and needs for the development and implementation of the PAGE strategy, new opportunities for green economic transformation, program of work and proposals at sectoral, regional  level;
  • Prepare PAGE country draft annual reports for 2021 and 2022, including compiling inputs on the energy subsidy assessment to be provided by UNEP and UNIDO)
  •  Maintain relations with key stakeholders inside and outside Government, including with the UNRC office and coordinate closely the implementation of activities with designated Government focal points for regular and green recovery activities.
  • Support monitoring of results and follow-up on actions in the sustainability plan, identification of. Policy processes that can be catalyzed in areas that PAGE supported previously but that do not need substantive resources from PAGE.
  • Participate in negotiations to mobilize external resources from Development partners; Manage critical risks, troubleshoots problems, and develop timely solutions to overcome for achieving objectives of the PAGE implementation in 2021-2022.

Coordination and Provision of technical and oversight support to the management of the PAGE program in the country

  • Coordinate the development of short, medium and long term strategic plans of the PAGE rpogram, including timely annual and quarterly work plans, whilst taking into account emerging issues;
  • Overall coordination of both regular and green recovery work plans - Facilitate the implementation of the agreed work plan under all workstreams, including tourism project and energy subsidy assessment
  • Organize technical and high-level PAGE events in the country, eco- tourism project meetings and discussions with relevant partners
  • Coordinate the review and appraisal of proposals and investment plans submitted by the implementing entities and ensure provision of quality feedback and effective comments;
  • Coordinate strategic consultations and discussions with PAGE partners; Mobilize goods and services and other project inputs, including preparing ToRs for related consultants, agendas and budget for meetings and workshops.
  • Coordinate activities regarding the drafting of contracts, memoranda of understanding and/or other necessary agreements required for the disbursement of the PAGE funds for approved actions as well as require progress report prior to each disbursement;
  • Organize technical and high-level PAGE events in the country, eco- tourism project meetings and discussions with relevant partners
  • Represent PAGE Mongolia in PAGE meetings and have regular communication with the PAGE Secretariat (updates on activities, results and future plans, monthly survey, family gatherings);
  • Coordinate the periodic and ad-hoc result-based monitoring and evaluation of projects and manage the day-to-day implementation of the tourism project in coordination with NRM portfolio of UNDP CO
  • Ensure that the terms and conditions for financing and the associated modes of operations of the facility are adhered to;
  • Lead the preparation of quarterly, annual and financial Facility portfolio reports and submission to contributors and other relevant stakeholders, with a special view to capturing lessons learned and best practices for improving the performance of the facility portfolio;
  • Coordinate drafting of TORs for consultancies / services;
  • Supervise consultancy works and review and assess products/services provided by consultants and experts counterparts and notify/advise the UNDP NRM Programme Analyst and PAGE coordinating agency on quality, and recommend appropriate actions to undertake for improvement of results.

Coordinate the development and implementation of PAGE capacity building program

  • Coordinate capacity building program of the Ecotourism project in consultation with MET, ILO, National Tourism Association.
  • Ensure participation of the country in global events, trainings, and South-South Exchange.
  • Support activities and strengthen capacity for action and delivery of results at the sectoral and regional levels; including through inter-regional, inter-sectoral and public-private-community cooperation for the green recovery action.

Provide substantive technical advisory support on the Strategy related issues

  • Regular review and provide quality feedback and effective comments to project  reports, specifically on reporting against results and including lessons learned to ensure outputs are delivered on time, within the set budget, and to high quality standards;
  • Facilitate, guide and monitor the work of the Ecotourism project team.
  • Provide support to relevant sectors on formulation of gender responsive smart proposals, investment plans and sectoral recovery action plans;
  • Provide technical support to the tourism sectors green recovery strategy and result based monitoring and evaluation;

Required Skills and Experience

Education

  • Advanced university degree (Master's degree or equivalent) in Environment or related field from a recognized and reputable institution) specialized in natural resources management, tourism management, environmental conservation or relevant discipline is an advantage. 

Experience

  • A minimum six (6) years (with PhD degree), or, minimum tem (10) years (with Masters’ degree) of extensive working experience in development, project/program coordination, policy development, analysis is required;
  • Solid track record of providing strategic coordination with government, development partners, NGO and Private Sector to address relevant issue;
  • Proven excellent communications skills in presenting, speaking, pitching and listening;  
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • The following criteria will be an asset:
  • Proven experience in community based natural resources management and developing trusting and long-lasting professional networks.
  • Experience working on sustainable tourism is an advantage.
  • Excellent knowledge of English, both spoken and written.
