Background

UNDP Jordan's Climate and Energy Pillar supports national priorities on climate action, environmental sustainability, natural resource management, resilience, and the transition toward low-carbon and inclusive development. Through its portfolio of climate change, energy, biodiversity, water resources management, circular economy, waste management, disaster risk reduction, and environmental governance initiatives, the Pillar works closely with national institutions, development partners, civil society, and local stakeholders to strengthen institutional capacities, mobilize climate finance, and promote sustainable development in line with national priorities and the Sustainable Development Goals (SDGs).

The Climate and Energy Pillar manages an integrated portfolio of projects providing technical assistance, policy support, institutional strengthening, knowledge generation, and strategic partnerships across multiple thematic areas, including climate adaptation and mitigation, biodiversity conservation, sustainable land management, renewable energy, water governance, and green growth.

Jordan is among the world's most water-scarce countries and is increasingly affected by climate change through rising temperatures, prolonged droughts, changing rainfall patterns, and growing pressure on limited water resources. These challenges significantly affect agricultural productivity, rural livelihoods, food security, and sustainable management of natural resources.

The Building Resilience to Cope with Climate Change in Jordan through Improving Water Use Efficiency in the Agriculture Sector (BRCCJ) Project is a seven-year initiative implemented in the Dead Sea Basin across Karak, Madaba, Tafileh, and Ma'an Governorates. The project is jointly implemented by UNDP, FAO, the Ministry of Environment, the Ministry of Agriculture, and the Ministry of Water and Irrigation to enhance climate resilience through improved water management, sustainable agricultural practices, and strengthened institutional capacities.

UNDP Jordan seeks to recruit a Project Officer to support the effective implementation and day-to-day coordination of project activities. Under the overall supervision of the Programme Analyst, the Project Officer will contribute to the timely delivery of project outputs by coordinating implementation activities with the Project Management Unit (PMU), implementing partners, consultants, contractors, and relevant stakeholders, while ensuring compliance with approved workplans, donor requirements, and applicable UNDP rules, regulations, policies, and procedures.

The Project Officer will work closely with the PMU and implementing partners to facilitate implementation, monitor progress, support reporting, coordinate project activities, and contribute to achieving the project's intended outcomes.

Duties and Responsibilities

The Project Officer will support the effective implementation of project activities under the overall guidance of the Programme Analyst by performing the following functions:

  • Support implementation of project results. 
  • Support project reporting, monitoring, and evaluation. 
  • Facilitate partnerships and coordination with internal and external stakeholders. 
  • Contribute to knowledge management and learning. 
  • Perform other project-related duties as assigned by the supervisor.
  1. Support Implementation of Project Results:

The Project Officer will:

  • Coordinate and support the day-to-day implementation of project activities in accordance with approved workplans, project documents, budgets, and implementation schedules. 
  • Coordinate closely with the Project Management Unit (PMU), FAO, the Ministry of Water and Irrigation, the Ministry of Agriculture, the Ministry of Environment, and other implementing partners to ensure timely implementation of project activities. 
  • Monitor implementation progress against approved outputs, milestones, and quality standards, identifying implementation issues and proposing corrective actions where appropriate. 
  • Support implementation of project activities in compliance with UNDP policies, procedures, financial regulations, procurement requirements, and donor agreements. 
  • Support preparation of annual and quarterly workplans, procurement plans, implementation schedules, and activity plans. 
  • Contribute to preparation of Terms of Reference, technical specifications, procurement documentation, and other implementation documents required for project delivery. 
  • Monitor implementation of consultancy assignments and service contracts by reviewing deliverables, monitoring progress, and providing technical feedback in coordination with the Programme Analyst. 
  • Provide day-to-day technical guidance and coordination to project consultants, contractors, interns, and service providers assigned to project activities, ensuring timely completion of agreed deliverables. 
  • Facilitate coordination among implementing partners to ensure effective implementation and alignment of project interventions. 
  • Monitor implementation of project expenditures against approved workplans and budgets and contribute to financial planning and reporting in accordance with UNDP financial procedures. 
  • Support preparation of financial forecasts, budget revisions, expenditure monitoring, and funding requests as required. 
  • Maintain accurate project documentation and records in accordance with UNDP corporate requirements. 
  • Contribute to preparation for project reviews, audits, monitoring missions, and evaluation exercises by ensuring timely availability of supporting documentation and required information. 
  • Participate in project meetings, technical working groups, steering committee meetings, donor meetings, and coordination forums as requested. 
  • Support implementation of results-based management approaches throughout project implementation. 

2. Support Reporting, Monitoring and Evaluation:

The Project Officer will contribute to effective project monitoring, reporting, and adaptive management by:

  • Monitor implementation progress against approved workplans, outputs, indicators, and implementation schedules, and identify issues requiring timely follow-up. 
  • Support the implementation of monitoring and evaluation activities in accordance with project documents, donor requirements, and UNDP corporate policies and procedures. 
  • Monitor project implementation risks, maintain the project risk log, and promptly escalate emerging risks and issues to the Programme Analyst and the Project Management Unit (PMU) for appropriate action. 
  • Contribute to the preparation of periodic project progress reports, including updates on implementation progress, expenditures, risks, issues, lessons learned, and achievement of project outputs. 
  • Support the timely preparation and submission of technical, operational, and donor reports, ensuring the accuracy and completeness of project information. 
  • Compile, analyze, and maintain project implementation data to facilitate evidence-based planning, reporting, and decision-making. 
  • Support monitoring of project expenditures and implementation progress to ensure consistency with approved workplans and budgets. 
  • Prepare presentations, briefing notes, technical summaries, and background documentation for project meetings, donor consultations, steering committee meetings, missions, and other coordination forums, as required. 
  • Coordinate and participate in field missions to monitor project implementation, verify progress, collect technical information, engage with beneficiaries and local stakeholders, and document implementation results. 
  • Support project evaluations, reviews, audits, monitoring missions, and quality assurance exercises by coordinating the collection of supporting documentation and responding to information requests. 
  • Contribute to identifying implementation challenges and recommend practical solutions to improve project delivery, efficiency, and achievement of results. 

3. Liaison Partnerships, Liaison and Coordination:

The Project Officer will facilitate effective collaboration with project stakeholders by:

  • Maintain effective working relationships with government counterparts, implementing partners, development partners, civil society organizations, academic institutions, and private sector stakeholders involved in project implementation. 
  • Coordinate regularly with the Project Management Unit (PMU), FAO, the Ministry of Agriculture, the Ministry of Water and Irrigation, the Ministry of Environment, and other implementing partners to facilitate the timely implementation of project activities. 
  • Support coordination among project partners to ensure effective communication, complementarity of interventions, and alignment with approved project objectives. 
  • Facilitate the organization of coordination meetings, technical workshops, consultations, steering committee meetings, and stakeholder engagement events. 
  • Support implementation of project communication, outreach, and stakeholder engagement activities in collaboration with project partners. 
  • Contribute to maintaining effective collaboration with donor partners by supporting the preparation of technical information, progress updates, and briefing materials, as required. 
  • Support coordination with other UNDP programmes and projects to promote synergies, knowledge sharing, and integrated implementation across the Climate and Energy portfolio. 
  • Facilitate communication and information exchange among implementing partners and stakeholders to support timely decision-making and efficient implementation. 
  • Participate in technical meetings, conferences, working groups, and coordination forums related to the project, as requested by the supervisor. 
  • Support the identification of opportunities to strengthen partnerships and enhance collaboration in support of project implementation and sustainability. 

4. Knowledge Management and Learning:

The Project Officer will contribute to knowledge management and organizational learning by:

  • Support documentation of project experiences, good practices, innovations, and lessons learned throughout project implementation. 
  • Contribute to the preparation of knowledge products, technical briefs, success stories, communication materials, and case studies highlighting project achievements and results. 
  • Facilitate the collection, organization, and dissemination of project knowledge and technical information to relevant stakeholders. 
  • Contribute to strengthening institutional knowledge by maintaining organized project records, technical documentation, and implementation information. 
  • Support the implementation of knowledge-sharing events, workshops, learning sessions, and capacity development activities for project partners and beneficiaries. 
  • Contribute to corporate knowledge networks, communities of practice, and internal knowledge-sharing initiatives, where relevant. 
  • Support implementation of project visibility activities in accordance with UNDP, donor, and Government visibility and communication requirements. 
  • Promote continuous learning by identifying opportunities to improve project implementation based on monitoring findings, evaluations, and stakeholder feedback. 

5. Any Other Duties

The Project Officer will:

  • Contribute to the preparation of concept notes, technical inputs, and background information to support resource mobilization initiatives within the Climate and Energy Pillar, as requested. 
  • Participate in technical meetings, consultations, workshops, and missions relevant to the Climate and Energy portfolio, as assigned by the supervisor. 
  • Perform other project-related duties that are consistent with the level and scope of the position and reasonably assigned by the Programme Analyst.

Institutional Arrangement:

The Project Officer will be based at the UNDP Jordan Country Office in Amman and will report directly to the Programme Analyst.

Under the overall supervision of the Programme Analyst, the incumbent will support the implementation and coordination of project activities in close collaboration with the Project Management Unit (PMU), implementing partners, consultants, contractors, and relevant stakeholders.

The Project Officer will provide day-to-day technical coordination and guidance to project consultants, contractors, interns, and service providers assigned to project activities, including monitoring workplans, reviewing technical deliverables, facilitating coordination, and reporting implementation progress to the supervisor. The incumbent does not exercise formal supervisory authority over UNDP personnel.

The incumbent will work collaboratively with relevant programme, operations, procurement, finance, and monitoring teams within UNDP to facilitate effective project implementation and ensure compliance with applicable UNDP policies, procedures, and quality standards.

The Project Officer will provide day-to-day technical guidance, coordination, and supervision to project personnel, consultants, and service providers assigned to the project, in liaison with the Programme Analyst. The incumbent will oversee the quality and timely delivery of assigned work, monitor performance of project personnel under their responsibility, and ensure effective coordination among project team members and implementing partners.

Where applicable, the Project Officer supervises project personnel, consultants, interns, and service providers assigned to the project by providing technical guidance, monitoring work plans, reviewing deliverables, supporting performance management, and ensuring effective coordination in liaison with the Programme Analyst.

Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Water Resources Management, Environmental Management, or any other related field is required.

Or

A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced degree.
