Background

Under the direct supervision of the OCHA Head of Humanitarian Advisory Team for Mozambique, the National Humanitarian Affairs Officer will be responsible for supporting the overall humanitarian coordination, disaster preparedness and response in Mozambique through the national Inter-Cluster Coordination Group (ICCG) and Humanitarian Country Team (HCT).

In particular, s/he will be supporting the coordination of the 2021 Humanitarian Response Plan for Mozambique through reporting, analysis and monitoring & evaluation. Moreover, s/he will be ensuring the regular monitoring and analysis of the humanitarian situation in Mozambique, drafting different kind of documents and information products, to support reporting as well as and high-level advocacy.

 

Duties and Responsibilities

Under the overall guidance of the Head of the OCHA Humanitarian Advisory Team (HAT)and in close collaboration with UN, government and NGOs partners, the National Humanitarian Affairs Officer will be responsible for the following duties and responsibilities:

  • Monitor analyze and report on the humanitarian situation in Mozambique, particularly in the provinces where a deteriorating humanitarian situation is reported due to insecurity/violence, climatic shocks, COVID-19, etc;
  • Support the development and implementation of a strategic approach to managing information around the humanitarian programme cycle (HPC), including supporting common information processes such as preparedness, needs assessment, strategic planning, resource mobilization, implementation and monitoring;
  • Provide secretariat support to the national HCT and ICCG, including drafting preparing agendas and invitations, drafting of preparatory documents and presentation, drafting of minutes and follow-up on agreed action points, in close consultation with the Head of Humanitarian Advisory Team;
  • Support the Head of the Humanitarian Advisory Team in facilitating strategic and operational humanitarian coordination in Mozambique, in line with humanitarian principles, including preparation of relevant agendas and background documentation and minutes for relevant coordination forums, including the Humanitarian Country Team (HCT) and Inter-Cluster Coordination Group (ICCG), as appropriate and when requested;
  • In collaboration with humanitarian partners, ensure the collection and analysis of best practices and lessons learned related to the latest humanitarian responses in the country (i.e. 2020 Rapid Response Plan for Cabo Delgado and 2020 Flash Appeal for COVID-19);
  • Support the Head of the OCHA Humanitarian Advisory Team in strategic and operational coordination of the 2021 Humanitarian Response Plan for Mozambique through reporting, analysis and monitoring & evaluation, including through soliciting and consolidating necessary inputs from relevant partners and stakeholders, and preparing information products on needs, response and gaps;
  • Collect and maintain primary data and information on the humanitarian situation in Mozambique, that are required internally and externally to support decision-makings;
  • Support strategic and operational decision-making by processing and analyzing data and information and presenting it in user-friendly formats (e.g. situation reports, maps, etc.);
  • Support the implementation of the Inter-Agency Humanitarian Evaluation in-country recommendations, in close collaboration with HCT/ICCG partners, national and provincial authorities, stakeholders, CSOs, etc;
  • Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis;
  • Prepare or contribute to the preparation of various written reports and information management products, including documents and communications on the humanitarian situation in Mozambique, situation reports, talking points, 5W updates, as well as donor reports, supporting reporting as well as corporate outreach and advocacy;
  • Actively liaise with relevant national and provincial authorities (Government of Mozambique, INGC, INAM, etc.), OCHA Field Office in Cabo Delgado, and humanitarian partners to triangulate humanitarian information and effectively identify and map humanitarian needs and response activities in assigned areas;
  • Track information required for early warning of potential humanitarian emergencies in the country and as appropriate promote preparedness measures;
  • Prepare briefing materials and presentations providing up-to-date analysis on trends and developments on the humanitarian situation in assigned areas;
  • Maintain a network of contacts among key partners and stakeholders, including national and international NGOs, Red Cross Movement, national and provincial authorities and the humanitarian community;
  • Provide frontline surge in response to new emergencies, the escalation of existing emergencies and/or to fill critical gaps;
  • Carry-out other activities as requested by the Head of OCHA Humanitarian Advisory Team.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Political or Social Science, Law, International studies or other relevant degree is required;
  • Bachelor’s degree in combination with 2 additional years of relevant and qualifying experience in the field of humanitarian affairs may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 2 year’ s experience in a similar position with an international organization engaged in relief and development work in Mozambique;
  • Experience in humanitarian coordination, emergency preparedness and response, humanitarian project cycle (HPC), research, analysis and reporting. Experience with humanitarian coordination, preferably in leadership roles;
  • Experience working with Government of Mozambique humanitarian counterparts and capacity building;
  • Understanding of humanitarian operations and principles;
  • Ability to communicate clearly with a demonstrated openness in sharing information and keeping people informed;
  • Demonstrated ability to work with a wide range of actors under significant time and logistical constraints and deliver results;
  • Excellent computer knowledge (Microsoft Office applications: Word, Excel, PowerPoint), E-Mail programmes (MS Outlook), Internet search machines and responsible virus free internet usage.

Language:

  • Fluency in oral and written English and Portuguese isa requirement;
  • Knowledge of local language(s) spoken in Mozambique is desirable.
