OBJECTIVES OF THE PROGRAMME

The WHO Department of Global HIV, Hepatitis and Sexually Transmitted Infections (HHS) Programmes leads the global health sector response, towards the elimination of HIV, viral hepatitis and sexually transmitted infections epidemics, within the framework of universal health coverage, focusing on populations most vulnerable and on countries with the highest burden. The HHS Department is guided by the three Global Health Sector Strategy (GHSS) on HIV, Hepatitis and Sexually Transmitted Infections (STIs) 2016-2021 towards ending the epidemics. The strategies follow the following five strategic directions: Information for focused action, Interventions for impact, Delivering for equity, Financing for sustainability and Innovation for acceleration.

DESCRIPTION OF DUTIES

Coordinates and provides senior technical leadership in establishing new approaches, evidence-based policies and strategies, and capacity building initiatives for implementation across Regional and Country Office programmes in the respective area of work. Provides senior level health technical expertise and advice to the Director and Senior Management in the area of HIV, Hepatitis and STIs treatment, care and service delivery on the development and establishment of new health strategies and policies for implementation within national and global policies. Ensures effective coordination, management, and accountability of the programme area in delivering its objectives through efficient managing a diverse team of technical experts, financial resources and effective work plan coordination to optimize the programme's deliverables in line with the mandate of the Organization. Ensures the coordination and management of the monitoring and evaluation and reporting of the Department's area of work of key performance indicators and global reporting requirements and mechanisms to optimize performance of Department deliverables. Serves as the scientific/technical reference among UN Agencies and the peer community on the treatment, care, service delivery and diagnostics across populations and age groups for HIV, hepatitis and STIs. Builds technical partnerships with other UN Agencies, Donors, research institutions and other stakeholders in the HIV, Hepatitis and STIs treatment, care, service delivery and diagnostics to position the technical area of work and implementation into respective policies. Represent the programme area of work in global fora and capacity building activities. Performs all other related duties as assigned.Specific duties; Lead the development and monitor the uptake of evidence-based norms and standards and related tools on HIV, Hepatitis and STIs treatment, care, service delivery and diagnostics, across populations and age groups. This includes norms and standards for co-morbidities and co-infections, as well as, for mother to child transmission of HIV, Hepatitis and STIs, paediatric and adolescent treatment, care and service delivery, and appropriate diagnostic tools to monitor the respective infections, and for determining development of drug resistance to standard treatment and management of emergence of drug resistance. Provide specialised and high-level dialogue technical support on treatment, care, service delivery and diagnostics for the three disease programmes to priority countries. Build and promote strong partnerships with regional, national and international health partners, including UN agencies, Ministries of Health, Civil Society, NGOs, academia and service providers to ensure an excellent coordination of treatment, care and services delivery issues. Provide high level advocacy and expertise support on the integration of services where feasible in line with the primary health care and universal health care agendas.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in medicine and public health or closely related field relevant to the position.
Desirable: A PhD in one of the above-mentioned fields.

Experience

Essential: A minimum of 15 years of professional experience in the management of HIV, Hepatitis and/or STIs treatment, care, service delivery and diagnostics; with at least 5 years professional experience in LMIC setting developing, implementing and managing treatment & care policies and programmes including experience providing senior level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as experience in the area of developing and establishing policies and strategies. Demonstrated experience at the international level.
Desirable: Demonstrated experience in leading major international processes/for building consensus on HIV, Hepatitis and/or STI treatment, care, service delivery and diagnostics, convening a range of stakeholders including public, private and civil society. Close involvement in the global HIV discourse and experience in reviewing clinical and implementation over the last five years, and the development of related evidence based public health guidance.

Skills

Strong skills in the area of developing and establishing polices and strategies through and understand and experience with scientific systematic reviews and development of evidence-based norms and standards. Excellent skills and ability in managing diverse teams and financial resources; strong understanding and skills in mobilizing resources. Ability to engage, build consensus and communicate effectively and diplomatically with Member States, partners and media. Commitment to collaborate effectively with other key partners in the Health Subject area. Globally-respected level of technical and scientific expertise and knowledge in HIV, Hepatitis and STIs treatment, care, service delivery and diagnostics. Proven leadership skills in the planning and coordination of multidisciplinary public health programmes, which includes extensive experience with the implementation of a public health/disease control programmes in low-and middle-income settings. Demonstrated leadership in the area of HIV, Hepatitis and/or STIs treatment, care and service delivery with emphasis on the evaluation of evolving scientific and implementation knowledge in the context of sustainability and primary health care in resource limited environments. Excellent knowledge of the rapidly evolving clinical and implementation research over the last 5 years, and demonstrated credibility to translate research into public health policy guidance and to present and defend those in high level international fora.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7652 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
