UNOPS Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

The LIFT Fund

The Livelihoods and Food Security Fund (LIFT) is a multi-donor fund established in Myanmar in 2009. LIFT’s work contributes to three outcomes; 1) Improved nutritional status, particularly for women and children, 2) Increased household income and assets with greater control by women and 3) Reduced vulnerability of households and individuals to shocks, stresses and risks. To date, LIFT has reached more than 7.2 million people, or roughly 20% of Myanmar’s population; and is active in almost half the country’s townships. LIFT has committed to localization and promoting local leadership, with a set of goals as priorities for 2021 and onwards.  For LIFT’s 2019-2023 strategy and other details visit www.lift-fund.org. The LIFT Fund is supported by teams in i) Programmes, ii) Policy, iii) Monitoring, Evaluation, Accountability and Learning (MEAL), iv) Communications, v) Finance and Grants vi) Operations, vii) Support Services.  

The Fund Deputy Director will work closely with the Fund Director as well as lead the Programme Unit, through the supervision of six senior leads who manage a further 25 professionals. 


Functional Responsibilities

The Fund Deputy Director will play a crucial role in supporting the Fund Director and leading the Fund, particularly through delivering on LIFT’s localization goals to promote local leadership and developing and maintaining external relations to enhance LIFT’s ability to support vulnerable populations in conflict-affected areas of Myanmar. 

The Fund Deputy Director will bring strong and deep local leadership experience and skills, have established networks and relationships with civil society, a track record of working in complex, conflict-affected areas and a strong grounding in community development. 

Reporting to the Fund Director, the Fund Deputy Director will lead on the following key areas: 

Leadership and strategy

  • Provide strategic leadership to the LIFT Fund, particularly on LIFT’s commitment and goals on localization and local leadership

  • Lead regular and ongoing strategic reviews of the Fund’s portfolio. In particular, work with teams to ensure that LIFT is focused on the most vulnerable populations.

  • Support across LIFT teams on strategic issues - at the moment that would encompass conflict-sensitivity, durable solutions, localization, public mobilization. 

  • Work closely with LIFT’s programme management specialist to review and adapt LIFT’s systems and processes to support localization. 

  • Act in the Fund Director’s role when required, e.g. in the absence of the Director

Programmes

  • Lead and support the coordination and quality implementation of LIFT’s geographic and thematic programmes, promoting synergy and learning in the delivery of LIFT’s strategy.

  • Support LIFT’s increased focus on gender equality and women’s empowerment, including through ensuring all LIFT’s programmes are consistent with LIFT’s gender strategy. 

  • Oversee fair and timely assessment of proposals submitted for funding and make recommendations to the Fund Board.

  • Support the preparation of LIFT’s annual and semi-annual reports as well as regular programme updates, briefing papers.

  • Ensure effective supervision of the programme unit and represent programmes with other departments.

Partnerships

  • Build and strengthen strategic relations with stakeholders, in particular ethnic service providers, local networks and civil society groups.

  • Under the overall authority of/as delegated by the Fund Director, represent the Fund externally to build relationships and trust.

Education/Experience/Language requirements

Education 
  • Master's degree in rural development, agriculture/livelihoods, sociology, peace and conflict studies, international relations, or other related discipline is required.
  • A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be considered as equivalent.
Experience requirement
  • At least 7 years of progressively responsible experience in rural development/a relevant field is required;
  • Experience and/or solid understanding of working (and achieving livelihoods outcomes) in complex and conflict affected areas is required.
  • Experience and a track record of networks and relationships with community groups, civil society, local organisations is required. 
The following would be assets:
  • Experience in public policy dialogue.
  • Professional experience in more than one country.
  • Experience working and/or cooperating with multiple development partners, including donor governments, or in fund management.
Language requirement
  • Fluency in Myanmar and in English is required. 
  • Fluency in other local Myanmar languages is an asset.
