Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

Through this project, Turkmenistan will prepare and submit its Second Biennial Transparency Report (BTR2) and its combined Third Biennial Transparency Report and Fifth National Communication (BTR3/NC5). These reports will correspond to the requirements of Adaptation Communication under the Paris Agreement as specified in Article 7 of the Paris Agreement and Decision 9/CMA.1. The project will take full consideration of the capacity-building needs, gaps, and constraints in various thematic areas as reported in the BTR1 as well as the recommendations from the International Consultation and Analysis (ICA) process, and lessons learned. The country has been building national capacity through participation in previous national reports, and it is expected that the BTR2 and BTR3/NC5 will continue to advance the national capacity-building process and institutionalization of the greenhouse inventory process into the Government of Turkmenistan. This will advance the continuity and sustainability of future reporting processes.

The project has been designed with one outcome, which is that Turkmenistan updates tools and approaches to meet its reporting requirements under the Paris Agreement. This outcome will be realized through the following two outputs: 

  • BTR2 prepared through gender-sensitive processes and submitted to the UNFCCC.
  • BTR3/NC5 prepared through gender-sensitive processes and submitted to the UNFCCC. 

The content of deliverables produced and leading to the compilation of the BTR2 and BTR3/NC5 will follow the Modalities, Procedures and Guidelines (MPGs) for the transparency framework for action and support referred to in Article 13 of the Paris Agreement (FCCC/PA/CMA/2018/3/Add.2). Moreover, as adopted at the Conference of the Parties (COP) 26 in Decision 5/CMA.3, the following will be observed: (i) outlines for the BTR & national inventory document ; (ii) the common reporting tables and common tabular formats for reporting GHG Inventory, NDC progress, financial, technology development and transfer and capacity-building support provided and mobilized, as well as support needed and received (FCCC/PA/CMA/2021/10/Add.2). 

The project is aligned with Objective 2.2 of Pillar II under GEF-8 Climate Change Focal Area Strategy, which aims to foster enabling conditions to mainstream mitigation concerns into sustainable development strategies. It is also aligned with UNEP’s 2022-2025 Medium-Term Strategy in support of Outcome 3 of the Climate Action Sub programme: “State and non-state actors adopt the enhanced transparency framework arrangements under the Paris Agreement.” The project builds on findings and recommendations from previous NCs and Biennial Update Reports (BURs) as well as lessons learned during the compilation and submission of the BTR1.

Duties and Responsibilities

Under the direct supervision of the Project Manager and in close coordination with the National Project Team, the Project Analyst on Legislation, Social and Gender Issues will provide continuous technical, analytical, and coordination support for strengthening the institutional and regulatory framework for climate transparency in Turkmenistan, ensuring the integration of gender equality and social inclusion into the national climate reporting system in line with the Enhanced Transparency Framework (ETF) and national priorities.

The incumbent will perform the following duties and responsibilities:

Institutional and Legislative Support

  • Provide technical and analytical support for strengthening the institutional and regulatory framework governing the national climate reporting system. 
  • Monitor developments in international climate transparency requirements, including the Enhanced Transparency Framework (ETF), Modalities, Procedures and Guidelines (MPGs), and IPCC guidance, and advise on their application in the national context. 
  • Review existing legislation, institutional arrangements, and policy documents related to climate transparency and identify areas requiring further strengthening. 
  • Support the preparation, revision, and updating of regulatory and policy documents related to climate reporting. 
  • Contribute to the development and improvement of institutional arrangements, including mechanisms for inter-agency coordination and clarification of roles and responsibilities of relevant government institutions. 

Mainstreaming Gender Equality and Social Inclusion

  • Provide technical support for integrating gender equality and social inclusion considerations into climate transparency policies, institutional arrangements, and reporting processes. 
  • Promote the incorporation of gender-responsive approaches into climate reporting methodologies, regulatory documents, and operational procedures. 
  • Support the identification and application of gender-sensitive indicators and gender-disaggregated data within the national transparency framework. 
  • Provide recommendations on strengthening the institutionalization of gender equality and social inclusion within the national climate reporting system. 

Technical Support to National Climate Reporting

  • Provide ongoing technical and coordination support for the preparation of national climate reports, including Biennial Transparency Reports (BTRs) and National Communications (NCs). 
  • Coordinate with relevant ministries, agencies, and technical institutions to facilitate timely collection, validation, and consolidation of required information. 
  • Support quality assurance processes to ensure consistency of reporting with UNFCCC reporting requirements and national priorities. 
  • Facilitate the integration of gender and social inclusion considerations throughout the climate reporting process. 

Methodological and Technical Assistance

  • Support the development, revision, and application of methodological guidance, reporting formats, templates, and procedures for national climate reporting. 
  • Contribute to the strengthening of the national Measurement, Reporting and Verification (MRV)/transparency system, including the incorporation of gender-disaggregated information where appropriate. 
  • Promote alignment of climate reporting methodologies with national statistical systems and other relevant national data management processes. 
  • Provide technical advice on improving reporting methodologies and institutional practices related to climate transparency. 

Coordination, Capacity Development, and Stakeholder Engagement

  • Coordinate and facilitate collaboration among relevant government institutions, technical experts, development partners, and other stakeholders involved in climate transparency. 
  • Organize and support workshops, consultations, training events, and meetings aimed at strengthening institutional capacities for climate reporting. 
  • Provide technical support to interagency working groups and other coordination mechanisms established under the project. 
  • Contribute to knowledge sharing, dissemination of good practices, and awareness-raising on climate transparency, gender equality, and social inclusion. 
  • Prepare technical inputs, briefing materials, progress updates, and other documentation required for effective project implementation and reporting.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

The Project Analyst will work under the guidance and direct supervision of the Project Manager and in close cooperation with the Project team.

Required Skills and Experience

Education:

  • Advanced University degree (Baster’s degree or equivalent) in Law, Gender Studies, Social Sciences, Public Policy, Public Administration, Human Rights, International Development, or another related field is required, OR
  • A first-level university degree (Bachelor's degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Any relevant education, such as courses or certifications in the field of environmental studies, would be an asset.

Experience:

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. 
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in providing advisory services in legal analysis, public policy, governance, gender equality, social inclusion, or a related field in the area of environmental governance and climate change, with a particular focus on national communications, NDC, etc.

  • Experience in conducting gap analysis and prioritizing actions in the Government's national environmental and climate protection policies and plans with a focus on social and gender issues. 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 
  • Experience in partnership building and management with multi-stakeholders, including government agencies, private sector and other development partners will be advantage.
  • Demonstrated experience in integrating gender equality and social inclusion considerations into national policies, legislation, programmes, or development projects, preferably in the areas of climate change, environment, sustainable development, or related sectors.
  • Experience in preparing reports/analyses related to the environment and climate change for government agencies/institutions/international projects or programs.
  • Experience and knowledge of the guidelines /methodologies/recommendations of the UNFCCC, the Paris Climate Agreement and other international organizations on climate change.

Required Languages:

  • Fluency in Russian and Turkmen is required.
  • Knowledge of English would be an asset.
