Position Overview

Reporting to the Chief of Party, the DCOP will oversee program implementation, operations and logistics for all components of the program including rapid startup; supervision of day-to-day implementation of activities; and working with the Chief of Party to manage project staff, subgrantees, subcontractors, and consultants. S/he will be the primary point of contact with USAID/Colombia in absence of the Chief of Party with regard to day-to-day implementation and management matters related to the agreement. S/he will also oversee partnership engagements, including the operationalization, documentation, and reporting of the Activity’s cost-share plan. The DCOP supports the Chief of Party to meet the project’s technical objectives, manage financial resources, program staff, partnering agreements, maintain good working relationships with host government officials and local partners, manage donor reporting and ensure a high-quality delivery of services.

Key Responsibilities

· Working closely with the COP, ensure programmatic and operational oversight for quality day-to-day implementation of the Activity.

· Oversee grants management, financial management, and procurement and ensure compliance with USG rules and regulations and consistency with Pact’s policies, procedures, and best practices.

· Oversee the development, operationalization, and reporting of cost-share plan, including developing the necessary partnerships, processes, and engagements to ensure the Activity’s compliance with funder cost-share requirements.

· Support program planning, including annual work planning and budget development, including ensuring the alignment of the budget to expected results.

· Support narrative and financial reporting efforts, in close coordination with the COP, as well as the grants and finance teams.

· Coordinate with appropriate stakeholders in all aspects of project planning, implementation, monitoring, and reporting.

· Supervise and mentor grants and finance staff to ensure that the project is being implementation in compliance with funder rules and regulations, Pact’s policies and procedures, and in line with the Activity’s objectives.

· Liaise with program partners, stakeholders, including host government officials and donors as needed.

· As needed, backstop the Chief of Party, serving in their stead and assuming all required responsibilities.

Basic Requirements

· At least seven (7) years of experience in working on development in Colombia

· Relevant technical experience in alliance building and donor-funded or private sector development projects.

· Previous experience implementing international cooperation activities, management staff, and working with local partners.

· Bachelor’s degree in social science or related field.

· Mandatory proficiency in written and spoken Spanish and functional proficiency in English.

· Knowledge of USAID and other funder rules and regulations as related to subgrants, procurement, compliance, and cost principles.

· Track record of effectively managing a diverse team of employees and partners.

· Ability to problem-solve difficult issues and to multitask with ease, adapting to frequently changing priorities

Preferred Qualifications

· Fluency in English

· A demonstrated track record of successfully working with civil society organizations in a role administering or supporting the management of grants.

· Experience in capacity development programming, especially as related to organizational capacity development

· Experience with programs with cost share requirements

· Strong understanding of budgets

· Competence using common desktop applications and internal systems
