Background
The position is in the Crisis Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This multiple duty station temporary job opening is being advertised for the position of Programme/ Monitoring Officer and is in the OCHA Humanitarian Financing Unit in Venezuela. Under the overall supervision of the Head of Office, the incumbent reports to the Head of Humanitarian Financing Unit/Fund Manager.
These funds receive unearmarked contributions from donors. The funds are allocated to humanitarian actors for ongoing humanitarian operations and to respond to new emergencies.
Duties and Responsibilities
The Programme/ Monitoring Officer role is to provide support with the accountability, transparency, and effectiveness of the Venezuela Humanitarian Fund (VHF). The Analyst contributes towards quality monitoring, evidence-based reporting, and robust partner capacity assessments.
Within delegated authority, the Programme/ Monitoring Officer will be responsible for the following duties:
Summary of key functions:
• Support programmatic monitoring and results reporting of VHF-funded projects.
• Contribute to data management, analysis, and production of analytical and knowledge management products.
• Assist with the programmatic management processes including allocation processes, project reviews, and quality assurance.
• Ensure partner capacity strengthening, NGO eligibility processes and stakeholder engagement.
1.) Monitoring and Reporting:
• Support the development and regular updating of the VHF programmatic monitoring plan in alignment with assurance priorities and projects implementation schedules.
• Carrying out regular and systematic monitoring (including remote monitoring) of VHF-funded projects in line with monitoring plans to assess implementation progress.
• Assist in drafting monitoring reports with actionable recommendations following monitoring activities. facilitate timely communication and sharing of key findings, concerns, project implementation status updates, and agreed follow-up actions with relevant Humanitarian Financing U staff, partners, and other stakeholders.
• Support the design, analysis, interpretation, and presentation of VHF-related data, assessments, surveys, monitoring datasets, and analytical products (dashboards, sitreps, funding snapshots).
• Contribute to the preparation and development of VHF annual reports, analytical and information products, success stories, lessons learned, and other knowledge management materials.
2.) Programmatic Management Support:
• Support data analysis, prioritization exercises, and evidence-based decision-making processes to inform VHF allocation planning, strategic prioritization, and review processes.
• Participate in VHF partners' technical capacity strengthening initiatives in line with NHF operational priorities and requirements.
• Continuously support programmatic reviews of VHF projects ensuring alignment with project objectives and CBPF guidelines.
• Assist in providing technical inputs and guidance during project revisions, reprogramming, and grant adjustment processes to ensure alignment with approved project objectives.
• Ensure the quality assurance of VHF project narrative reports.
3.) Partnerships Management Support:
• Support the review and clearance of Due Diligence ensuring all required documents have been completed and duly uploaded in OneGMS.
• Contribute to the implementation of national NGO capacity strengthening initiatives throughout VHF eligibility and partnership processes.
• Participate in field missions with Venezuela Humanitarian Fund stakeholders (including donors, Advisory Board members, OCHA management, and other relevant stakeholders).
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
• Perform other duties as assigned by the Head of the Humanitarian Financing Unit / Fund Manager.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Statistics, Political or Social Science, Development Studies, International Studies, Public Administration, or other relevant sciences are required, OR
- A relevant first-level university degree in Statistics, Political or Social Science, Development Studies, International Studies, Public Administration, or other relevant sciences are required.
