Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

These focus areas reflect UNDP’s comparative advantage in Mozambique and align with national development priorities and the UNSDCF. The Country Office works both upstream and downstream to build resilience and expand opportunities, particularly for women and youth. This includes strengthening community resilience to disasters and conflict, scaling area‑based models for integrated recovery and service delivery and leveraging stabilization efforts in Cabo Delgado to support post‑conflict recovery, institutional strengthening, and locally led economic revitalization.

The CO has also been carrying out a review of its structure and organogram to achieve an optimal and sustainable configuration that aligns staffing to respond to new challenges and the expected growth of the CO to enable UNDP effectively support Mozambique’s current and emerging development priorities.

In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan. 

The UNDP Unit for Environment, Climate Change and Resilience (ECR) in close coordination with government, develops and implements projects in the areas of biodiversity conservation, climate change adaptation, resilience building, and resilient reconstruction. The project “Resilient Multifunctional Water Supply systems for Machubo Administrative Post - Marracuene District”, which is funded with USD 993,600 from the IBSA (India, Brazil, South Africa) Fund for a duration of one year, is part of the resilience portfolio of the Unit. The project’s objectives are: (i) to provide improved water access to at least 3,500 people, (ii) improve water management and drainage on about 700 ha, (iii) provide sanitation for a local school, and (iv) support related community capacitation in Machubo Administrative Post, Marracuene District, Maputo Province. These outputs will contribute to achieving the Sustainable Development Goals (especially SDGs 1 and 6) in the beneficiary communities.

The Project Analyst will be responsible for the day-to-day management of the project, under the direct supervision of the Head of ECR Unit, and technical guidance of the Unit Chief Technical Advisor (CTA). Additionally, the Project Board in close coordination with the responsible Government entities, namely the National Directorate of Water Supply and Sanitation (DNAAS) under the Ministry of Public Works, Housing and Water Resources (MOPHRH) and the National Institute for Irrigation (INIR) under the Ministry of Agriculture and Rural Development (MADER), as well as the local authorities of Machubo Administrative Post and Marracuene District have an important role to play and ensure regular consultation with the beneficiary communities.

Scope of Work

Duties and responsibilities of the Project Analyst – Resilient Water Supply will include: 

Support effective project planning and implementation. 

  • Develop Terms of Reference for contracts to engineering firms and/or NGOs to design, supervise, perform engineering review and certification of drawings/BOQ/Specifications/SOW/Cost estimates based on national standards of construction and international engineering standards for safety and resilience construction;
  • Formulate bidding documents in coordination with the relevant functional areas of UNDP and provide effective support throughout all stages of the tendering process;
  • Provide comprehensive support in all aspects of project implementation in accordance with the project documents, annual work plans and other agreements between UNDP and responsible partners. Ensure quality of delivery by consultants, beneficiaries, and contracted companies; and communicate findings to the supervisor, Government and IBSA Fund through the UN South to South Cooperation Fund (UNSSCF); 
  • Support UNDP in evaluation of proposals from the contractors, contracting and supervision of the implementation of different contracts, including performing full contract management to adhere to UNDP processes and procedures and ensure government and community engagement; 
  • Ensure compliance of project business processes with UNDP Project Operational Policies and Procedures (POPP) and UNDP Standard Operating Procedures (SOP). When necessary, provide guidance to government and other partners on business processes, administrative and other requirements and procedures;
  • Monitor and supervise construction/maintenance works ensuring adherence to approved designs. Issue certification upon approval of the construction works progresses and completion of the work;
  • Support mainstreaming gender equality in the project implementation, including in data collection and compilation. Prepare gender equality background materials for use in discussions, briefings, and correspondence;
  • Provide administrative and logistical support to ensure successful project delivery that includes organizing/coordinating project events and selecting appropriate venues, coordinating project procurement procedures, maintaining project records and files, and supporting contracting activities in close coordination with the ECR Unit and with the UNDP Project Management Support team (PMSU) and Operations teams. 

Support partnerships and resource mobilization. 

  • Establish and maintain contacts and cooperation with the relevant UN Agencies, government institutions, NGOs, tertiary institutions, partners, and other relevant stakeholders; 
  • Ensure regular communication and coordination with partners, project counterparts, stakeholders, and beneficiaries; and develop and maintain effective mechanisms for integrating and responding to their feedback and insight;
  • Support creation of high-quality information and visibility of the project activities among the stakeholders; and ensure careful selection of communication tools and tailoring the messages to take into account the overall socio-political and development context in host countries;
  • Undertake horizon scanning and explore opportunities for resource mobilization in consultation with direct supervisor. 

Provide support to the effective monitoring, reporting and evaluation on progress of project implementation.

  • Support implementation of the project monitoring system in alignment with PMSU team at CO and the project’s Monitoring and Evaluation framework to ensure effective information sharing, provision of feedback, and elaboration of high-quality progress reports;
  • Collect, analyze and present information for monitoring and evaluation of project implementation against project targets as well as for audit purposes. Identify gaps in implementation and provide support in bridging those gaps in consultation with supervisor and partners;
  • Implement at UNDP safeguards policy including the establishment and implementation of a grievance mechanism, with the support and guidance of the UNDP country office;
  • Organize and conduct, in close collaboration with the local government entities, regular  community meetings to discuss and obtain local approval for each intervention and conduct regular field quality assurance visits to the project sites;
  • Assist in the organization of field and study visits, missions, workshops, roundtables, and conferences within the project;
  • Assist in implementation of effective risk management for the project with a well-documented risk mitigation plan in place. Support monitoring of previously identified and emerging risks;
  • Regularly monitor expenditures and commitments against the project budget and relevant plans, and provide finance-related information to support project implementation. When necessary, recommend corrective actions and draft various correspondence concerning finance, operations, and budgetary issues;
  • Prepare and consolidate required project reports on a timely basis and in line with monitoring and reporting guidelines and donor requirements and timely submission of these reports to UNDP, the IBSA Fund and the Project Board.

Support knowledge building, knowledge sharing and capacity building relevant to the assigned project. 

  • Participate in training and organize briefings on internal procedures for the project staff. Provide support to other capacity building activities, including to the design and delivery of tools, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action;
  • Provide support in the dissemination and sharing of relevant data and lessons learned within the CO and regionally. Keep pulse on emerging best practices nationally, regionally, and internationally that relate to the work of the assigned project;
  • Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to partners.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Project Analyst - Resilient Water Supply reports directly to the Head of ECR Unit, under the overall responsibility of the Deputy Resident Representative for Programs (DRR/P) and counts on technical guidance from the Program Specialist - ECR Unit. The incumbent will be based in the UNDP office in Maputo.

Required Skills and Experience

Education

  • Advanced University Degree (Master´s Degree or equivalent) in Civil Engineering, Hydraulic Engineering or related field is required or; 
  • A First level university degree (Bachelors’ Degree) in Civil Engineering, Hydraulic Engineering or related field is required with and additional of 2 years of relevant work experience will be given due consideration in lieu of Master’s Degree.

Experience 

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant work experience in Civil Engineering, Hydraulic Engineering or related field and similar projects is required.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience/Knowledge of administrative-legal requirements and procedures for construction work in rural/community areas;
  • Project management experience;
  • Experience in the usage of computers and construction and architecture software packages.
  • Experience in water supply, sanitation and renewable energy;
