The Preperedness, Response and Resilience Programme focuses on strengthening national and local capacities to anticipate, respond to and recover from crises and disasters. It addresses structural challenges related to risk reduction, climate resilience and sustainable recovery, working in close partnership with government institutions,  international organizations and civil society organizations. Supported by the Sabancı Foundation, the first phase of the Young Women Building Their Future Project was implemented by the United Nations Development Program (UNDP) and the Sabancı Foundation in cooperation with the Ministry of Family and Social Services and the Ministry of Labor and Social Security between December 2021 and March 2025. Following the successful results of the first phase of the Project, the second phase has been designed and planned to be implemented between April 2025 and March 2027.

The project aims to create good practice examples and establish mechanisms to increase the employability among NEET (Not in Education, Employment, or Training) women between aged 18-35. By implementing the Project, it will establish and strengthen networks and cooperation among relevant stakeholders at international, national and local levels.  In line with this goal, three main outputs are expected to be achieved: 

1) Capacity building of stakeholders and strengthened networks at the local, national and global levels to raise awareness and empower NEET women. 

2) Enhanced skills and employment opportunities for NEET Women. 

3) Awareness raised for NEET women in society.

3.   Scope of Work 

3.1 Conduct Labour Market Needs Assessment and Build Private Sector Partnerships 

The Field Facilitator shall: 

  • Conduct labour market needs assessments by engaging with private sector companies, human resources professionals, employer associations and business networks in the pilot provinces to identify sectors and occupations with employment potential for NEET young women in each month. The assessment should include, but not be limited to: 
  • companies with recruitment potential for NEET young women; 
  • occupations, skills and competencies currently in demand; 
  • potential internship and employment quotas for NEET young women; and 
  • training requirements or enabling conditions that would facilitate internship and employment opportunities. 
  • Assess employers' perceptions and willingness to recruit NEET young women, identifying key barriers, challenges and opportunities related to their labour market participation. 
  • Participate, where aligned with the fieldwork plan, in meetings organized by the Project Team with relevant private sector stakeholders, including human resources associations, organized industrial zones, technopark administrations, chambers of commerce and industry, employer organizations, employer representatives, entrepreneurship ecosystem actors, women entrepreneurs' networks, and other stakeholders relevant to the economic profile of each pilot province. The Field Facilitator will document key findings from these consultations, integrate them into the labour market needs assessment, and contribute to the development of strategic partnerships aimed at enhancing the employability of NEET young women. 
  • Support the matching of NEET young women registered in the project database with employment opportunities identified through employer engagement by: 
  • sharing suitable candidate CVs with employers; 
  • facilitating interview arrangements; and 
  • maintaining communication with employers throughout the recruitment process. 

3.2. Support for the Planning and Organization of Employment-Oriented Training Programmes 

The Field Facilitator shall: 

  • Consult with relevant local stakeholders—including local governments, chambers and professional associations, educational institutions, lifelong learning centres, training and consultancy providers, and civil society organizations—to identify priority training areas based on labour market needs and employer demand. 
  • Identify, in consultation with local stakeholders, the resources required for the delivery of training programmes, including trainers, training materials, consumables and other logistical requirements, and communicate these requirements to the Project Team. 
  • Share with the Project Team, at least one month prior to the planned commencement of each training, comprehensive information on the proposed training programme, including: 
  • venue
  • implementation dates
  • trainer information; 
  • training curriculum and content
  • target participants
  • expected number of participants
  • training modality  
  • duration 
  • Support the planning and coordination of training activities with relevant local stakeholders following approval by the Project Management Team. 
  • Maintain regular coordination with local stakeholders during the implementation of training programmes and, where required, proactively address operational challenges or emerging needs in consultation with the Project Team. 

3.3 Support for Outreach to NEET Young Women and Mobilization of Local Stakeholders 

The Field Facilitator shall: 

  • Support outreach efforts to increase participation of NEET women to project activities (including trainings, workshops, career networking events and similar activities) by collaborating with relevant local stakeholders to disseminate information on project activities and training opportunities through their communication channels, in addition to utilizing the existing project beneficiary database. 
  • Identify and engage additional institutions, organizations, community structures and local networks (such as neighbourhood administrations, alumni associations, youth centres and similar actors) that can facilitate outreach to a wider pool of NEET young women and encourage their participation in project activities. 
  • Establish and maintain contacts and cooperation with the relevant UN Agencies, government institutions, and other partners and relevant stakeholders. Provide support in updating database of the relevant public and development partners, and other stakeholders who are counterparts for the project.
  • Where necessary, support the referral and matching of both existing beneficiaries and newly identified candidates to relevant training programmes, internship opportunities and employment opportunities based on their profiles and interests. 
  • Maintain organized records of project data, field activities, case studies, human-interest stories, photographs, and other relevant documents that can be drawn upon in support of knowledge sharing and advocacy. 
  • Support dissemination of high-quality information and visibility of the project activities among the stakeholders. 

The Field Facilitator shall carry out all responsibilities under the above-mentioned workstreams in close coordination and continuous communication with the Project Team. 

Specifically, the Field Facilitator shall: 

  • Participate in bi-weekly coordination meetings organized by the Project Team. 
  • Provide weekly progress updates via e-mail on completed and planned activities. 
  • Submit a monthly progress report to the Project Team. 

The monthly progress reports are expected to include, at a minimum, the following information: 

  • A summary of meetings conducted and activities implemented under the three core workstreams in each pilot province; 
  • Province-specific labour market needs assessment findings; 
  • Key opportunities, observations, risks and recommendations related to labour market demand and employment opportunities for NEET young women; 
  • A work plan outlining the activities planned for the subsequent reporting period. 

The labour market needs assessment may employ various data collection methods, including individual interviews, online meetings, focus group discussions, surveys and other appropriate methodologies. 

Supporting evidence demonstrating implementation of these activities—including participant lists for meetings, interviews and surveys, meeting records, attendance sheets and photographs—shall be submitted as annexes to the monthly progress reports. 

The Field Facilitator shall establish and maintain an online interactive tracking database containing: 

  • labour market needs identified for each pilot province; 
  • employers and companies engaged through the assignment; 
  • employment and internship opportunities identified; and 
  • profiles of NEET young women that may be matched with these opportunities. 

The database shall be updated on a monthly basis to reflect progress achieved during the reporting period. The access link to the database shall be shared with the Project Team together with the first monthly progress report and subsequently maintained throughout the assignment. 

To improve the efficiency and effectiveness of implementation, the use of digital tools, AI-supported applications and online collaboration platforms is encouraged. Any subscription fees or other costs associated with such tools shall be borne by the Field Facilitator. 

Field missions to the pilot provinces will be undertaken as required under the assignment. 

The scope, duration and schedule of travel will be determined through consultation with the Project Team and reflected in the agreed work plan. Prior approval from the Project Team shall be obtained before each mission. 

Approved travel and accommodation costs incurred in connection with project activities will be covered under the project budget in accordance with UNDP rules and procedures.              

4.      Institutional Arrangement

The Field Facilitator will perform his/her functions under the guidance and direct supervision of UNDP Project Manager.

6.     Minimum Qualifications of the Successful NPSA

Minimum Education requirements
  • Masters  Degree in Human Resources, , International Relations, Business Administration, Public Administration, Social Scences or equivalent field will be given due consideration, •    Bachelor’s degree in combination with 2 years of relevant professional experience may be accepted in lieu of Master’s degree.
Minimum years of relevant work experience 

•             Minimum 2 years (with Bachelor’s degree) of progressively responsible experience in in human resources and/ or job matchmaking is required 

Required skills  Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.

  • Experience in building partnership with private sector respresentatives, local stakeholders and employer relations
