Background
Office/Unit/Project Description
Uzbekistan, as a landlocked economy in Central Asia, faces intersecting challenges including high debt burdens, energy transition demands, climate vulnerabilities, and demographic pressures, and exacerbated by fiscal constraints. Maintaining a robust real GDP growth rate of 7.7% in 2025, the country aims to transition from a lower-middle-income status to a $240 billion economy by 2030 under the "Uzbekistan-2030 Strategy," while targeting the 50th place in the Government AI Readiness Index. However, structural vulnerabilities such as a narrow tax base, public expenditure inefficiencies, and high dependency on personal remittances (c.a. 14% of GDP) hinder progress, compounded by governance challenges from project-based fragmentation.
This project proposal integrates Uzbekistan into the RBEC Sustainability Facility, operationalizing Article 55 of the UN Charter to foster integrated, demand-driven support for sustainable development. Building on UNDP Uzbekistan's prior support to the Government in developing an Integrated National Financing Framework (INFF) and ongoing assistance with Green INFF development, the initiative will enhance alignment with global agendas such as the SDGs, Paris Agreement, and others. Additionally, leveraging Uzbekistan's current micro-data simulation efforts using the Multidimensional Poverty Index (MPI) to inform resource allocation decisions, the project will advance AI-enabled tools for evidence-based planning. By emphasizing UNDP's integrator role, it will promote policy coherence between climate commitments (e.g., NDCs), financing frameworks (e.g., INFFs), and inclusive growth pathways, while addressing Uzbekistan-specific needs like economic diversification, green transitions, and resilience to geopolitical turbulence.
The project comprises three interconnected components: (i) strengthening integrated planning and financing frameworks, including the Integrated National Financing Framework (INFF) and Green INFF, with emphasis on scaling SDG and green budget tagging and developing roadmaps for climate-informed economic diversification; (ii) technical advocacy for the integration of the Multidimensional Poverty Index (MPI) into programme-based budgeting, including the design of an AI-based prototype tool for resource allocation; and (iii) the deployment of digital and analytical tools for monitoring and learning on social protection measures, including AI-assisted dashboards integrated with the Integrated Social Protection Registry. The project is implemented in partnership with the Ministry of Economy and Finance (lead counterpart), the Ministry of Employment and Poverty Reduction, the National Agency for Social Protection, the Capital Market Development Agency, the Agency for Strategic Reforms, and the National Statistics Committee.
To support the timely and high-quality delivery of the project, UNDP Uzbekistan is seeking to engage a Project Analyst who will combine substantive technical contributions with day-to-day operational coordination across the three components and the diverse set of government and development partners involved.
