Background

For the past 8 years, the EU-funded UNDP Public Finance Management (PFM) Pro PALOP-TL SAI programmes (2013-2017 and 2018-2022) successfully fostered and consolidated innovative tools and a solid Community of Practices (CoP) gathering more than 20 core economic governance state institutions and a similar number of CSO platforms in the 6 PALOP-TL countries (Angola, Cabo Verde, Guinea Bissau, Mozambique, São Tomé e Príncipe, and Timor-Leste) to promote transparent and efficient PFM, budget oversight and economic governance. These programmes have been brokering CoPs that use south-south/triangular cooperation and peer-to-peer association between similar state and non-state institutions that have spurred a degree of coordinated policymaking on PFM transparency and accountability matters unmatched in most countries in the region. They have increased the quality and efficiency of policy dialogue, notably in countries with EU Budget Support operations, by providing critical, timely insider information, networks, and connection to oversight institutions.

The 3rd PFM Pro PALOP-TL SAI programme, the PALOP-TL Regional Economic Governance Programme – Boosting Public Finance Management Systems (PFMS) and Budget Oversight (Pro PALOP-TL – Phase III), aims to consolidate and scale up the gains and actions referred above to continue promoting transparent, accountable, gender responsive and open budgetary cycles, as well as to further strengthen parliament, the court of auditors, the executive institutions and citizens’ capacities to monitor how governments execute state budgets. Hence, the focus is now on promoting change and transformation in fiscal/tax transparency and domestic resource mobilisation, gender equal economies (EQUANOMICS), open and accountable PFMS, notably using digital technologies and promoting environmental sensitive initiatives. The programme will promote alignment with UNDP 2022-25 Strategic Plan directions of change, signature solutions and enablers, as well as with the EU Global Gateway axes on green (accelerating green transition for biodiversity) and digital transitions through its crosscutting issues. 

Duties and Responsibilities

To support the daily management of the project’s activities, UNDP Cabo Verde is recruiting a Finance & Administration Associate (FAA) that will work under the direct supervision of the Project Manager/PFM Advisor. The FAA will be based in Praia, Cabo Verde. 

Under the supervision of the HoP/CTA andand PFM Advisor/Project Manager, he/she will have the following responsibilities:

  • Financial and administrative support to the Pro PALOP-TL SAI (Phase III) Management Unit and others countries;
  • Facilitation of knowledge building and knowledge sharing within the scope of the Pro PALOP-TL SAI (Phase III);
  • Support to management of the Country Office programme to ensure corporate alignment between the project and UNDP Programme and Operations Policies and Procedures (POPP).

Provides financial and administrative support to the Project Management Unit (and to UNDP Country Office Programme in Cabo Verde) focusing on achievement of the following results:

  • Produce all project financial reports required by UNDP rules and procedures (POPP) for direct implementing modality projects and by EU contractual requirements.
  • Ensure reconciliation of all accounts and financial reports required by UNDP rules and procedures and EU contractual requirements.
  • Creation of requisitions in Quantum for development projects, in particular the Pro PALOP-TL SAI (Phase III), register of goods receipt in Quantum.
  • Making budget check for requisitions, Purchase Orders (POs) and invoice. Maintenance of the internal expenditures control system for the project, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum.
  • Timely corrective actions on unposted vouchers, including the invoices with budget check errors, match exceptions, unapproved invoices.
  • Timely implementation of M&E recommendations, in particular those related with financial and administrative corrective measures.

Support  knowledge building and knowledge sharing in the Project Management Unit and in Country Office, focusing on achievement of the following results:

  • Support the organization of trainings delivered by the project in all beneficiary countries, in coordination with UNDP operations and programme staff in those countries.
  • Regular contributions to relevant knowledge networks and communities of practice.

Ensure corporate alignment between the project and UNDP Programme and Operations Policies and Procedures (POPP), focusing on the following results:

  • Collection, analysis and presentation of background information for preparation of United Nations Development Assistance Framework, Country Programme Document, Country Programme Action Plan, effective application of Results Based Management tools and establishment of management targets. 
  • Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements

Required Skills and Experience

Education:

  • Secondary Education is required with specialized certification in accounting and/or Finance. 
  • University degree in Finance or Accounting is desirable. 
  • Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage.
  • Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP). No UNDP Accountancy and Finance Test (AFT) required.  
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited. However, no UNDP Accountancy and Finance Test (AFT) is required. 
  • Experience using computers and office software (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems, such as ERP financial systems and databases. 

Experience:

Minimum of 6 years of experience (with secondary education) or 3 years (With bachelor’s degree)  in project finance and administration  is required.
