1.    Office/Unit/Project Description 

Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. 

Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. 

According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. 

As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. 

This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.

The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.

Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.

2.    Scope of Work 

The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.

Provides technical leadership and coordination support, focusing on the achievement of the following functions:

1. Gender Mainstreaming and Technical Advisory

  • Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies. 
  • Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement. 
  • Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations. 
  • Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups. 

2. Gender Analysis, Monitoring, Evaluation, and Reporting

  • Lead the development and implementation of systems to collect, analyze, and report sex-, age-, and disability-disaggregated data across all project interventions.
  • Integrate gender indicators into Results-Based Management (RBM), monitoring and evaluation frameworks, and project reporting systems. 
  • Conduct periodic gender analyses, assessments, and audits to evaluate the effectiveness of project interventions and recommend corrective measures where required. 
  • Ensure all internal and external reports adequately reflect gender-related achievements, lessons learned, challenges, and recommendations in compliance with UNDP corporate requirements. 

3. Capacity Development and Institutional Strengthening

  • Design and deliver capacity-building programmes, training workshops, coaching sessions, and awareness activities for project staff, Responsible Parties, government counterparts, contractors, local authorities, and other stakeholders on gender mainstreaming and social inclusion. 
  • Develop practical tools, guidance notes, and gender mainstreaming resources to strengthen institutional capacity and support the integration of gender-responsive approaches throughout project implementation. 
  • Support partners in institutionalizing gender-sensitive planning, implementation, monitoring, and reporting mechanisms. 

4. Partnerships, Coordination, and Advocacy

  • Establish and maintain strategic partnerships with government institutions, women's organizations, civil society organizations, research institutions, private sector partners, and development agencies to promote gender equality and inclusive development. 
  • Coordinate closely with UNDP gender focal points, project teams, and implementing partners to ensure harmonized implementation of gender-related activities across the portfolio. 
  • Promote advocacy initiatives and facilitate dialogue to strengthen awareness and commitment to gender equality and women's economic empowerment among project stakeholders. 

5. Knowledge Management and Communications

  • Identify, document, and disseminate lessons learned, best practices, success stories, and innovative approaches related to gender-responsive programming. 
  • Prepare knowledge products, publications, communication materials, and case studies highlighting project achievements and impacts. 
  • Promote knowledge sharing across the RESOLVE, LoG4ABD, and SANABEL projects and contribute to UNDP corporate knowledge platforms and communities of practice. 

6. Gender Equality, Social Inclusion, and Safeguards

  • Ensure gender equality, human rights, and Leave No One Behind (LNOB) principles are integrated throughout project planning, implementation, monitoring, and reporting. 
  • Promote inclusive participation and equitable access to project benefits for women, youth, IDPs, persons with disabilities, and other marginalized groups. 
  • Ensure project activities comply with UNDP's Gender Equality Strategy, Social and Environmental Standards (SES), and other relevant corporate policies and safeguard requirements.

3.     Institutional Arrangement

Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth,  IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.

6.    Minimum Qualifications of the Successful NPSA

Min. Education requirements
  • Advanced university degree (master's degree or equivalent)  in Gender Studies, Social Science, Development Studies, Public Administration, Economics or related field is required, or  
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 
Min. years of relevant work experience  Minimum of [2] years (with master’s degree) or [4] years (with bachelor’s degree) of relevant experience of progressively responsible professional experience in gender mainstreaming, gender analysis, women's empowerment, or related fields, with a demonstrated focus on integrating gender equality into development programs, preferably in humanitarian, recovery, or resilience-building  
Experience, Knowledge, and skills 
  • Excellent knowledge of gender, gender mainstreaming, and women empowerment 
  • Proficient with conducting data analysis and reporting statistics

Desirable Criteria
  • Experience working on gender issues in conflict-affected, fragile, or post-conflict environments, with a strong preference for direct experience in Yemen or the broader Middle East and North Africa (MENA) region.
  • Proven track record in designing and implementing gender-sensitive monitoring and evaluation frameworks, including the collection and analysis of sex-, age-, and disability-disaggregated data.
  • Demonstrated experience in providing technical advisory services and capacity building to governmental institutions, civil society organizations, international NGOs, or UN agencies on gender mainstreaming.
  • Experience working within the Humanitarian–Development–Peace (HDP) Nexus and familiarity with resilience-oriented programming and value chain development is a strong asset.
  • Prior experience with UNDP or other UN agencies, including familiarity with their gender policies, reporting requirements, and results-based management systems, is highly desirable.
