Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
  • Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
  • Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
  • Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background

The United Nations Development Programme (UNDP) is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. UNDP Cambodia Country Office (CO) works in partnership with the Royal Government of Cambodia (RGC), non-government organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors, and the private sector to accelerate the achievement of Cambodia Sustainable Development Goals (CSDGs) and other national development priorities as set out in the Pentagonal Strategy for realizing the national vision 2050.  

 In Cambodia, the UNDP Country Programme Document 2024-2028 (CPD) identified three transformational shifts as priority for support during the next 5 years. The first shift is toward an economic growth model that accelerates inclusive growth, economic diversification, and human development. The second shift involves championing just energy transition, climate action and nature-based solutions as the foundation for national wealth, well-being, and resilience to shocks. The third shift is towards strengthening institutions, civic space, and participation as enablers for inclusive growth, access to rights and equal opportunities for all, whilst ensuring that the society at large is using the full potential of digital transformation. The CPD is aligned to national priorities and policies, particularly Cambodia’s vision 2050 and the Pentagonal Strategy-Phase 1 2024-2028. 

Duties and Responsibilities

The Advocacy and Outreach Analyst will undertake the following functions to ensure the effective implementation and impact of UNDP’s advocacy and outreach strategies:

Ensure Effective Advocacy and Strategic Communications

  • Support the design and implementation of advocacy and communication strategies aligned with UNDP priorities. 
  • Develop key messages, talking points, briefing notes, and advocacy materials. 
  • Produce high-quality communication outputs, including stories, press releases, social media content, and multimedia products. 
  • Ensure consistent branding and visibility in line with UNDP corporate guidelines. 
  • Monitor media coverage and provide analysis to inform communication strategies.

Ensure Effective Outreach and Public Engagement

  • Plan and implement outreach campaigns, events, and public engagement initiatives at national and sub-national levels. 
  • Coordinate workshops, forums, and dialogues to promote UNDP’s work and foster collaboration. 
  • Strengthen relationships with communities, youth groups, and other target audiences. 
  • Support innovative outreach approaches, including digital campaigns and knowledge-sharing platforms.

Promote Partnership Development, Stakeholder Engagement and Resource Mobilization 

  • Identify and map key stakeholders, including government, donors, private sector, NGOs, and academia. 
  • Support the development and maintenance of strategic partnerships to advance programme objectives. 
  • Facilitate engagement with partners through meetings, events, and joint initiatives. 
  • Contribute to resource mobilization efforts by supporting donor outreach and proposal development. 
  • Prepare partnership briefs and background materials for senior management engagement.

Facilitating knowledge management and sharing:

  • Document lessons learned, best practices, and success stories from programme implementation. 
  • Support preparation of reports, donor updates, and communication products highlighting results and impact. 
  • Maintain databases of partners, stakeholders, and outreach activities.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the direct supervision of the Resident Representative, the Advocacy and Outreach Analyst will supervise a Communications Assistant and collaborate closely with Programme, Project, Operations, and other Country Office teams to ensure coordinated implementation of advocacy and outreach activities.

Communications: 

  • Multimedia writing/editing: Ability to enhance the project’s presence through social, print, online, and outdoor media through impactful content writing, data analytics, and reporting. 
  • Creative direction and copywriting: Ability to creatively communicate concepts in an engaging and simple way.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Communications, Public Relations, International Development, Political Science, or related fields; or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of relevant professional experience in communications, advocacy, partnership, or outreach is required.

Required Skills:

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP. 
  • Experience in stakeholder coordination and partnership building with government counterparts, UN agencies, and donor organizations;
  • Experience in digital marketing, social media management, campaign development, branding, and event coordination;
  • Demonstrated ability to produce, edit, and tailor high-quality reports, briefs, and outreach materials for various platforms;
  • Previous experience with UN agencies or development organizations. 

Required languages: 

  • Fluency in Khmer and English is required.
