Background
Duties and Responsibilities
- Plan, organize, and manage operations and activities of the clinic;
- Create work plans and schedules for consultants and other personnel, monitor progress on an ongoing basis and ensure tasks are delivered on time;
- Formulate and update the clinic’s business plans and priorities to address any business or operational challenges (e.g. occurrence of pandemics or other disasters). Communicate with clinic personnel and unit heads on progress made or changes to be made;
- Improve the clinic’s efficiency quality, safety and effectiveness in delivering healthcare services, by overseeing regular training and refresher courses for personnel, along with annual retreats;
- Ensure compliance with the UN Financial Regulations and Rules, accepted audit recommendations, as well as regulations on medical standards and controls. Develops new procedures to improve the productiveness of clinic personnel and quality of patient care;
- Initiate and supervise recruitment and training. Supervise personnel, especially finance and administrative staff--including performance management, goal setting, and leadership/teambuilding support;
- Manage clinic finances, including patient fees and billing, reconciliation of invoices with amounts settled by insurance companies or UN Agencies;
- Liaise with clinic personnel in the coordination of patient care plans;
- Prepare and monitor short and long-term budgets and spending to ensure the clinic operates within funding limits and that needs are appropriately prioritized;
- Monitor availability of the clinic’s protocols, ensures these are updated regularly and executed as planned;
- Prepare all required information, documents, tables, budgets, accounts and progress against plans ahead of the management committee and executive committee meetings. Represent the clinic at meetings;
- Maintain and organize records of the clinic’s services, e.g. consumption of the clinic’s consumables and depreciation of equipment;
- Prepares yearly procurement plan and follow up with the procurement unit on achieving all procurement requirements for the clinic without delays;
- Work closely with physicians in different fields of specialization in the clinic, along with nurses, medical and clinical laboratory technicians, radiographer, pharmacists, insurance companies, etc.;
- Work with UN Agencies and other external entities, including insurance companies as required -- along with other ECA sections (Procurement, Human Resources) to realize the work stated above;
- Maintains confidentiality of patient cases and information;
- Provides other support as required.

- Communication Skills: The incumbent must be able to communicate effectively with other health professionals. Prepares reports that are easily understandable by all categories of stakeholders. He/she must pay attention to details as the job requires organization and maintaining schedules and billing information for different UN Agencies and insurance companies, including responding to ad hoc situations like disasters and pandemics. He/she must be able to understand and follow current regulations and be able to adapt to new laws.
- Teamwork: The incumbent must have good interpersonal skills to be able to discuss staffing problems and patient information with other professionals, such as physicians and health insurance representatives. He/she must be able to motivate and lead staff and be responsible for finding creative solutions to staffing or other administrative problems.

Required Skills and Experience
- Bachelor’s Degree in Healthcare Administration. Master’s Degree in Healthcare Administration or a related field is preferred.
- A minimum of six years of work experience (eight years with Bachelor's Degree) in either an administrative or clinical role at a health care facility or clinic is required.
- Experience in managing a health care facility or clinic is required; verifiable experience in managing budgets, medical billing and negotiating with suppliers and vendors; knowledge of procuring supplies, equipment, and personnel; to ensure that quality services are provided.
- Demonstrated ability to motivate and supervise clinic staff to perform their duties efficiently.
- Fluency in English and Amharic languages.
