Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

The primary focus of each Division of Operations, and the Office for Verification in Iran, is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions / Office implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

 

Main Purpose

 

The Senior Safeguards Technology Expert (Satellite Imagery) leverages his/her understanding of the various aspects of sensitive science and technology related to their area of expertise to deepen the IAEA's understanding of nuclear proliferation concerns related to both indigenous R&D and technology transfer and trading. He/she provides expertise in their field, evaluates related information and advises on verification of nuclear proliferation issues related to his/her expertise.

 

Role

 

Reporting to the Section Head, the Senior Safeguards Technology Expert (Satellite Imagery) is\: 1) a leader in imagery analysis, coordinating activities and staff in preparation of field activities, the State evaluation process and other complex analytical tasks; 2) a subject matter expert on multi-sensor imagery analysis, facilitating inter-organizational cooperation in the development and use of satellite imagery analysis and leading the regular review of safeguards relevant information, ensuring efficient processing and dissemination within the Department; 3) a strategist, promoting innovative methods and tools to advance analytical capabilities and secure information dissemination to achieve the goals and outcomes of the IAEA.

 

Functions / Key Results Expected

 

• Provides technical evaluation of State evaluation documents and in departmental working groups, preparing technical reports and advising on technology issues, as required.
• Develops evaluation methodologies related to the early detection of the possible misuse of nuclear material or technology through undeclared nuclear activities or related trade and activities of sensitive nuclear technology.
• Guides, reviews and evaluates the work with technical consultants on specific analytical and development projects.
• Plans, implements and reports on verification activities at headquarters and in the field, when appropriate, providing technical evaluations of State-level safeguards approaches and measures in terms of their effectiveness.
• Provides authoritative technical expertise and advice concerning nuclear proliferation issues and investigations on sensitive sciences and technology related to nuclear weapons research and development.
• Oversees the work of more junior colleagues, acting as a mentor and supporting their development, developing mechanisms to support collaborative working within the team.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced university degree relevant to the technical analysis of nuclear proliferation or remote sensors (such as remote sensing, geography, science, statistics, engineering, political science) or a related field.

Bachelor's Degree - A first level university degree relevant to the technical analysis of nuclear proliferation or remote sensors, with four additional years of relevant experience may be considered in lieu of advanced university degree.

Minimum of 10 years of experience in satellite imagery analysis, including experience relating to nuclear proliferation and nuclear related-infrastructure analysis.
Strong background in multi-sensor satellite imagery analysis with the ability to incorporate the analytical results into an integrated and high-quality analytical product.
Proven experience in and knowledge of procedure for handling sensitive technical knowledge and issues.
Experience in the design and implementation of new analytical concepts, processes and tools an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89837 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 44649, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
