Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
- Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
- Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
- Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates
Background and Organizational Context
The United Nations Development Programme (UNDP) is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is based on the merging of the United Nations Expanded Programme of Technical Assistance, created in 1949, and the United Nations Special Fund, established in 1958. UNDP, as we know it now, was established in 1965 by the General Assembly of the United Nations.

Position Purpose
Under the guidance and direct supervision of the Deputy Resident Representative (DRR), the Strategic Management Analyst, is in charge of the Management Support Unit which works in close collaboration with the Management in Resource mobilization strategy and strategic partnerships with key allies and stakeholders, Programme monitoring and oversight, information systems and knowledge management, projects’ alignment and implementation at the local level, and strategic communications, working with Programme and Operations Teams in the CO and programme staff in other UN agencies, UNDP Headquarters and Government officials, technical advisors and experts, multilateral and bilateral donors and civil society.
The Strategic Management Analyst, analyzes programme and donor trends, and leads in the identification of innovative programme activities with programme structure while providing support to the quality control of programme interventions.
Reflecting a cross cutting programme approach the incumbent will contribute to the promotion and observation of the Agenda 2030 and UNDP Gender Equality Strategy particularly with regard to the mainstreaming of gender equality in all programmes and projects.
Key Duties and Accountabilities
1.) Contributes to the strategic direction of UNDP programme, focusing on achievement of the following results:
- Contributes to the preparation/revision of CCA, UNSCDF, CPD, CPAP and other programmatic documents.
- Monitoring and following up the UNSCDF and CPD in close collaboration with programme areas, UNS agencies, HQ and national counterparts, making recommendations to the Management for eventual revisions and corrections.
- CO business processes mapping and establishment of internal standard operating procedures in results-based management (RBM) and control of the workflows.
- Support CO’s local level offices strategies, aligning their projects and implementation with the Programme and operational procedures defined by the organization.
- Support the implementation of a strategy of partnerships and mobilization of resources.
- Promotes the inclusion of cross-cutting issues (e.g. gender, human rights) in Programme/Project cycle to foster results expected and strength UNDP position to help address national challenges as part of its efforts to perform its mandate.
2.) Ensures effective strategic planning, results-based management and development of new business, focusing on achievement of the following results:
- Thorough analysis of requirements and summary of proposals for the preparation and annual review of the Country Programme Document (CPD), Country Programme Action Plan (CPAP).
- Provision of substantive inputs/ researched information for preparation of the CO annual Balanced Scorecard (BSC).
- Coordination of RBM processes.
- Conduct of the quarterly review of the targets and recommending steps to the supervisor.
- Analysis/ compilation of the inputs for the annual reporting.
- Review and analysis of all team plans to ensure the linkages with the CO’s targets and use for the preparation of AWP, monitor the targets to ensure consistency and uniformity in preparation of the team plans.
- Delivering of overall guidance and support to management of evidence and use of it for strategic decision making.
3.) Ensures supervision on monitoring, oversight and evaluation and programme finance:
- Implement adequate systems for continuously monitoring the Country Programme.
- Provide inputs and implement the evaluation plan in the Country Programme period and guarantees its implementation and the follow-up of the evaluation findings.
- Contribute to the establishment and follow-up of strategic indicators and systems on programme finance for recommending actions to the management when significant deviation from plans occurs.
- Maintains updated the office management on the situation of all budgets, expenditures, and other relevant financial and programmatic data for the appropriate Support the design and implementation of strategies that contribute to CO and local level offices financial sustainability.
4.) Ensures implementation of new tools and solutions for a successful strategic management and planning of the CO focusing on achievement of the following results:
- Provision of analytical reports/ recommendations in such areas as business process re-engineering, implementation strategies/approaches, operational practices, etc.
- Effective implementation of the internal Standard Operating Procedures, corporate formats and tools for the programme area in consultation with office management, assuring higher quality assurance standards.
- Timely preparation, implementation and update of the Programme Management Support Unit annual strategic plan assuring inclusion of new high-impact solutions to support improved management.
- Support to the implementation of corporate UNDP business solutions.
- Support the design, implementation and follow up of the different audits requested to or required by CO at the Programme and project level.
- Coordinate the management of information required by the CO enhancing the use of those information systems available and optimizing their relationship with others required.
5. Ensures facilitation of knowledge building and knowledge sharing in development issues and in the area of planning and management, focusing on achievement of the following results:
- Identification, synthesis and publication of best practices and lessons learned directly linked to results-based management and strategic planning in UNDP.
- Sound contributions to knowledge networks and communities of practice.
- Organization and conduct of training and learning events for the operations/projects staff on RBM and planning.
- Identify and develop strategic inputs for producing communicational material that allow CO’s internal and external positioning.
- Define a multiannual and multidisciplinary research agenda aligned with the Programme and country’s context involving key internal and external actors.
Supervisory/Managerial Responsibilities: Supervises programme and project staff.
Education
- Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience, Knowledge, and Skills
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in international development issues. Good knowledge of UNDP programming or strategic tools for planning, monitoring, and general knowledge of UNDP Practice Areas.
- Work experience in UNDP and demonstrated knowledge of UNDP policies and procedures will be an asset.
- Experience in inter-agency work will be an asset
- Experience in leading the implementation of global and/or regional corporate initiatives helping translate them to country contexts, securing buy-in from colleagues and counterparts and reporting on results will be an advantage.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
Language requirements
- Fluency in Spanish and English is required
- Knowledge of another UN language is desirable
