Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
- Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
- Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
- Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background
UNDP has been present in Belarus since 1992. The organization's mandate in Belarus is determined by the
Agreement between the Government of the country and UNDP of 24 September 1992, which requires UNDP to support and supplement the national efforts at solving the most important challengers of the economic development and to promote social progress and better standards of life.
The ICT Associate plays a crucial role in the Country Office (CO) as reliance on digital technology continues to increase in all office operations, projects, and programme deliveries. The ICT Associate drives UNDP’s digital transformation efforts in the CO to better enable, leverage and deploy technology solutions that help the CO implement new ways of doing business to work smarter and more efficiently, and ultimately to improve the way it provides value to UNDP partners, stakeholders, and beneficiaries.
Duties and Responsibilities
Ensure implementation of ICT strategies and introduction/ implementation of new technologies:
- Ensure compliance with corporate information management and technology standards, guidelines, and procedures for the CO technology environment
- Provide advice on and assistance in procurement of new ICT equipment for the CO and projects; and provide technical specifications and information on best options in both local and international markets. Review quotations and bids. Support with acceptance of procured IT equipment confirming its compliance with quality requirements.
- Develop and update the ICT annual plan. Ensure maintenance of measures in place for business continuity and disaster recovery processes and procedures.
- Provide support to the use of ERP functionality for improved business results and improved client services.
Ensure effective functioning of the CO hardware and software packages:
- Respond to and resolve help desk requests: provide technical support for both hardware and software issues the users encounter and quickly arrange repair for hardware in occasion of a failure.
- Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies.
- Install and test computer-related equipment; system performance tuning.
- Upgrade ICT systems as required for enhanced functionality and security issue resolution. Report any information security incidents or potential information security threats and take a proactive approach to information security.
- Provide technical support on organization of conferences, seminars, round tables, meetings and other online and offline events.
Provide automation and digitalization support for both CO Operations and Programmes:
- Support development of new automation tools using UNDP corporately developed platforms.
- Support provision of in-house development of tools for programme and operations as needed.
Ensure efficient network administration:
- Monitor the network connection on a daily basis to ensure a stable and responsive network environment.
- Operate network utility procedures; define network users and security attributes; establish directories, menus, and drive-mappings; configure network printers; and provide user access. Ensure UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of attacks.
- Implement cloud-based backup and restoration procedures for local drives.
- Ensure timely upgrade of LAN Infrastructure and Internet connectivity to meet UNDP requirements.
- Respond to user needs and questions regarding network access.
- Maintain up-to-date parameters of information for the network clients and electronic mail.
- Trouble-shoot and monitor network problems.
- Maintain an up-to-date inventory of software and hardware and stock of supplies and spare parts in cooperation with the Procurement Unit.
Ensure facilitation of knowledge building and knowledge sharing in the CO.:
- Identify and promote different systems and applications for optimal content management, knowledge management and sharing, and information provision.
- Organize training for the Programme, Operations and project staff on ICT issues.
- Synthesize lessons learned and best practices in ICT.
- Facilitate information collection and data input for audits and reports (e.g.EMT, etc.).
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
Education:
- Secondary education is required. OR
- A university degree (Bachelor’s degree) in Computer Science, IT systems &technology, Programming, Web development or related field will be given due consideration, but it is not a requirement
Experience:
- Minimum of 7 years (with high school diploma) or 4 years (with bachelor’s degree) of relevant administrative experience working in a mixed systems IT environment, and/or in network administration, hardware/software support, telecommunications, and/or supporting IT infrastructure is required.
Languages:
- Fluency in Russian and English is required.
Required Skills:

Ability to manage servers and networking equipment including installing, maintaining and upgrading of Microsoft Windows-based servers, desktops and laptops.

Strong understanding of different networking and telephony technologies.

Knowledge of LAN concepts and other fundamentals (Ethernet, Wi-Fi, DHCP, DNS, Fiber, 3G/4G/5G, Entra ID, Intune etc.).
