Organizational Setting and Work Relationships

The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR¿s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data. 
- Collect, collate and process information and perform data quality and consistency control.
- Produce summary statistics.
- Support the coordination of data collection teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.
- Perform other related duties as required.

REMUNERATION

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 9,121 and TRY 11,446 depending on relevant experience, dependency status and language proficiency. ======================================================================================================== OPERATIONAL CONTEXT

1.Nature of the Position

Turkey has been hosting the largest population of persons under temporary protection and international protection in the world for six years.  In 2020, Syrians make up the largest number with around 3.6 million individuals, almost half of whom are children and 46 % of whom are women and girls, followed by Afghans, Iraqis, Iranians, Somalis and other nationalities.  The ten provinces in South East Turkey under Sub-Office Gaziantep AOR host about 1.9 million Syrians. According to the Ministry of Interior, 98% of this population live in the host community while the remaining 2 % live in the temporary accommodation centres.
The Government of Turkey leads the protection of and assistance to refugees and asylum-seekers in the country. UNHCR Turkey complements the work of the Government by supporting the inclusion of refugees into the national system, making the services known to refugees and strengthening their availability and accessibility. As part of priority themes under the 3RP 2021-2022, increased engagement with local authorities in the provinces and municipalities are expected in the 10 provinces under the AOR of SO Gaziantep, including the  development of inclusive and inter-sectoral state-led coordination mechanisms.
The Turkey chapter of the Regional Resilience Plan 2021-2022 was launched on 17 February 2021.The 3RP 2021-2022 aims to strengthen alignment with the new UN Sustainable Development Cooperation Framework or UNSDCF (2021-25) and the 2030 Agenda and Sustainable Development Goals (SDGs). In line with the multi-stakeholder approach of the Global Compact on Refugees, the 3RP seeks to increase linkages and maximize complementarity, including with development actors and international financial institutions.

2. Interaction with Persons of Concern or External Stakeholders

The incumbent will be part of the Southeast Turkey Inter-Agency Coordination Unit (SET IACU). Under the supervision of Sub-Office Gaziantep, the SET IACU covers inter-sectoral coordination in 10 governorates of South East Turkey: Hatay, Adana  Gaziantep, Kilis, Kahramanmaras, Osmaniye, Malatya, Mardin, Sanliurfa, Adiyaman. 
As part of the  the incumbent's role h/she is expected to maintain regular interaction with a high number of external stakeholders in the performance of his/her duties, including with authorities, civil society and partners.

3. Reporting and Managerial Expectations

The Information Management Associate will be under the supervision of the SET IACU Assistant Information Management Officer, but will be expected to consult and coordinate with the Assistant Coordination Officer and under Unit's overall management by the Inter-Agency Coordination Officer. As part of Turkey's Coordination structure and the UNHCR Turkey operations, complementary activities and close cooperation is expected with other UNHCR Units and the national IM Working Group .

4. Additional Languages, Skills and Qualifications

Good interpersonal and communication skills, situational awareness, and maturity to liaise and  engage collaboratively and respectfully with stakeholders are essential.
Fluency in Arabic, knowledge of the region and operational context in Turkey and northern Syria will be considered as an asset. The closing date of the job opening is 13 April 2021.
