Background

 UNDP works in more than 170 countries and territories, helping to achieve the eradication of poverty and the reduction of inequalities and exclusion. UNDP has worked in India since 1951 in all areas of human development, from democratic governance to inclusive growth, to sustainable energy and climate and disaster resilience. 
 
The Inclusive Growth portfolio is anchored in the national priority of ‘accelerated growth with inclusion and equity, employment generation, and skill India’, aligned to outcome 1 of the UNDP strategic plan. While the focus of outcome 2 is on decent work and economic growth (SDG 8) and reducing inequalities (SDG 10), the UNDP comparative advantage in the sector as a facilitator and knowledge leader will be leveraged to strengthen institutional linkages between enterprise and skills-training providers and to identify synergies between national programmes and missions to assist marginalized groups’32 access to sustainable skills, jobs, livelihoods and productive assets. Solid gains can be expected in SDGs 1, 5 and 10, as well as the environmental SDGs 6, 7, 11, 15 and 17. 
 
The focus of the portfolio has been primarily women and youth from the marginalized communities across the country.  It takes into consideration that women face significant social and economic barriers in participating in India’s workforce. Under the portfolio, there are a number of projects being implemented, and one of the most significant being the project “Creating Employment and Entrepreneurship Opportunities for Women in India” (Disha) which is a multi-year partnership project between United Nations Development Programme (UNDP) and India Development Foundation (IDF), supported by IKEA Foundation. 
 
Apart from this, the partnership with the State Government departments, with private sector entities like the L&T Hero, and others, and with bi-lateral agencies like GIZ have lead to successful projects being conceptualized and implemented in the area of career guidance and counselling, apprenticeships promotion (with industry clusters), micro-enterprise development,  strengthening of the farm/non-farm and artisanal values chains, and developing second generations managers. 
 
In order to support, facilitate and promote the programmes under the portfolio, UNDP intends to engage a Communication Officer to plan and implement a programme communications strategy geared towards influencing the development agenda, ensuring public and media outreach on the programme mandate and results, supporting key flagship events, and supporting donor communications. The Communications Officer will work under the guidance and supervision of the Team Lead, Inclusive Growth and the Head of Communications will be based in New Delhi with travel across India. 
 

Duties and Responsibilities

Summary of Key Functions:
 
•Plan and implement internal and external strategies for communications and outreach;
•Build strong digital presence for the programme including on UNDP India’s corporate digital accounts such as the website; social media; Instagram and you tube;
•Support the Head of Communications and he core communications team on flagship campaigns and advocacy initiatives. 
•Facilitate knowledge building and knowledge sharing;
•Support to business development and donor relations.
 
Note: The incumbent will spend 70 per cent of staff time on the work related to Inclusive Growth and 30 per cent of time on campaigns and partnerships led by the core communications team.
 
 
Duties and Responsibilities: 
 
1.Ensure planning and implementation of internal and external strategies for communications and outreach
 
•Draft, finalize and support implementation of communications and outreach strategies for the project across multiple locations, in line with the overall CO guidelines
 
•Integrate advocacy and communication strategies into all aspects of programme planning, implementation and monitoring.
 
•Ensure quality assurance for high-quality knowledge products and dissemination plans, as per the UNDP branding and publication guidelines. 
 
•Support photo and audio-visual documentation of the project.
 
2.Build strong digital presence for the programme 
 
•Develop social media campaigns to further promote the programme and ensure development and dissemination of regular updates on UNDP India’s digital and social media platforms. 
 
•Create webpages and project updates for the UNDP India website on a regular basis. 
 
•Explore digital tools and platforms to increase visibility for the project, donors, partners and UNDP India. 
 
3.Facilitate knowledge building and management
 
•Draft and finalize newsletters and other multi-touch communications products to generate awareness of programme objectives and to share updates with beneficiaries and other local stakeholders;
 
•Prepare and produce newsletters for dissemination to key stakeholders, partners, the private sector and civil society;
 
•Ensure quality assurance for high-quality knowledge products and develop dissemination plans;
 
•Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
 
4.Supports policy advocacy and contributes to programme development 
 
•Analyze and support monitoring of communication activities and assessment of impacts and results and contribute to the preparation of reports and documents. 
 
•Provides support and inputs to various policy and programme documents prepared for various stakeholders including Donors and partners; and to the UNDP documents CCA, UNDAF, CPD and other documents;
 
•Identification and synthesis of best practices and lessons learned directly linked to programme goals and activities.
 
•Monitor practices, and project-specific news and developments in order to ensure guidance to the team that reflects the best and most current available information. 
 
5.Supports the business development   
 
Campaigns:
 
•Promoting public information campaigns on activities, UNDP, the SDGS and so on;
 
•Promoting and disseminating corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.   
 
Outreach:
 
•Ensure increased media coverage, public engagement and better understanding of the UNDP’s work in the country, in collaboration with Government, development partners and donors, wherever possible, in consultation with the Head of Communications, UNDP India. 
 
•Support donor reporting, civic education and community awareness, as and when needed, to support the project implementation.
 
•Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, in consultation with Head of Communications, UNDP India. 
 
Public information:
 
•Ensure audience-centric communication materials and public information for prompt and effective responses to inquiries.
 
•Support crisis communication response, if situation arises, in consultation with the Head of Communications, UNDP India.

Required Skills and Experience

Education:
 
Master's degree in media relations, journalism, publishing and/or social sciences. 
 
Experience:
 
•Minimum 7 years of relevant experience at the national or international level in public relations, communications or advocacy;
 
•Previous experience with a multilateral or international organization is helpful but not mandatory;
 
•Experience in content creation, social media management and community engagement will be essential.
 
•Knowledge of basic design software will be preferable but not necessary. 
 
•Good knowledge and experience in handling of web-based management systems; and handling video documentation.  
 
•Good team player and the ability to adapt to changes in the team and work environment, if needed. 
 
Language Requirements:
 
Excellent knowledge of written and spoken English and Hindi is essential.
