Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background

Tanzania has maintained relative peace and stability for decades, positioning itself as a beacon of harmony in the region. However, emerging socio-economic and environmental challenges such as youth unemployment, climate-induced stresses, and localized tensions pose risks to this stability. With over 60% of the population under 25, young people represent both a demographic dividend and a potential source of vulnerability. Their meaningful engagement in peacebuilding is critical to sustaining peace and achieving inclusive development. The Tanzania Development Vision 2050 identifies Governance, Peace, Security, and Stability as its foundational pillar, emphasizing good governance, justice, and strong local governance. In 2025, UNDP, in collaboration with the Government of Tanzania, supported by the UN Peace and Development Trust Fund—the Secretary General’s Peace and Security Sub-Fund, has officially launched the second phase of the Dumisha Amani project. This new phase aims to deepen peace building, strengthen community resilience, and unlock inclusive development across Tanzania mainland and Zanzibar. The project is implemented with in collaboration with key partners, including the President’s Office – Youth Development (PO-YD) in Tanzania Mainland, the Second Vice President’s Office (SVPO) in Zanzibar, civil society and youth-led and community-based organizations.

Duties and Responsibilities

Strategic Planning & Implementation of Dumisha Amani II Interventions 

  • Support UNDP and Government partners to develop detailed implementation plans aligned with 
    national youth policies and Dumisha Amani-II objectives.
  •  Ensure synergy and alignment of Dumisha Amani II activities with national strategies, existing 
    peace assessments, and complementary initiatives. 
  • Work closely with UNDP technical teams to ensure effective coordination, quality assurance, and 
    timely delivery of Dumisha Amani II activities. 

Multi-Stakeholder Coordination & Partnership Management

  • Facilitate coordination between UNDP, government institutions, CSOs, community structures, and development partners. 
  •  Provide technical inputs to strengthen multi-stakeholder collaboration across Tanzania Mainland and Zanzibar. 
  •  Lead stakeholder consultations, interviews, meetings, and organize validation workshops for priorities and proposed interventions.

Peace for Infrastructure Strengthening

  • Provide technical support to strengthen national and community peace infrastructures, including coordination mechanisms for conflict prevention, management, and resolution.
  •  Support capacity-building activities for community policing structures and other local peace mechanisms to enhance their effectiveness in addressing community security and peacebuilding challenges. 
  • Support the establishment, strengthening, and operationalization of community policing initiatives as platforms for enhancing community safety, social cohesion, and trust between communities and law enforcement agencies.

Peacebuilding Action Plans Support

  • Provide technical leadership and coordination support for the implementation and monitoring of the National Action Plan on Youth, Peace and Security (NAP-YPS).
  •  Facilitate and provide technical guidance to government and community stakeholders in the development, review, and implementation of Community Peacebuilding Action Plans. 
  • Support consultations, stakeholder engagement, and capacity-building initiatives to ensure inclusive and evidence-based peacebuilding planning processes.

5.Peace and development Nexus Improving

  • Support the establishment, operationalization, and sustainability of youth centres as platforms for youth engagement, social cohesion, peacebuilding, skills development, and community resilience. 
  •  Provide technical assistance to government counterparts, local authorities, and community stakeholders in integrating peacebuilding approaches into development planning and implementation processes.
  • Contribute to capacity-building, knowledge-sharing, and evidence generation on effective approaches for linking peacebuilding and development interventions.

6.Gender Equality Integration

  • Ensure all Dumisha Amani II interventions fully integrate gender equality principles.
  •  Promote meaningful engagement of young women and girls through gender-responsive tools, training modules, and monitoring approaches.

Monitoring, Reporting & Knowledge Management

  • Develop M&E tools to track Dumisha Amani II progress, including youth participation, gender outcomes, and peacebuilding impacts.
  •  Lead collection and analysis of qualitative and quantitative data, and document success stories and best practices to enhance learning, visibility, and evidence-based programming.
  • Prepare technical reports, lessons learned, case studies, policy briefs, and communication materials. 
  • Produce high-quality knowledge products and reports for internal and external stakeholders.

Technical Support to the President Office-Ministry of Youth

  • Support the line Ministry in developing the strategy for youth development that aligned with the government priority areas. 
  • Assist in effective coordination among the government and different development partners.
  • Ensure technical advice, management inputs and coordination to strengthen the UNDP’s work on youth, peace and security.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement 

The Project Analyst will work under the direct supervision of the Project Manager- Dumisha Amani II. The incumbent will be part of the UNDP Office in Dar es Salaam and will also liaise closely with other team members in implementation of the activities.

Required Skills and Experience

Education

  • Advanced university degree (master's degree or equivalent) in the field of Law, Political Sciences, International Relations, Development studies, Social Sciences or related field is required OR 
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience

  • Minimum two (2) years (with master’s degree) or four (4) years (with bachelor’s degree) of relevant professional experience in the field of Law, Political Sciences, International Relations, Development studies, Social Sciences or related field is required.

Desired skills

  • Experience in programme/ project management 
  • Experience in networking with partners at all levels 
  • Strong experience in peace and security sector - Proven experience in project management, including budget planning, financial management, monitoring and evaluation, and project reporting 
  • Experience in managing and implementing field cooperation activities and programmes, and/or dealing with countries at risk of violent extremism, preferably with international organizations 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages

Languages:

  • Fluency in English is required. 
  •  Fluency in Kiswahili is required.
