Forest Solution Realised/ Masyarakat Hutan Adat (MHA)
This project supports Indonesia in accelerating the legal recognition and designation of Customary (Adat) Forests as part of its Social Forestry framework by operationalizing the newly established national Task Force under the Ministry of Forestry. It strengthens legal, institutional, and data systems needed to recognize Indigenous Peoples and Local Communities (IPLCs), improves coordination across government and civil society, and builds capacity for conflict mediation, mapping, and policy implementation. The project also advances Indonesia’s international commitments on forest tenure rights through strategic advocacy toward COP30, while piloting provincial action plans to model scalable approaches. Ultimately, the initiative aims to safeguard indigenous rights, enhance forest governance, and contribute to national climate goals such as the FoLU Net Sink 2030 target.

Under the supervision of the Democratic Governance Cluster Lead (currently assigned to Gender Analyst) and matrix supervisor to Technical Coordinator, the NPC will act as the lead technical capacity to oversee the day-to-day substantive implementation of the MHA project. The incumbent will undertake close coordination with technical coordinator, direct supervisor, and Team Leader HDRG, in providing technical liaison, high-level responses to strategic inquiries from external and internal stakeholders, while ensuring alignment with UNDP’s programmatic standards.

The NPC supervises project support team and works in close collaboration with programme team as well as operations team in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the UNDP project/programme. The incumbent will also conduct project quality assurance, and deal with relevant operational issues including support to regular monitoring.

 

Scope of Work


1.    Manage and supervise the project team to ensure effective implementation and achievement of results:
•    Ensures day-to-day coordination and timely implementation of the project planned activities, monitoring progress, managing project risks, capturing lessons learned, etc.;
•    Coordinates with the project team and ensures coherency of the support provided;
•    Mobilizes goods and services and other project inputs, including timely and proactive preparation of ToRs for experts, consultants, meetings and workshops;
•    Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
•    Develops the project standard operating procedures in line with the government, and UNDP’s
regulations, and takes responsibility for updating and revising it as necessary;
•    Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
•    Consults with Technical Coordinator for any issues that require attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget);
•    Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.


2.    Ensure effective planning, budgeting, and implementation of the project:
•    Implement project work plan and ensures that the project remains within the tolerance level of the approved work plan;
•    Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
•    Prepares documents required at a technical and financial level, such as monthly reports, quarterly reviews, and annual reviews of Project Implementation, in line with the standard template and presents it to the HDRG Cluster Coordinator on a timely manner;
•    Ensure high quality and results oriented progress reports in compliance with the M&E guidelines, including (but not limited to) periodic status/progress reports, final report, etc.;
•    Provides additional inputs and data for external project reports as necessary and required by the HDRG Cluster Coordinator;
•    Liaises with UNDP’s Management Performance and Oversight Unit to initiate project review and evaluation processes, and supports the conduct of such exercises under the overall management ofthe task manager as designated by MPO;
•    Lead on documenting the lessons learned from the project and providing recommendations for replication and up-scaling, and how these results support UN development goals.


3.    Create and nurture strategic partnerships and support to the implementation of resource mobilization:
•    Maintains links of project implementation communication between the Project team and the Ministry of Forestry and the country office for provision of effective support and assurance;
•    Works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
•    Consults with the Team Leader Human Development  and Responsive Governance (HDRG) and Technical Coordinator on identification of opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
•    Ensure project visibility and implement awareness of the project with support of the project and the communication teams, and other relevant communications units from counterparts.
 

4.    Facilitate knowledge building and management for and from the project implementation.
•    Provide technical guidance to all project staff, consultants, and project executing partners who should provide similar outputs;
•    Support in providing technical input to working documents, studies and technical reports as required in project activities on the topics of MHA;
•    Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
•    Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
•    Support the design and operation of workshops/events/seminars/forums and expected outcomes;
•    Provide support to capacity building programs by designing themes and specific topics and structuring courses tailored to the background of participants, with a focus on enhancing key stakeholders’ understanding of MHA andbeyond;
•    Facilitate expert group meetings, panels, round tables, training seminars, workshops, etc.;
•    Prepares talking points, Op-ed, statements, speeches and other inputs for presentations by senior staff on MHA issues;
•    Prepares briefs and knowledge management materials on issues relating to MHA in generating knowledge products such as best practices and lessons learnt for knowledge sharing;
•    Contributes to knowledge networks and communities of practice.
