In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
UNDP Montenegro has a longstanding partnership with the Government of Montenegro in advancing digital transformation, focusing on digital government infrastructure, e-services, interoperability, institutional capacities and digital skills. This support is aligned with national priorities and Montenegro’s EU accession process, helping institutions strengthen their ability to meet evolving EU standards and deliver more efficient, accessible and citizen-centred public services. A particular focus has been placed on using digital technologies to make public services more accessible, efficient and responsive to the needs of general population. UNDP has supported the development of key digital government infrastructure, as well as the development of increasingly sophisticated electronic services. These interventions aim to improve interoperability across public administration, shorten administrative procedures, reduce administrative burdens and enable faster and more user-centred delivery of public services.
Digital transformation is increasingly important to Montenegro’s EU accession, supporting stronger interoperability, data management, transparency and institutional efficiency. Within the Ministry of Foreign Affairs, this is particularly relevant to the continued modernisation of the national visa issuance system. Alignment with the EU visa and Schengen acquis requires not only procedural and policy adjustments, but also secure, interoperable and sustainable digital systems and the institutional capacity to manage evolving technical requirements.
Building on its cooperation with the Ministry, UNDP will support the modernisation of the Montenegro Visa Information System and the related technical infrastructure. The intervention will combine system development, infrastructure upgrades, capacity building, training and technical assistance ensuring continuity of services while strengthening the Ministry’s readiness to respond to future EU requirements.
Duties and Responsibilities
Under the oversight of the Team Leader for Governance and Responsive Institutions and direct supervision of the Programme Analyst for Digital Governance Acceleration in the UNDP Office in Montenegro, the Project Analyst will support the day-to-day coordination and implementation of the intervention, working across project management, policy and technical areas. Through close coordination with the Ministry and technical specialists, the position will help ensure that system development, infrastructure, capacity building and stakeholder engagement are implemented coherently and on time, contributing to more efficient, secure and sustainable visa-related services.
The Project Analyst will ensure effective and efficient implementation of relevant project activities and delivery of the results as per the annual workplans, and in line with the prevailing UNDP rules and procedures, as well as with due compliance with the UNDP Internal Control Framework. The Project Analyst will execute duties and responsibilities outlined below in the following functional areas:
Support partnerships and advocacy activities at project level:
- Manage and implement project activities in a gender-sensitive and inclusive manner, while ensuring effective coordination of technically complex activities related to the digitalisation and modernization of Montenegro’s visa issuance system, including the development and deployment of the new Visa Information System and supporting technical infrastructure
- Contribute to the further development of the project through its promotion and partnership-building with the Ministry of Foreign Affairs, relevant national institutions, diplomatic and consular missions, international partners, EU stakeholders, and technical service providers involved in visa management, digital transformation, interoperability, and EU accession
- Coordinate resource mobilization activities and engage in dialogue with donors for activities within the project framework
- Maintain regular communication with donors and actively participate in the design and development of follow-up and complementary projects
- Contribute to the formulation and development of new projects and strategic plans aligned with UNDP’s strategic focus, national priorities, Montenegro’s EU accession commitments, and gender equality objectives, drawing on lessons learned from the implementation of technically and operationally demanding digital transformation interventions
- Advise UNDP on strategic and technical matters related to the digitalisation of visa services, EU visa policy and the Schengen acquis, interoperability, data exchange, biometric systems, cybersecurity, data protection, digital public services, and institutional readiness
- Monitor implementation progress and ensure quality, accuracy, and timeliness of reporting to donors and project partners, and internally within UNDP
- Maintain regular communication with other UN Agencies, CSOs, international organizations, EU institutions and partners, and relevant stakeholders interested in supporting digital transformation
- Identify and develop new interventions aligned with national priorities and Montenegro’s EU accession trajectory, building on UNDP Montenegro’s existing portfolio and practical implementation experience, including opportunities to further strengthen the Ministry of Foreign Affairs’ digital and institutional capacities and to scale up or replicate interoperable, secure, and user-centred digital solutions across relevant public administration services
Ensure management of the project and implementing activities, in accordance with the UNDP policies and procedures:
- Assist in identifying and mobilizing relevant technical expertise required for project and activity implementation, including specialized inputs related to information systems development, business-process analysis, system architecture, interoperability, cybersecurity, biometric technologies, ICT infrastructure, testing, deployment, and quality assurance
- Advise the respective Programme Analyst and Team Leader on potential adjustments of actions, sequencing, and procedures, considering evolving implementation requirements, operational constraints, risks, EU accession requirements, changes in EU visa-related systems and standards, and technical or institutional considerations affecting the project implementation
- Maintain regular communication and provide advisory and implementation support to identified institutional partners, particularly the Ministry of Foreign Affairs and relevant diplomatic and consular missions
- Organize and manage project teamwork in line with the Project Document
- Supervise and coordinate consultants and vendors - prepare and assign tasks, monitor progress, and ensure effective coordination across technical and operational functions. Ensure their timely coordination and recruitment, including profiles with strong technical, ICT, information systems, cybersecurity, data management, interoperability, and digital transformation backgrounds, in line with UNDP procedures and gender-sensitive recruitment principles
- Ensure that project work plans are prepared and updated in a timely manner and accurately reflect project objectives, outputs, implementation phases, system development and deployment activities, procurement processes, capacity-building activities, and delivery milestones as defined in the Results and Resources Framework
- Ensure that procurement of goods and services under the project is undertaken in an optimal, timely, and quality-assured manner, in compliance with UNDP rules and relevant technical, information-security, data-protection, and operational standards
- Identify, assess, and manage potential project and reputational risks, and propose appropriate mitigation measures in coordination with the Programme Analyst for Digital Governance Acceleration
- In cooperation with the Project Assistant, support the maintenance of complete and accurate financial and accounting records for all project activities (budget, commitments, expenditures, income), ensuring proper follow-up on expenditures, approvals, and financial reporting
- Be responsible for the title transfer and proper registration of all assets procured and used under the project, including ICT equipment and other technical assets provided to the Ministry of Foreign Affairs and its relevant diplomatic and consular network
- Monitor use of project resources, including approval of requisitions in Quantum (UNDP’s ERP system) and certification/confirmation of receipt of goods and services
- Ensure that outputs and results produced by the project are adequately documented and communicated, in coordination with relevant institutions and donors, including progress and results related to the development, testing, deployment, and operationalization of the Visa Information System, supporting infrastructure, institutional capacity-building, and alignment with EU requirements
- Regularly monitor relevant developments, events, and topics in local, regional, and international media related to the project’s thematic scope.
Ensure implementation of knowledge management activities:
- Capture lessons learnt during project implementation and support development of case studies and storytelling for portfolio results, with particular focus on the digitalization of national platforms, institutional capacity-building, and alignment with evolving EU requirements
- Facilitate strategic innovation processes using established frameworks, applying systems thinking and portfolio approaches to digital transformation and modernization of national platforms
- Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices, particularly in relation to digital public services, information systems, interoperability, cybersecurity, biometric technologies, and EU accession-related digital transformation
- Contribute to the learning and knowledge sharing within UNDP and among external partners at the country, regional and global levels
- Participate in regular internal meetings, training events, communities of practice, and other relevant knowledge-sharing and learning activities.
Ensure gender mainstreaming:
- Ensure gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail.

The results of the work of the Project Analyst have a direct impact on the implementation of the project and the achievement of expected outcome(s). The results have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc.) to meet expected results and contribute to the overall success and impact of the UNDP Office in Montenegro.
Institutional Arrangement:
The Project Analyst reports to the Programme Analyst for Digital Governance Acceleration in the UNDP Office in Montenegro. S/he works in close collaboration with other members of the Governance and Responsive Institutions Cluster – especially within the digital portfolio, other clusters in the Country Office, the Operations team, UNDP global and regional teams, other UN Agencies staff, government officials, technical advisors and experts, multi-lateral and bi-lateral donors.
The Project Analyst will directly supervise one Project Associate responsible for the technical project support, while s/he will also be supported by the Programme Associate for Governance Cluster responsible for administrative/finance project support.

Required Skills and Experience
Education:
- Advanced University degree in Social Sciences, Technical Science or other related field is required, or;
- A first-level university degree (Bachelor’s Degree) in the above fields in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in management and coordination of projects in digital.
Desired skills:
- Experience in the use of computers and office software packages (MS Word, Excel, PowerPoint, etc.), including advanced knowledge of spreadsheet, database, and digital project management applications
