To ensure that effective WHO country presenceis established to implement WHO country cooperation strategies that are alignedwith Member State's health development agendas and emergency/resilienceprogrammes and harmonized with the United Nations country teams.


Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:Strategic and managerial:1.Participate actively in the strengthening and operation of an emergency response and regular supply chain system of the WCO through defining and developing a country response strategy, as well as the WHO Emergency supply chain strategy. 2.Plan and oversee the effective transportation, delivery and storage of national and international operational support and programme supplies, for WHO's operations in the field to ensure the implementation of WCO procurement plan in consultation with programme managers3.Establish partnerships and operational synergies with the national authorities in leading and coordinating the national distribution plan of essential items to the health facilities network4.Lead and manage the OSL Team to ensure adequate supply activities to the WHO emergency operations ensuring compliance of the services provided with the OSL procedures and the WHO/OSL quality standards5.Liaise with responsible officials to coordinate and ensure timely and efficient customs clearance, reception of international supplies; adapt existing or develop and implement inventory/stock control management mechanisms; develop and apply monitoring tools, and reporting systems. 6.Develop a Supply Chain monitoring dashboard and follow KPIs to monitor the supply operation efficiency.7.Lead and ensure the continuous improvement of WHE supply chain through regular meeting with Regional OSL team and other UN partners.Operational & Tactical:8.In close collaboration with regional OSL team, develop and implement supply chain management and monitoring tools.9.In close collaboration with technical teams, centralize the requests, develop a procurement plan and execute it together with Country Office Procurement team.10. Develop and implement pipeline-monitoring system. Regularly update the pipeline and communicate with concern technical units.11. Coordinate with Regional OSL team and freight forwarders for tracking of shipments and organize timely clearance of shipments upon arrival. 12. Coordinate with national authorities including but not limited to regulatory bodies, ministry of foreign affairs and custom department for import approvals and clearance.13. Plan and oversee local transport and warehousing of medical supplies through long-term agreements if required. 14. Establish an inventory management system, manage WHO warehouse and oversee reception, stock management, shelf life management and distribution of medical supplies.15.ImplementWHO standards and policies across the whole supply chain and ensure minimum distribution and storage practices for medical supplies



Essential: Master's degree in supply chain management or logisticsor business management or related field.
Desirable: Degree or training in humanitarian or disastermanagement.


Essential: At least seven years' related experience and exposure at the national and international levels in supply chain management including field based operational experience at the national level.
Desirable: Experience with managing capacity building initiativesin international organizations, multilateral institutions or NGOs


-->Demonstrated knowledge and competency in supply chainoperations management and/or procurement in an emergency context, with provenability to create and implement critical strategies, tactics and operationswith multi-stakeholder partnerships, combined with sound organizational, -->Analytical and managerial skills and proven ability tomulti-task, identify and solve problems and produce results under pressure. -->Excellent interpersonal and leadership skills with awareness and understanding of cultural and political sensitivities. -->Ability to write and synthesize technical information in a clear and concise manner. -->Diplomacy, tact and discretion.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2104 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
