Green Growth Program Officer

The Green Growth Program Officer applies specialized conceptual knowledge and is in charge of carrying out analytical and coordination work related to the Country Program management and provides a wide range of contributions in support of delivery of components/workstreams, capacity building, communications and maintain effective program reporting of the Country Program in line with GGGI corporate policies, standards and protocols.

 

INTRODUCTION

 

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI operations in Cote d’ivoire officially started in 2020, with the country still in its early stage of cooperation with GGGI. The country’s membership ratification process was completed September 2020. Ahead of this, GGGI conducted a series of pre-scoping missions. The Government’s ambition to ground its development actions on a green growth approach led to the establishment of the Ministry of Environment and sustainable development. Furthermore, the Country’s new development strategy – (Plan National for Development – PND) – aims to reverse environmental degradation trends and ensure sustainable management of natural resources. In this regard, PND implementation guidelines include Improved environmental governance and the mainstreaming of green economy perspectives in development policies.

Reporting to the Country Representative, the Green Growth program officer will play an important in developing and implementing GGGI’s operations comply with the policies, procedures, guidelines, rules and regulations of the organization.

PURPOSE

 

  • Implements a specific part of a programs or projects, including budget, project monitoring and evaluation and project models that align with national development priorities and can be promoted to the donor community.
  • Analyze dynamic contexts and evolving green growth needs & priorities of the country and integrate them into design and implementation of country program plans and activities
  • Compile through research case studies and other illustrative materials that give practical guidance to identify specific project initiatives where green growth can be most effectively illustrated;
  • Apply institutional strategy (“GGGI Strategic Plan 2030”) and country engagement strategy (“Country Planning Framework”) to the design and development of yearly program plans and activities for the alignment with GGGI core values and corporate priorities and formulate the Country planning framework.
  • Assist in developing result reporting of program activities internally and externally 

 

 ENGAGEMENT

 

  • Support stakeholder engagement and strategic relations building with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations.
  • Builds support and understanding working closely with national counterparts for application of green growth in development planning;
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach
  • Understand project methodologies and provide a wide range of contributions in support of delivery of components/workstreams in the country program.
  • Apply sufficient technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output;
  • Acquire information/knowledge by participating in the assessment of program needs and resources to assist in program design, development and implementation;
  • Engage with other country teams, units and divisions of GGGI on identified joint  activity opportunities to ensure integrated delivery as “One GGGI”

 

DELIVERY

 

  • Understand the project cycle and organize analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle;
  • Assess delivery issues and work with national counterparts to build common understanding and coordination on project activities to ensure attainment of objectives against established timeframes.
  • Perform data collection and analyses to build and maintain country specific knowledge base.
  • Develop result reporting of program activities and facilitate internal and external communications.
  • Develop project execution modality and documents across project management cycle per country.
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
  • Organize program activities including policy consultation and validation meetings & workshops, capacity building programs based on yearly/ biannual work programs and budget plans

 

REQUIREMENTS
QUALIFICATIONS

 

  • Master’s degree in Management, Environment, Finance, Economy or other relevant areas. A combination of Bachelor’s Degree with two additional year of work experience may be accepted in lieu of the Master’s Degree. PhD’s degree is an added advantage.
  • Preferably 5-7 years of progressive experience in office services including program development, Proposal writing, and related area. Experience with the UN system or other international organization is a plus.
  • Good understanding and relationship with Cote d’ivoire environmental key stakeholders;
  • An excellent command of spoken and written French and English. Fluency in the local language is preferred.
  • Ability to prepare written reports and business correspondence, both in French and English.
  • Familiarity with Green Growth and Cote d’ivoire context with solid experiences dealing with government counterparts

  • Experience coordinating successful functions and events (workshops, meetings, etc.) that are smoothly run and well-facilitated.
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.),  
  • Exceptionally organized with excellent prioritization skills.
  • Excellent communication, presentation and writing skills.
