The Hashemite Kingdom of Jordan is an upper-middle income country with a population of 10 million, of which 70% are under 30 years of age. Despite the unprecedented socio-economic and political hardships and stresses induced as a result of the regional and global volatility and the COVID-19 pandemic, Jordan has demonstrated effective resilience capacities in mandating stability and responding to crises, including the Syrian one. Nonetheless, the Kingdom is vulnerable to socio-economic and political exclusionary challenges and factors, including: high population growth, rising cost of living, high unemployment, low economic growth and low confidence in governmental institutions. These factors have exacerbated risks to community security, equal access to justice and hence disturbed social cohesion and intensified concerns over the threat to Jordan’s sustained peace and human security.

Jordan 2025’s National Vision & Strategy established that the government is committed to continuing a political reform agenda with a focus on strengthening public confidence in political processes and deepening democratic, accountable and responsible institutions. The reform process was accelerated by a slowdown in economic development and growing rates of unemployment and underemployment in all regions, particularly among women and youth. 

In spite of the diversified health and socio-economic challenges Jordan is encountering as a consequence of the COVID-19 pandemic, social resilience created as a tool to combat these the pandemic’s negative consequences produced an opportunity for further decentralization, accelerated the need for an open government[1] and confirmed the importance of continuing the digital transformation in Jordan.

UNDP employs a comprehensive multi-sectoral approach to support national efforts to enhance social cohesion, boost gender justice and combat negative impacts of violent extremism through the implementation of a coherent and interlinked set of interventions. These interventions employ participatory approaches that work on the policy, as well as the grassroots levels to ensure reaching common understanding and generate the needed ownership on both levels. Utilizing this participatory approach in planning and implementation does not only support tackling problems’ root causes and combat its negative socio-economic and political consequences, but support strengthening institutional capacities to be responsive and accountable, empower local communities to become active partners and generate the needed ownership through linking the local, sub-national, and national levels.

The Preventing Violent Extremism and Resilience programme at UNDP Jordan country office supports the stabilization and resilience-building of Jordan through a comprehensive approach that tackles identified drivers of the violent extremism and supports the Government of Jordan in implementing its National Action Plan (NAP) on Prevention of Violent Extremism (PVE) and related activities.

To this end, UNDP Jordan seeks to hire a Project Officer to provide technical and operational advice to the project.  


 

Duties and Responsibilities

Under the overall guidance of the Governance and Peace Pillar Team Leader, and the direct supervision of the Senior Programme Specialist, the Project Officer, Prevention of Violent Extremism (PVE) and Social Cohesion, will be responsible to provide technical and operational support on: PVE, social cohesion and Human Security in the Jordanian context; project management and coordination; research and analysis on policies and practices related to PVE, social cohesion and human security.

The Project Officer is envisaged to build solid relationships, networks and partnerships at the national and local levels to be able to address the root causes of violent extremism and enhance social cohesion. in addition, s/he shall establish a monitoring and evaluation network for the PVE and social cohesion activities in the Kingdom. 

Project Coordination

  • Review and monitor the implementation and delivery of projects work plans;
  • Coordinate with implementing partners, regularly review and closely monitor timely and quality delivery, including observing and tracking expenses and monthly follow-ups;
  • Manage the development of monthly/quarterly/yearly work plans and related budgets;
  • Draft TORs for national and international consultants and request for proposals (RFP) and participate in the evaluation and selection process, if requested;
  • Collaborate with relevant government institutions and other NGOs/CBOs/CSOs, for the development, monitoring, analysing and reporting of the Crisis Risk Early Warning System;
  • Undertake and oversee the implementation of tasks within the framework of the designated projects and accelerate the implementation of the activities in full alignment with the PVE NAP;
  • Identify and recommend M&E potential partners, including youth activists, CBOs amongst others and articulate gaps in skills, knowledge and attributes to be bridged to further accomplish PVE and social cohesion M&E activities in Jordan;
  • Closely collaborate with other members of the Pillar as well as the PVE and social cohesion project team.

Monitoring and evaluation

  • Support the Senior Programme Specialist in reviewing and monitoring of the project activities and draft analytical monthly narrative reports on the progress, accomplishments, challenges, lessons learnt etc.;
  • Observe the implementation of the activities to flag potential risks, delays and issues;
  • Regularly review and monitor and evaluate national PVE and social cohesion activities/results, and report back to the project team.

Research and analysis

  • Carry out research and analyse relevant data and information, new development, existing regulations, guidelines, government strategies relevant to the PVE and social cohesion portfolio to identify early warning signs related to human security in Jordan;
  • Observe and analyse developments of the PVE and social cohesion practices/policies nationally, regionally and globally;
  • Participate in the design of evidence-based initiatives to promote the role of PVE and social cohesion in the 2030 Agenda and human security.

  • Perform any other tasks, based on requests from the Senior Programme Specialist, Team Leader and/or CO Senior Management.

Required Skills and Experience

Education:

Bachelor’s degree in social sciences, business administration, economics, sociology, social anthropology, or any related field.

 

Experience:

  • Over 5 years of relevant working experience in the field of PVE, peacebuilding, development, gender, social protection, youth, human security, or any other relevant area.
  • Experience in community engagement in the areas of: PVE, peacebuilding, community development, youth and women empowerment, local governance and gender.
  • Experience in project management, particularly in the area of PVE, social cohesion, human security or community resilience is a plus.
  • Previous work experience in UN agencies or international organizations is an asset.

Language Requirements:

Fluency in both English and Arabic (written and spoken).
