Background

“Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA)” is a global programme funded by the German Federal Ministry of Environment, Nature Conservation and Nuclear Safety (BMU) and implemented by UNDP and FAO in 12 countries. The Ethiopia programme will be implemented by FAO Ethiopia and UNDP Ethiopia offices. 
 
Against this backdrop, FAO/UNDP Ethiopia Office  would like to recruit a National Project Coordinator (NPC) to Coordinate implementation of the programme.
 

Duties and Responsibilities

General Description of task(s) and objectives to be achieved:
 
The NPC is responsible for formulating, implementing, monitoring, and reporting on the coordinated FAO and UNDP collaborative work-plan for Ethiopia. He/she will report to the Add post in FAO and Add post in UNDP in Ethiopia. He/she is expected to liaise between ministries, national NDC units and the global project team, in particular work in close collaboration with the Ministry of Agriculture (MoA), Environment, Forest, Climate Change Commission (EFCCC) and Ministry of Finance (MoF),and coordinate with FAO Natural Resource Officer in Rome, the UNDP SCALA Programme Officer and the Global Coordinator/Technical Specialist on National Adaptation Plans. He/she will be based within the NDC Coordination Unit or MoA in Ethiopia).
 
When necessary the NPC will guide the assessments, consultations, capacity development and advocacy work technically and facilitate effective communication between line ministries and relevant individuals and institutions involved. Knowledge management, communication, and reporting activities are also responsibilities of the Technical Specialist. 
 
The NPC is expected to possess a strong mix of technical expertise and coordination and monitoring skills. S/he will provide the following services:
 
Technical:
  • Develop a strong understanding of the policy context for SCALA and opportunities for action by reviewing existing national and sub-national agriculture and land-use sector policies,  plans and initiatives and compare these to Ethiopia’s updated NDC and NAP priorities on land use and agriculture; 
  • Facilitate inclusive, participatory outreach and consultation meetings between ministries, commissions, civil society, and private sector in relation to all work areas of the project as needed;
  • Facilitate effective communication with relevant ministries and commissions while building strategic partnerships with other key stakeholders, in particular private sector, to promote investment in climate action;
  • Lead the delivery of the following specific SCALA deliverables:
    •  
    • Support technical delivery of SCALA on areas such as systems-level assessments of climate action; sectoral planning and budget submissions; MRV and M&E; NDC/NAP enhancement, private sector engagement and climate finance;
    • Ensure that all reports, documents, and other outputs prepared by service providers are of high quality and are targeted towards achieving objectives as planned;
    • Prepare documentation and knowledge management of lessons learnt (this may include written or video pieces for the national media, donor community and project website, social media, and regional and international fora);
    • Act as secretary of the Project Technical Committee (PTC)/Advisory Group (PAG);
    • Take part in technical NDC/NAPs-related meetings comprising of representatives of line ministries, commissions, UNFCCC focal points, civil society organisations, educational and research institutions, and other relevant institutions;
    • Keep the UNFCCC Focal point and identified  commissions, and other relevant stakeholders’ counterparts appraised about the progress of SCALA on a regular basis;
    • Provide technical inputs to policy briefs, studies and assessments as identified in the work plan;
    • Facilitate knowledge sharing and peer-to-peer learning among SCALA countries and works with FAO/UNDP regional and global teams to showcase progress of Ethiopia on NDC/NAP implementation; 
    • Perform other related duties as required.
Project Management:
  • Formulate, update and manage the collaborative FAO-UNDP Ethiopia work-plan with clear timelines, milestones and deliverables as well as the related budget, in close coordination with Government of Ethiopia and UNDP/FAO offices (national and global) and ensuring they contribute to the targets set in the global project document; 
  • Coordinate all aspects of project implementation, including personnel, subcontracts, training, equipment, administrative support, and financial reporting with, FAO/UNDP Ethiopia office, and the NDC Unit and relevant Ministries;
  • Monitor evaluate and report on progress under the collaborative FAO-UNDP work-plan;
  • Organize consultative meetings, workshops and trainings as needed;
  • Report quarterly on project progress and provide other relevant information to the global project team when requested (including annual reports, audits, mid-term, and terminal evaluations) and in regular coordination meetings with FAO and UNDP Ethiopia Offices and to the Global FAO-UNDP team;
  • Prepare an end-of-assignment report, summarizing findings, achievements, conclusions, and recommendations;
  • Identify ongoing and related projects in Ethiopia (e.g. IKI projects) and coordinate around implementation of complementary activities;
  • Ensure that gender and social inclusion issues are mainstreamed into the work plan and implementation of SCALA in Ethiopia, by including gender-responsive activities and targets in the work plan, bringing national gender/women’s empowerment experts/stakeholders as well as those representing marginalized groups and youth into the project, and tracking and reporting on gender- and inclusion-related impacts;
  • Prepare ToRs for national consultants and services providers as needed and lead the process of recruitment and agreements; and Perform other related duties as required.

Required Skills and Experience

Education:
  • Advanced university degree in Agricultural or Environmental Economics, Environment and Natural Resources Management or Climate Sciences, or a related field.
Experience:
  • Minimum of four years’ working experience in the field of natural resources management, agriculture development, climate change adaptation and/or mitigation;
  • At least two years of relevant and demonstrable experience in the coordination and/or management and/or implementation of development projects, especially focusing on climate change mainstreaming;
  • Experience in developing technical reports, project proposals as well as resource mobilization strategies, and policy documents on climate change adaptation and mitigation.
Language Requirements:
  • Knowledge of spoken and written English.
