The HIV, Health and Development Strategy 2016-2021: ‘Connecting the Dots’ elaborates UNDP's work on HIV and health in the context of the 2030 Agenda for Sustainable Development. UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with other UN entities and international organizations. As a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multi-sectoral health programmes while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time.

UNDP Kyrgyzstan was appointed by the Country Coordinating Mechanism (CCM) as the Principal Recipient (PR) for The Global Fund to fight AIDS, Tuberculosis and Malaria grants implementation in 2011. The UNDP Principal Recipient role was further extended by Country Coordinating Mechanism and Global Fund to the period 2021-2023. Since 2011, UNDP as PR has been working with national partners and The Global Fund to improve management, implementation and oversight of the HIV, TB and malaria programmes, while simultaneously developing national capacity of health institutions/Ministry of Health to assume the PR role over time.

Since 2018, the Global Fund has allocated additional funds to overcome legal barriers in the access for HIV and TB-related services. Catalytic fund activities are aimed at community development, advocacy, reducing stigma and discrimination against PLHIV and TB patients, increasing legal literacy and providing legal services to representatives of key populations. In the 2021-2023 grant cycle PR will continue the implementation of comprehensive set of activities to consolidate the already achieved results and further strengthen the access to HIV and TB services as defined under the Project.

The PR role consists of ensuring successful implementation of approved work plan and budgets, achievement of Programme targets, goals and objectives, effective oversight of the grant activities of the Sub-recipients and service providers, ensuring programmatic and financial accountability, and capacity building of national counterparts. The UNDP is responsible for the management and the coordination of the implementation of the Programme and providing oversight, and effective and transparent use of The Global Fund resources.

The initial assignment is for 6 months, subject to further extension based on performance evaluation and budget availability.

Duties and Responsibilities

Programme Specialist\Community mobilization and advocacy Specialist (HIV/TB)

cooperates with UNDP staff in the Kyrgyz Republic, governmental and non-governmental organizations to implement activities outlined in the approved project document, work plans and grant budget related to HIV and Reducing human rights-related barriers to HIV/TB services components under the Grant.

Under the direct guidance and supervision of HIV/TB Coordinator/ Deputy Programme Manager, the Programme Specialist\Community mobilization and advocacy Specialist (HIV/TB) is responsible for:

  1. Ensuring effective implementation and coordination of programme activities focusing, but not limited, on HIV and TB components on reducing human rights-related barriers:
  • Ensuring timely and quality implementation of programme activities within approved work plan and budget in accordance with the workload distribution between the programme staff; 
  • Leading negotiations with sub-recipients under her/his area of responsibility on budget and work plans; ensuring timely signing of agreements with sub-recipients; oversees implementation and monitors progress; ensures timely submission of sub-recipient reports; verifies reports and approves payments; ensure timely and quality implementation of projects vis-à-vis approved plans and contracts implementation.
  • Providing recommendations for more efficient utilization of grants funds and proposing additional activities/additional procurement to be implemented within achieved efficiency gains;
  • Working closely with national implementing partners and providing capacity development support; Actively looking for new partnerships; Conducting capacity assessment of new implementing partners;
  • Providing specifications for procurement of various distribution materials and health products to procurement specialists;
  • Providing criteria for SR selection process;
  • Monitoring stocks at the end users and in a timely manner requesting additional procurement;
  • Actively collaborating with national and international partners on the issues related to programme implementation;
  • Together with the HIV and TB M&E specialists defining criteria for evaluating the work of the sub- recipients of the grant under her/his area of responsibility;
  • In collaboration with the Finance Specialist, monitoring of expenditures by sub-recipients under her/his portfolio and timely providing recommendation for redistribution of funds.
  • Organizing regular meetings, round tables and workshops, as per programme needs;
  • Conducting regular visits to SRs under her/his area of responsibility to monitor, assessing and supervising activities; Preparing reports and providing recommendations to SRs for potential improvements in programme implementation;
  • Contributes to preparation of reports, disbursement requests to the Global Fund, monthly bulletin and other reports and informational materials on programme as per programme needs;
  • Leading the development of information materials for target groups of the programme;
  • Performs other duties within the scope of responsibilities as required by the HIV\TB Coordinator\Deputy Programme Manager and the Programme Manager.                  
  1. Ensuring facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on: 
  • Identifying and formulating lessons learned and documenting best practices from programme implementation to be integrated into project reports;
  • Supporting the design and delivery of programme related trainings and/or capacity building to personnel of MoH, other SRs, and implementing partners involved in the implementation of GF grants;
  • Advising on introduction of innovative work approaches to HIV prevention in Kyrgyzstan;
  • Participating in external supervision and evaluation missions of the GF and other agencies and providing inputs as required.

Required Skills and Experience

Education:

  • Bachelor degree in medicine, business administration, economics, social sciences, humanities, or other related disciplines.
  • Master’s degree or equivalent in medicine, social sciences, business or public administration, is a strong asset.

Experience:

  • At least 3 years of relevant experience in HIV prevention and/or advocacy programmes at national or international level;
  • Good knowledge and understanding of modern approaches to HIV and the barriers for implementation of HIV and TB programs;
  • Experience in working with NGOs and\or communities of vulnerable groups is an asset;
  • Experience in developing of technical terms of reference for procurement and calculation of health products;
  • Strong proven communication skills;
  • Strong report writing skills;
  • Strong analytical skills;
  • Computer literacy (MS Word, Excel, Power Point, Internet and e-mail);
  • UNDP and/or Global Fund work experience is a strong asset;

Language requirements:

  • Fluency in Russian language;
  • Knowledge of English language is a strong asset;
  • Knowledge of Kyrgyz language is an asset.
