Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

 

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

 

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

 

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

 

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

 

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality.  Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

 

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

 

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

 

 

Organisational Context

The Investigation Teams are comprised of investigators and analysts from the Investigation Division (ID) and work in the context of the Integrated Teams of the Office of the Prosecutor (OTP). The investigative teams are in charge, amongst others, of the following functions:

  • Develop and update investigation and analysis plans;
  • Execute the investigation and analysis plans in an impartial, safe, efficient and cost-effective manner;
  • Establish and implement clear procedures to safeguard the obligation of objective investigation and analysis; and
  • Support the prosecution activities of the Integrated Team.

 

Duties and Responsibilities

Under the overall management of the Director of the Investigation Division, the supervision of the Investigations Coordinator and the direct supervision of the Investigation Team Leader, the incumbent is expected to support the investigation team in strengthening its investigative strategy and operations in the situation country, in particular. In particular:

  • Advise the team in matters related with the socio-economic and cultural aspects of the situation country under investigation;
  • Assist in strengthening the country specific support network for the investigations, including contacts with different local organizations, civil society groups, diaspora groups from the situation country and other local/regional networks;
  • Support the investigative team in the collection, screening and handling of information and evidence in accordance with OTP standard operating procedures;
  • Support investigators conducting interviews, in particular by assisting the investigation team in approaching and developing a rapport with witnesses, victims and suspects in ways that are coherent with and respectful of local culture;
  • Conduct open-source research and collation of information as requested;
  • Review and perform preliminary analysis of materials relating to the reference situation and/or in the reference language(s), including assisting in interpreting correctly the information and evidence, in view of its social, cultural and linguistic context;
  • Assist the investigation team in finding evidence and investigative opportunities characteristic of the victimized societies and the perpetrating structures, by identifying relevant leads and making recommendations for next investigative steps;
  • Support training activities towards increasing the investigation team members’ knowledge and understanding of the situation country;
  • Assist the investigation team and operational units in developing investigative and operational strategies appropriate and coherent with the local societies;
  • Support the investigation team with relevant language skills;
  • Assist in the planning, preparation, as well as participate and support field missions;
  • When possible, considering the security situation, publicly represent the OTP investigation in the situation country of the applicant;
  • Testify before the Chambers, if and when required
  • Performs other duties as required

 

Essential Qualifications

The candidate should have first-hand working knowledge of the political, socio-economic and/or cultural aspects of the situation country under investigation and have developed contacts with local/regional partners. Particular focus will be given to applicants with investigative experience within the context of the situation under investigation by the OTP. Ideally, the candidate should have resided within the context of the situation country under investigation or the region.

 

Education:

Diploma of secondary education.

The following qualifications would be considered a strong asset:

  • University degree in Law, Criminology or other related fields, for example in Human Rights, Psychology, or Journalism or a diploma in criminal investigation or analysis from a law enforcement academy;
  • Relevant training in investigation and/or analysis techniques and extensive investigative and/or analytical experience, being it in the context of criminal investigations, investigations of serious human rights violations or investigative analysis.

 

Experience:

A minimum of eight years of progressively responsible relevant work experience. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.

Previous work experience in the context of criminal investigations or with NGO’s/IGO’s/International Commissions of Enquiry or with other investigative and/or fact-finding bodies, with a special focus on investigations of serious crimes, human rights violations or violence in the context of armed conflicts.

 

Knowledge, Skills and Abilities:

  • Ability to administrate and handle complex and voluminous amounts of information and evidence;
  • Excellent ability for team-work, including listening, sharing, communicating and peer-support skills;
  • Good interpersonal and negotiation skills and ability to develop and foster networks of cooperation;

Knowledge of Languages:

  • Fluency in either of the working languages of the Court, English or French, is essential. Fluency in both languages would be considered a strong asset;
  • Fluency in Sango is essential;
  • Knowledge of additional official languages of the Court, (Arabic, Chinese, Russian, Spanish) would be considered an asset.

 

Final Notes:

Successful applicant(s) will be required to demonstrate flexibility and adaptability. While Situation Specific Investigation Assistants can expect to spend extensive time periods working at their designated Duty Station, they may also be required to undertake repeated and sometimes lengthy deployments, including to conflict or post-conflict environments, all dependent on the nature and phase of the investigation.
