(Senior) Risk Officer – Global Emerging Markets

The EIB, the European Union's bank, is seeking to recruit for its Risk Management Directorate – Coordination Division – “GEMs” Unit, at its headquarters in Luxembourg, a (Senior) Risk Officer – Global Emerging Markets.  This is a full time position at Grade 5/6.

The term of this contract will be 4 years

Panel interviews are anticipated for end May/June 2021

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance

Purpose

The Global Emerging Markets (“GEMs”) Risk Database Consortium compiles and shares data on the credit default, rating migration and recovery experience of its members, so as to better catalyse private finance into emerging markets and developing countries.  GEMs Consortium members are International Financial Institutions (IFIs), which have as part of their role and function the financing and development of emerging market.

As (Senior) Risk Officer, you will act as the EIB Operational Manager for the Consortium Operations, driving a process of change within GEMs, promoting its activities, and ensuring the robustness of its processes and data.

Operating network

Reporting to the Head of the GEMS Unit, and working with a high degree of independence, you will collaborate with other EIB colleagues, and will work in close cooperation with different International Financial Institutions. Your extensive collaboration with representatives of other IFIs will be complemented by interaction with other banks, institutional investors, public government agencies, rating agencies and standard-setting bodies. 

Accountabilities

  • Develop and implement GEMs’ broader strategic policy objectives and promote its potential externally, to financial institutions and the institutional investor community
  • Lead the necessary operational changes aiming to bring GEMs towards a more formalised, scalable platform, better able to catalyse private finance into emerging markets and developing countries
  • Coordinate the development of GEMs’ structure as part of a new business line
  • On behalf of the Consortium, manage the relationships with members and with 3rd party data management service providers
  • Maintain an in-depth technical understanding of the processes and methodologies of GEMs and deliver improvements as needed
  • Lead the development and monitoring of the methodologies and data definitions employed in the Risk Database Consortium
  • Ensure the accuracy of GEMs data and oversee the preparation of the GEMs Annual Report as well as the external publications.

Qualifications

  • University degree, preferably in a relevant field, such as Finance, Economics, Risk Management or Financial Mathematics. Post graduate education would be an asset
  • Extensive relevant professional experience, preferably in Lending, Risk Management, Quantitative analysis, and/or multi-stakeholder project management. 
  • Direct experience in a multilateral bank, or exposure to Emerging Markets, would be strong advantage
  • Demonstrable ability to communicate, promote ideas and achieve buy-in, preferably between financial institutions
  • Experience of quantitative modelling would be preferred, in particular relating to credit/counterparty risk, probability of default, recovery rates, and/or capital management.
  • Excellent interpersonal and presentation skills.
  • Knowledge of standard computer applications, in particular Excel and PowerPoint
  • Excellent knowledge of English and/or French, with a good knowledge of the other (*). Knowledge of other EU languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
