PROJECT BACKGROUND
Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI has been working with the Government of Colombia to advance green growth policies and green investments, through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, Ministry of Treasury and Public Credit and the National Planning Department, among others. In a new phase of collaboration with Government agencies at the national and sub-national level, GGGI with the Support of the Norwegian Kingdom is initiating an expansion of its Colombia Country program, mainly to support the transition towards a greener growth pathway that is socially inclusive and contributes to Colombia´s medium term development agenda. The expected impact of this collaboration, after five years of support (2017-2022), is an increased capacity to mainstream green growth objectives into development planning and investments in priority sectors and regions that are critical for Colombia´s future green growth, particularly in areas that are highly susceptible to increased natural resource degradation and forest cover loss.
The program was divided in two phases, one from 2017-2019, and a second one from 2020-2022. The second phase was designed to increase green growth investments in priority regions and sectors and to support the Government of Colombia (GoC) to reduce the current trend in deforestation. The program outcomes are aligned with the GoC´s nationally determined contributions (NDC) targets and sustainable development goals (SDGs), GGGI’s Strategic Plan 2015 – 2020 and GGGI Colombia Country Planning Framework (CPF) 2016-2020, as well as the Norway’s International Climate and Forest Initiative (NICFI) strategic objectives.
The second phase of the program is focused on: (i) strengthening conditions to increase the effectiveness of institutes to enforce measures of deforestation control and reduce deforestation; and (ii) the implementation and subsequent upscaling of sustainable and/or restorative production systems through a landscape management approach.
The desired impact of the activities carried between 2020-2022 is to facilitate Colombia in achieving its SDGs, those which include the following by the National Planning Document (NPD) 2018-2022:
- Reduce the tendency of growth of projected deforestation by the Institute of Hydrology, Meteorology and Environmental Studies (IDEAM) from 0% to 30%.
- Accumulated reduction of 36 MTnCO2eq of greenhouse gases (GHG), in relation to the national point of reference.
- Proportion of overall share gross domestic product (GDP) comprised by the forestry sector from 0.79% to 1%.
- Increase areas under sustainable conservation management (restoration, agroforestry systems, sustainable forest management) from 701,000 ha to 1,402,900 ha. (with 301.900 ha in restoration process).
- 122,000 hectares established with commercial forest plantations.
- Increase areas under Payment for Ecosystem Services (PES) schemes and incentives for conservation from 65,000 ha to 260,000 ha.
In that sense, the document of PND 2018 - 2022 includes actions that align measures led by the Ministries of Environment and Agriculture, aimed at promoting and developing the forestry sector, as one of the strategies to control deforestation, including more efficient actions for conserving the forests, multipurpose forest restoration and forest plantations in the rural development of the country, so it is imperative that the country advance in consolidating the traceability for timber products that are extracted, transported and / or commercialized, integrating the advances of the Forest and Carbon Monitoring System (SMByC), the system regarding transportation of timber products Online (SUNL) and the forestry application by the Colombian Agricultural Institute (ICA).
Consequently, the actions framed in the Intersectoral Pact for Legal Timber in Colombia (PIMLC) as the Zero Deforestation Agreement for Timber in the country, Conpes 3934 of 2018, with Line 7. Strengthen Institutional Capacities and with the Conpes 4021 of 2020 regarding the Strategy for the strengthening of monitoring and follow-up systems for an efficient administration of forest resources.
PIMLC signed in 2009, currently has 69 signatory organizations from the public and private sectors, non-governmental organizations, and other civil society organizations, the technical secretary is carrying out by the Ministry of Environment and Sustainable Development, through the Directorate of Forests, Biodiversity and Ecosystem Services.
In this way, supporting the second phase of the PIMLC in its articulation as the Zero Deforestation Agreement for timber products, is strategic for the integrality of the productive value chain of timber, promoting the legal and sustainable consumption of forest products in the country, and the consolidation of the forest economy, as one of the strategic measures to control deforestation.
OBJECTIVES OF THE ASSINGMENT
The consultant will provide support to the Directorate of Forests, Biodiversity and Ecosystem Services of Minambiente in its role as Technical Secretary of the PIMLC in the Implementation of the second phase of the Pact (consolidation as Zero Deforestation Agreement).
DELIVERABLES AND PAYMENT SCHEDULE
With the purpose of advancing in the articulation of the PIMLC as a Zero Deforestation Agreement and that the instrument becomes more dynamic, the consultant will focus on the assessment of the additional sectors that should be linked to the PIMLC, as one of the measures that will promote the consumption of legal timber in the country.
As part of his activities, the consultant will support the design and formulation of periodic reports in the implementation of National and Regional Forest Governance actions that make visible the actions of the signatories of the PIMLC and will accompany the activities that the Technical Secretariat of the PIMLC considers convenient for the socialization and implementation of the second phase of the instrument, facilitating the generation of spaces for dialogue between actors and making the instrument visible.
The expected deliverables are the follows outputs:
(1) Work Plan.
Complete work plan, including the detailed methodology to be implemented.
(2) Strengthening the Implementation of the PIMLC.
The consultant will support the Articulation proposal of the PIMLC Phase 2.0 with the articulation like to the Zero Deforestation Agreement and with the formulation of a financial sustainability strategy of the Pact, which involves government entities, for the allocation of resources from the general budget of the Nation, so that the initiative has a flow of resources and permanent personnel for the development of actions.
The consultant will also support the drafting of documents and reports, approach with signatory entities and potential affiliates.
(3) Proposal for Articulation of the Departmental Agreements for Legal Wood with Phase 2.0 of the PIMLC.
Support to the Departmental Agreements for Legal Timber that are developed at the national level, led by Regional Environmental Authorities and other entities, with their articulation to the new phase of the PIMLC.
(4) Recognition Models for Sectors.
Generate a document that based on national experiences, international benchmarks, proposes the recognition mechanisms derived from the PIMLC and that allow the visibility of sectors and / or companies that include forestry companies recognized by Environmental Authorities as preferred suppliers.
(5) Approach to General Guidelines for Fair Trade Agreements for Timber Forest Products and Guadua in Colombia.
Generate a document based on a documentary review of national experiences, international benchmarks, surveys applied to prioritized sectors, strategic interviews, and other mechanisms; develop the general guidelines for the signing of fair-trade agreements for timber and Guadua forest products, aimed at sectors and unions interested in advancing the trade of timber and Guadua forest products in the country.
(6) Periodic reports on the Implementation of the PIMLC and Forest Governance.
Proposal of at least 2 reports that allow the public to make visible and make known to the public the measures to promote the Forest Economy carried out by Minambiente and the Signatory Entities of the PIMLC.

* No additional travel expenses will be recognized for the execution of the consultancy.
Supervision shall be provided by the REDD+ Senior Associate of GGGI Colombia in collaboration with the Forest Direction in Minambiente, to ensure the timely and quality delivery of products outlined in the contractual objective.
• The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out to secure a long-term sustainable development of the measure.
• All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
• The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
• All outputs must be in Spanish and English.
• Final report must be approved by the GGGI with the agreement of the Directorate of Forests, Biodiversity and Ecosystem Services of Minambiente. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
EXPERTISE REQUIRED
- (MANDATORY) Must be a Colombian citizen, or a foreigner holding a valid Work Visa.
- (MANDATORY) Degree in Forest engineering, Industrial Engineering, Economics, Environmental and / or Business Administration.
- (MANDATORY) Postgraduate studies in development cooperation, policy development, production chains or business development.
- (MANDATORY) Five (5) years of general professional experience and at least of 3 years of experience in actions to promote forest governance and / or actions to support the strengthening of the forest production chain.
- (MANDATORY) A strong understanding of Colombia´s public institutions related with forest sector is essential.
- (MANDATORY) Excellent command of the spoken and written Spanish language, as well as proficiency in the English language, will be valued positively.
- (MANDATORY) Excellent writing and report preparation skills.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.)
- Exceptional analytical and quantitative skills; capacity for synthesis, presentation and communication; and strategic thinking skills
- Organized with excellent time management and attention to detail.
- Strong and matured interpersonal skills and proven ability to work with teams.
- Ability to work well under pressure and have a flexible approach to tasks given.
