Background
Under the overall guidance of the Resident Representative and direct supervision of the Operations Analyst, the Procurement and Human Resources Analyst ensures effective delivery of procurement and human resources services through:
- Analysis and interpretation of financial rules and regulations on all issues related to procurement.
- Interpretation and application of human resources policies, rules and regulations on all issues related to human resources.
The Procurement and Human Resources Analyst promotes a collaborative, client-focused, quality and results-oriented approach and contributes to the maintenance of high staff morale. He/she works in close collaboration with Operations, Programme and Project teams in the CO, Regional Service Centre, UNDP HQs staff to successfully deliver procurement services and ensure successful CO performance in HR Management.
Duties and Responsibilities
Summary of Key Functions:
- Input to elaboration and implementation of operational strategies
- Management of procurement processes and delivery of optimal procurement services
- Implementation of People Management strategy and policies and delivery of optimal HR services
- Support to effective People management, performance management and career development
- Facilitation of knowledge building and knowledge sharing
- Analytical inputs to the elaboration and the implementation of operational strategies focusing on achievement of the following results:
- Full Implementation of effective internal control in support of proper design and functioning of a client-oriented procurement management system.
- Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit in coordination with supervisor.
- Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality performance measurement mechanism.
- Analysis and proposals on cost saving and reduction strategies in the CO.
- Analysis and proposals on elaboration of contract strategy, sourcing strategy, quality management, supplier selection, improvement of procurement processes in the CO.
- Management of procurement processes and delivery of optimal procurement services including support to projects/programme and request from other UN Agencies focusing on achievement of the following results:
- Analysis of information for preparation of procurement plans in PROMPT platform and monitoring of their implementation.
- Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation and mechanisms to eliminate deficiencies in procurement.
- Preliminary review of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
- Implementation of the internal control system that ensures that purchase orders are duly prepared and dispatched. Follow-up on timely corrective actions on POs with budget check errors and other problems.
- Serve as focal point for procurement related indicators of Integrated Financial Dashboard and ensure regular monitoring, review and follow up for the attainment of highest score.
- Support the implementation of harmonized procurement services, elaboration of proposals/ analysis of requirements on common services expansion and introduction of joint procurement for the UN Agencies in line with the UN reform.
- Support to the implementation of People Management strategy and policies and delivery of optimal HR services focusing on achievement of the following results:
- Effective implementation of internal control in line with People for 2030 strategy and policies to support functioning of the HR management system.
- Mapping of HR business process and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management
- Analysis and elaboration of proposals on the strategic approach to recruitment in the CO, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.
- Serve as people champion for the office.
- Support to effective people management, performance management and career development focusing on achievement of the following results:
- Management of recruitment processes including job descriptions, vacancy announcement, screening of candidates, organization and participation in the interview panels.
- Preliminary review of submissions to the Compliance Review Panel (CRP).
- Management of contracts in and outside Atlas. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
- Management of International staff entitlements and position funding delegated to the Country Office.
- Development and management of rosters.
- Analysis of requirements and elaboration of the protocol for performance appraisal process, facilitation of the process.
- Active participation in the CO learning team
- Elaboration of proposals on and implementation of strategic staffing policies in line with career development
- Organization and coordination of comprehensive and interim local salary and other related surveys in coordination with the supervisor.
- Facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Participation in the organization of training for the operations/ programme/ projects staff on Procurement and HR issues.
- Synthesis of lessons learned and best practices in Procurement and Human Resources.
- Contributions to knowledge networks and communities of practice
Impact of Results
The key results have an impact on the overall CO efficiency in procurement and human resources management. Accurate analyses, thoroughly researched information, timely and appropriate delivery of services ensure client satisfaction and overall timely delivery of UNDP programmes and projects.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
Experience:
- Up to 2 years of relevant experience at the national or international level in procurement management and demonstrated working knowledge in providing HR advisory services.
- Procurement certification highly desirable.
Other:
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems and ERP systems, preferably PeopleSoft.
- UNDP Certification Programme: Procurement, Finance, and HR is an asset.
Language Requirements:
- Proficiency in English, both written and oral. A second UN language is desirable.
