Background

Empowered to work across the spectrum of human development, the United Nations Development Programme (UNDP) operates in about 170 countries and territories to eradicate poverty, reduce inequalities and advance the Sustainable Development Goals. Guided by its Strategic Plan (2026–2029), UNDP focuses on prosperity for all, effective governance, crisis resilience and a healthy planet. In Ukraine, and in alignment with its Country Programme Document (2025–2029) and the United Nations Sustainable Development Cooperation Framework, UNDP supports emergency response and long-term recovery, including restoration of essential social infrastructure and inclusive access to health services.

Within this framework, UNDP Ukraine is implementing the Strengthening Civilian Health Service Delivery in Ukraine project, funded by the King Salman Humanitarian Aid and Relief Centre (KSrelief). The project supports civilian hospitals in Kyiv, Odesa and Dnipropetrovsk oblasts through the needs-based procurement, delivery, installation and operationalization of priority medical equipment and related supplies. Supported facilities serve high patient volumes and are selected in coordination with the relevant health authorities in accordance with the approved project criteria.

To ensure that project-supported equipment is clinically justified, technically appropriate, safely installed and sustainably operated, UNDP requires a Health Analyst-Medical Equipment and Health Systems. The Analyst will serve as the project’s technical health focal point and will coordinate technical inputs with the Ministry of Health of Ukraine, the National Health Service of Ukraine, regional health authorities, beneficiary hospitals, the UNDP Procurement Unit, engineering specialists and other relevant experts. The role covers needs validation, facility-readiness assessment, technical specifications and evaluation, delivery and commissioning, acceptance and handover, training, maintenance planning, monitoring and technical risk management. Project-supported investments will be aligned with national health reforms, regional hospital-network plans, referral pathways and applicable service-delivery, safety and regulatory standards.

•    Provide technical advice to regional and local authorities and beneficiary hospitals on the safe and effective integration of equipment into clinical workflows, referral arrangements, staffing, accessibility, infection-prevention measures and operational procedures, and support related capacity-development activities.

IV.    Monitor and report on progress in implementing project activities and achieving the targets set

•    Collect and validate baseline service-delivery data and monitor post-installation equipment utilization, functionality and contribution to the project’s approved results and indicators.
•    Conduct regular field visits to supported facilities to verify readiness, delivery, installation, operational performance and compliance with applicable technical, safety and quality requirements.
•    Compile technical monitoring information and provide substantive inputs for corporate, donor, government and project reports, as required by the approved reporting schedule.
•    Identify, document and promptly escalate technical risks relating to facility readiness, supply and delivery, regulatory or licensing requirements, staffing, utilities, consumables and maintenance affordability, electrical and radiation safety, equipment compatibility, cybersecurity, warranty and after-sales service; recommend and follow up appropriate mitigation measures.
•    Provide technical inputs required for project reporting, equipment acceptance, handover, sustainability planning and operational closure.

V.    Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the area of expertise

•    Coordinate and verify supplier-provided training for doctors, nurses, technicians and other end users, covering safe operation, basic troubleshooting and routine maintenance, and retain evidence of completion.
•    Support preventive-maintenance schedules, warranty administration and fault-escalation procedures; confirm local or regional servicing arrangements; transfer supplier and warranty contacts to recipient facilities; and obtain facility commitments for recurrent costs, consumables and continued operation.
•    Identify and document lessons learned and good practices, and contribute technical inputs to knowledge products and capacity-development activities relevant to resilient civilian health service delivery.

VI.    Ensure the mainstreaming of gender equality and women’s empowerment considerations in the healthcare sector, and promote a safe, enabling environment free of discrimination and abusive behaviour in line with corporate standards
